2025 11 13 CCPD Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT November 13, 2025 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Special Meeting on Thursday, November 13, 2025, at 4:00 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Nicholas Rice President Lloyd J. Herrera Director Rikki Wheeler Director Jason Reynolds General Manager Kristin Holmes Assistant General Counsel Angela Jackson Secretary President Nicholas Rice convened the November 13, 2025, CCPD Board Special Meeting with a quorum at 4:27 P.M. All members were present with the exception of Vice President Charles Murrell, Director Loretta White and Director David Start, Jr. who were absent. 1. CITIZEN COMMENTS President Nicholas Rice announced no citizens signed up to speak. 2. ELECTION CANVASS a. Canvass the returns of the Baytown Crime Control and Prevention District continuation election held on November 4, 2025. President Nicholas Rice stated that the board is now conduct the canvass of the Baytown Crime Control and Prevention District Continuation Election held on November 41 2025 and noted that through the City Clerk, he was delivering the sealed election returns to the members. President Rice noted that as the canvassing authority, they would prepare a tabulation of the total votes cast for and against Proposition No. A in the November 4, 2025 election. President Rice read out loud the results of the canvass as outlined in Exhibit "A". President Rice delivered the election returns, tally lists, and early voting precinct reports to the City Clerk as the general custodian of election records, who shall preserve them for the period for preserving election records. He noted that this concluded the canvass of the Continuation Election for the Baytown Crime Control and Prevention District held on November 4, 2025, and stated that the official canvass report by precincts is available in the City Clerk's Office in City Hall and will be made available through the public information request process and concluded this agenda item at 4:34 P.M. Consider a resolution declaring the results of the Baytown Crime Control and Prevention District continuation election held on Tuesday, November 4, 2025. A motion was made by Director Lloyd J. Herrera, and seconded by Director Rikki Wheeler to approve Resolution No. 91, related to Item 2.b. The vote was as follows: Ayes: President Nicholas Rice, Director Lloyd J. Herrera, Director Rikki Wheeler Nays: None Other: Vice President Charles Eugene Murrell (Absent), Director Loretta White (Absent), Director David Start, Jr (Absent) Approved RESOLUTION NO. 91 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT CANVASSING THE RETURNS OF THE CONTINUATION ELECTION HELD WITHIN THE DISTRICT'S BOUNDARIES ON THE 4TH DAY OF NOVEMBER, 2025, FOR THE PURPOSE OF VOTING FOR OR AGAINST THE PROPOSITION OF WHETHER THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT SHOULD BE CONTINUED FOR FIVE (5) YEARS AND THE CRIME CONTROL AND PREVENTION DISTRICT SALES AND USE TAX SHOULD BE CONTINUED FOR FIVE (5) YEARS; FINDING THAT NOTICE OF THE CONTINUATION ELECTION WAS PROPERLY HELD AND THE RETURNS THEREOF MADE BY THE PROPER OFFICIALS IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, January 13, 2026, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. General Manager Jason Reynolds thanked the Board Members for their commitment to the Board and the Police Department and reminded the Board Members of their next Baytown Crime Control and Prevention District meeting which is scheduled for Tuesday, January 13, 2026, at 4:30 P.M., in the Council Chamber located at City Hall. 4. ADJOURN With there being no further business to discuss, a motion was made by Director Rikki Wheeler and seconded by Director Lloyd J. Herrera to adjourn the November 13, 2025, CCPD Board Special Meeting at 4:35 P.M. The vote was as follows: Ayes: President Nicholas Rice, Director Lloyd J.
