A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION TO THE U.S.
DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY
MANAGEMENT AGENCY, GRANT PROGRAM'S DIRECTORATE, IN RESPONSE
TO THE FY2025 PORT SECURITY GRANT ON BEHALF OF THE BAYTOWN FIRE
DEPARTMENT TO SUPPORT EFFORTS TO BUILD AND SUSTAIN CORE
CAPABILITIES ACROSS THE PREVENTION, PROTECTION, MITIGATION,
RESPONSE AND RECOVERY MISSION AREAS OF THE NATIONAL
PREPAREDNESS SYSTEM, IN THE AMOUNT OF FORTY-FIVE THOUSAND
SEVEN HUNDRED FIFTY AND NO/100 DOLLARS ($45,750.00); AUTHORIZING
THE REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT
MAY RESULT THEREFROM; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Manager of the City of Baytown is hereby authorized to make an
application to the U.S. Department of Homeland Security, Federal Emergency Management Agency, Grant
Program's Directorate, in response to the FY2025 Port Security Grant on behalf of the Baytown Fire
Department to support efforts to build and sustain core capabilities across the prevention, protection,
mitigation, response and recovery mission areas of the National Preparedness System, in the amount of
FORTY-FIVE THOUSAND SEVEN HUNDRED FIFTY AND NO/100 DOLLARS ($45,750.00);
Section 2: Part of the award's obligations for the City of Baytown includes a twenty-five
percent (25%) local match which is FIFTEEN THOUSAND TWO HUNDRED FIFTY AND NO/100
DOLLARS ($15,250.00) which brings the total amount of the award to SIXTY-ONE THOUSAND AND
NO/100 DOLLARS ($61,000.00), broken down as follows:
U.S. Homeland Security/FEMA $45,750.00
City of Baytown's Local Match $15,250.00
$61,000.00
Section 3: That it is in the best interest of the citizens of the City of Baytown that these
purchases be made on behalf of the Fire Department to sustain the core capabilities of the National
Preparedness System for the 2026 fiscal year.
Section 4: That the City Manager is hereby designated as the authorized representative for all
purposes.
Section 5: That the City Manager of the City of Baytown is hereby authorized to accept or
affirm any grant award that may result from the above application.
Section 6: That in the event of loss or misuse of the grant funds, the City Council of the City of
Baytown hereby assures the U.S. Department of Homeland Security/Federal Emergency Management
Agency that such grant funds will be returned in full.
Section 7: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of
Baytown this the 8th day of January, 2026.
