2025 10 23 CC WSMINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN October 23, 2025 The City Council of the City of Baytown, Texas, met in a Work Session on Thursday, October 23, 2025, at 5:30 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in attendance: Jacob Powell Mayor Pro Tern Laura Alvarado Council Member Sarah Graham Council Member Kenrick Griffith Council Member James Franco Council Member Mike Lester Council Member Charles Johnson Mayor Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk Miriam Hernandez Acting City Clerk John Stringer Sergeant at Arms Mayor Charles Johnson convened the October 23, 2025 City Council Work Session with a quorum present at 5:32 P.M. All members were present with the exception of Council Member Laura Alvarado and Council Member James Franco. 1. CITIZEN COMMENTS Mayor Charles Johnson announced no citizens signed up to speak. 2. DISCUSSIONS Council Member Laura Alvarado entered the meeting at 5:37 P.M. a. Receive a presentation regarding the City of Baytown`s new performance dashboard. Assistant to the City Manager Sabrina Martin, presented the City's new performance dashboard that has been in development for two years. The dashboard categorizes City services into four main areas: service delivery, customer experience, employee experience, and compliance. It provides metrics on various City operations and includes monthly narrative updates from department directors and the City Manager. (Exhibit A) Council Member James Franco entered the meeting at 5:52 P.M. Key elements of the dashboard include: City Council Work Session Minutes October 23, 2025 Page 2 of 2 • The ability to track workloads and trends across departments • Enhanced cross -departmental communication • Data -driven decision making capabilities • Increased transparency with the public Council Members expressed appreciation for the dashboard and suggested several improvements, including: • Adding citations for data sources • Including citizen feedback mechanisms • Creating hyperlinks to department pages • Implementing surveys to measure public perception The performance dashboard is now live on the city website under the Access page, and further enhancements, including strategic priorities tracking, are planned for 2026. b. Discussion regarding updates to the Unified Land Development Code. Mayor Charles Johnson announced this item will be pulled from this meeting. C. Discuss the process for the Municipal Court Judge position. City Manager Jason Reynolds presented three discussion points regarding the upcoming vacancy in the Municipal Court Judge position following Judge Escalante's retirement in January 2026. City Council Members expressed the need to establish a process for hiring a new judge for the court of record. Recommendations were provided to form an Ad Hoc committee consisting of three Council Members. With potential nominations of Council Member Sarah Graham (as chair), Council Member Mike Lester, and Council Member James Franco. The committee will research how other Cities have handled similar appointments, explore potential recruitment options, and develop a hiring process recommendation to bring back to the City Council. Council Members emphasized the importance of starting this process promptly due to holiday schedules and the need to maintain court credibility. They also discussed the need to understand the differences between courts of record and non -courts of record, as this will impact the selection process. 3.
