ADVISORY COMMITTEE OF THE CITY OF BAYTOWN
July 22, 2025
The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, July 22, 2025,
at 6:00 P.M. in the Conference Room, Public Safety Building 3200 North Main Street, Baytown,
Texas 77520 with the following in attendance:

Vice Chairperson Michael Springer convened the July 22, 2025, Baytown Police Advisory
Committee(BPAC)Meeting with a quorum present at 6:05 P.M. All members were present.
1. CITIZEN COMMENTS
Vice Chairperson Michael Springer announced no citizens signed up to speak.
2. CITIZEN INPUT
a. Receive citizen input concerning the City of Baytown Police Department.
Vice Chairperson Michael Springer announced a citizen signed up to speak.
Brenda Medina, 8319 White Willow expressed her concerns and recommendations to address the
current traffic of Tow road 99 to HWY 146 in her neighborhood and the increasing growth of the
traffic.
Baytown Police Department representatives provided their options for addressing Ms. Medina's
concerns about the traffic near her neighborhood.
3. COMMUNITY INPUT
a. Receive and discuss community input obtained by the Baytown Police Advisory Com-
mittee Members.
Committee Members gave their introductions for new Committee Member Marga Matthews and
Committee Member Jose Ortega.

Police Chief John Stringer provided an overview regrading concerns for crime rates and making
the City a place where our residents can feel safe and comfortable to talk with the Police Depart-
ment Officers over any concerns or suggestions.
4. BUSINESS ITEMS
a. Discuss participating in the City of Baytown Back to School Fair.
Community Outreach Specialist Stephany Medina provided a summary regarding the back to
school fair and what is provided at the community event taking place on August 9, 2025 at the
Baytown Community Center from 8:00 A.M., until 12:00 P.M.
Committee Members provided their opinions and recommendations to participate in community
events and try to increase citizen participation.
b. Discuss the Baytown Police Advisory Committee's purpose and goals, and consider
setting tasks for future meetings.
Committee Members provided suggestions for annual reports provided to the City Council of
BPAC progress regarding listed items.

Assistant City Attorney Vance Hinds clarified the legal purposes of maintaining a committee for
the Baytown Police Department.
Assistant Secretary Gabriella Gonzales provided time frames and opportunities for committee
members to gather the data to generate these reports.
5. APPOINTMENTS
a. Consider the election of the Chairperson and Vice-Chairperson.
Vice Chairperson Michael Springer nominated himself for Chairperson
Committee Member Sgt. Steve Jones nominated Kirk Russell for Vice Chairperson.
A motion was made by Committee Member Rex Elliot and seconded by Committee Member An-
drea Rice to approve the Chairperson and Vice-Chairperson nominees. The vote was as follows:

a. Receive a report and discuss the status of police outreach,community policing,officer
training and policies and procedures.
Police Chief John Stringer provided an overview regarding police outreach, community policing,
officer training and policies and procedures. (Exhibit A)
7. NEXT MEETING
a. The next Baytown Police Advisory Committee meeting is scheduled for Tuesday,Au-
gust 26,2025, at 6:00 p.m., in the Conference Room of the Public Safety Building located at
3200 North Main Street, Baytown,Texas 77521.
Chairperson Michael Springer announced the next meeting will be held on Tuesday, August 26,
2025, at 6:00 p.m., in the Conference Room, Public Safety Building.
8. ADJOURN
With there being no further business to discuss,Vice Chairperson Michael Springer adjourned the
July,2025, Baytown Police Advisory Committee Meeting at 7:32 P.M.

Recruitment and Retention
1. Staffing levels are consistent at 95%.
2. Two new officers hired this month with two more executive interviews scheduled
Collaboration and Outreach
1. New Call Type was introduced to record patrol level community engagements
a. We have recorded 36 Community Engagement Contacts by Patrol Units during this
reporting period-these are deliberate,quality engagements with citizens and this
call type both encourages and recognizes efforts made by front line patrol officers in
building relationships with their community.
2. Child Safety Seat Event is being held July 31 from 9AM-12 PM at the Public Safety Building
3. DARE Officers are scheduled to attend the DARE Conference for training
4. Assistant Chief Alford has been requested to assist Peer Support and Critical Incident Stress
Management for first responders who are working the flooded areas of the Hill Country. He will
be there through next week providing mental health support to all first responders.
5. Collaborated with multiple agencies, including the Harris County DA's Office on July 4, for a
special DWI enforcement action to keep our roadways safe.

This represents decrease in training hours as result of summertime vacations and classes are
reduced during this time.
We recently had a Lieutenant, who wishes to remain nameless,receive his Bachelor Degree in
Criminal Justice.
Assistant Jail Administrator has been awarded her Masters Degree in Criminal Justice.
We are proud for both of these team members who have made the extra effort to become more
knowledgeable and improve competent professionalism.
All sworn personnel are undergoing annual Use of Force/Critical Decision Making and Legal
Articulation training in our Firearms Training Simulator(FATS) over the next several weeks.
This training is more than shoot/don't shoot. Instructors evaluate de-escalation techniques,
knowledge of department policy, constitutional considerations and case law in the application of
when/if force of any type is used.
Additional Information
1. CCPD program has been written for the new term which will be voted on for
renewal in November,we are engaging in education about the CCPD with
community organizations
2. Officers responded to the area of Rollingwood Dr regarding a lost toddler. Officer
Justin Rodriguez and fellow officers arrived and after a field investigation located
the mother, returning the young child to her.
