CITY COUNCIL OF THE CITY OF BAYTOWN
December 10, 2025
The City Council of the City of Baytown,Texas,met in a Special Meeting on Thursday,December
10, 2025, at 5:00 P.M. in the Council Chamber, City Hall 2401 Market Street, Baytown, Texas,
with the following in attendance:
Laura Alvarado Council Member
Sarah Graham Council Member
Kenrick Griffith Council Member
Mike Lester Council Member
Charles Johnson Mayor
Jason Reynolds City Manager
Scott Lemond City Attorney
Angela Jackson City Clerk
John Stringer Sergeant at Arms
Mayor Charles Johnson convened the December 10, 2025 Special City Council Meeting with a
quorum present at 5:06 P.M. All members were present with the exception of Mayor Pro Tem
Jacob Powell.
1. CITIZEN COMMENTS
Mayor Charles Johnson announced no citizens signed up to speak.
2. DISCUSSIONS
a. Discuss and take possible action regarding the Municipal Court Judge position.
Human Resources Director Joey Lopez presented a summary regarding the municipal judge posi-
tion. (Exhibit A)
City Council Members expressed their opinions and recommendations on how to move forward
with the timeline for vetting potential replacements for the upcoming vacant municipal judge po-
sition.
City Attorney provided clarification regarding the temporary placement of a designated individual
to stand in for the municipal judge position.
City Manager Jason Reynolds clarified the current requirements to move forward as listed below:
• Full—Time position
• Provided Pay
• Set Time—Appointment February 2026

• A total of 5 Interview Candidates for City Council Selection
b. Discuss Council Priorities and Strategic Planning Initiatives.
City Manager Jason Reynolds provided an overview regarding the initiatives.
Assistant to the City Manager Sabrina Martin provided a presentation regarding priorities and stra-
tegic planning. (Exhibit B)
City Council Members provided City Staff with suggestions for addressing citizen concerns re-
garding priorities and initiatives.
3. ADJOURN
With there being no further business to discuss, Mayor Charles Johnson adjourned the December
10, 2025 Special City Council Meeting at 6:31 P.M.
