A RESOLUTION OF THE CITY COUNCIL OF BAYTOWN,TEXAS,AUTHORIZING
THE CITY MANAGER TO REVISE A GRANT APPLICATION TO THE TEXAS
GENERAL LAND OFFICE (GLO) FOR COMMUNITY DEVELOPMENT BLOCK
GRANT DISASTER RECOVERY REALLOCATION PROGRAM (DRRP) ON
BEHALF OF THE PUBLIC WORKS AND ENGINEERING DEPARTMENT;
AUTHORIZING THE ALLOCATION OF ADDITIONAL FUNDS TO THE CITY'S
CDBG DISASTER RECOVERY REALLOCATION PROGRAM; MAKING OTHER
PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
WHEREAS, Hurricane Harvey(DR-4332) severely impacted the City of Baytown;
WHEREAS,City of Baytown desires to increase resilience to disasters and reduce or eliminate the
long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by
lessening the impact of future disasters;
WHEREAS,City of Baytown desires a viable community, including decent housing and a suitable
living environment and expanding economic opportunities, principally for persons of low-to-moderate
income;
WHEREAS,City of Baytown aims to affirmatively further fair housing by identifying projects that
overcome or do not increase patterns of residential segregation based on race, color, religion, national
origin, sex, disability, or family status; and
WHEREAS, it is necessary and in the best interests of the City of Baytown to apply for funding
under the Community Development Block Grant Disaster Recovery Reallocation Program(DRRP); and
WHEREAS,the City Council of the City of Baytown passed resolution number 2989 on March 27,
2025 authorizing the City Manager to submit an application to the General Land Office in response to the
Texas Community Development Block Grant Disaster Recovery Reallocation Program solicitation on
behalf of the Public Works and Engineering Department for two projects.
WHEREAS, the City Council of the City of Baytown now desires to authorize the City Manager
to revise the application with the General Land Office in response to the Texas Community Development
Block Grand Disaster Recovery Reallocation Program solicitation on behalf of the Public Works and
Engineering Department for two disaster mitigation projects to better illustrate the local match;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That a revised Community Development Block Grant Disaster Recovery
Reallocation Program(DRRP)program application is hereby authorized to be filed by the City of Baytown
with the General Land Office for the disaster recovery efforts under the DRRP Program.
Section 2: That the CDBG-DR DRRP allocated grant budget is $5,000,000.00 for the West
Baytown Drainage Improvements and $15,000,000.00 for the Market Street and Drainage Improvements.
Section 3: That the City of Baytown hereby authorizes the allocation of an additional$907,791.83
contributed by Harris County for engineering services on the Market Street Project.
Section 4: That the City of Baytown hereby authorizes the allocation of an additional
$1,212,242.54 contributed by Harris County Flood Control for engineering and construction services on
the West Baytown Drainage Improvements Project.
Section 5: The City of Baytown is committing a total of$4,415,485.32 in local funds to be used
toward administration, environmental, and construction services and Harris County through interlocal
agreement is contributing$4,608,835.36 toward construction and engineering for the Market Street Project,
for total project cost of$24,024,320.68.
Section 6- The City of Baytown is committing $1,650,000.00 in local funds to be used toward
administration, environmental, and construction, and Harris County Flood Control through interlocal
agreement is contributing 52,943,536.54 toward construction and engineering for the West Baytown
Drainage Improvements, for a total project cost of$9,593,536.54.
Section 7: That the City Council directs and designates the City Manager as the City's Chief
Executive Officer(s)and Authorized Representative to act in all matters in connection with this application
and the City's participation in the Community Development Block Grant Disaster Recovery Reallocation
Program(DRRP).
Section 8: That the City Council is hereby authorized to take all necessary action to amend the
budgets and allocate additional funds as specified.
Section 8: That all funds will be used in accordance with all applicable federal, state, local and
programmatic requirements including but not limited to procurement, environmental review, labor
standards, real property acquisition, fair housing, and civil rights requirements.
Section 9: This resolution shall take effect immediately from an after its passage by the City
Council of the City of Baytown.
