MINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN November I3, 2025 The City Council of the City of Baytown, Texas, met in a Work Session on Thursday, November 13, 2025, at 5:30 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in attendance: Jacob Powell Laura Alvarado Sarah Graham Kenrick Griffith James Franco Mike Lester Charles Johnson Jason Reynolds Scott Lemond Angela Jackson John Stringer Mayor Pro Tern Council Member Council Member Council Member Council Member Council Member Mayor City Manager City Attorney City Clerk Sergeant at Arms Mayor Charles Johnson convened the November 13, 2025 City Council Work Session with a quorum present at 5:32 P.M. All members were present. 1. CITIZEN COMMENTS Mayor Charles Johnson announced no citizens signed up to speak. 2. DISCUSSIONS s. Receive a presentation and discuss the Solid Waste Franchise Fee. Public Works and Engineering Director Frank Simoneaux provided a presentation of the franchise fee. (Exhibit A) Council Members requested further clarification regarding the fee break down and state vehicle requirements. City staff provided further clarification regarding the requirements to maintain state certifications and fee changes. b. Discussion regarding amending Section 70-5 "Alcoholic Beverages" of the Code of Ordinances, Baytown, Texas, to permit alcoholic beverages at City -owned or controlled City Council Work Session Minutes November 13, 2025 Page 2 of 2 property for qualified, event -specific tourism or sports tourism initiatives, subject to restrictions and permitting requirements. Parks Recreation and Tourism Director Clifford Hatch provided an overview regarding Tourism initiative events by expanding options. (Exhibit B) City Council Members provided their opinions regarding consideration for amending the code to assist in growing the City of Baytown. 3.
