AN ORDINANCE CANVASSING RETURNS AND DECLARING THE
RESULTS OF GENERAL AND SPECIAL ELECTIONS HELD IN THE CITY
OF BAYTOWN, TEXAS ON NOVEMBER 4, 2025.
WHEREAS, the City Council of the City of Baytown, Texas (the "City") duly authorized
general and special elections to be held within the City in Harris and Chambers Counties, Texas
on November 4, 2025 (the "Election"), for the purpose of electing Council Member for District
No. One (1), Council Member for District No. Three (3) and submitting to the resident qualified
electors of the City the propositions hereinafter set forth; and
WHEREAS, the City Council has investigated all matters pertaining to the Election,
including the ordinance giving notice, appointing officers, and holding and making returns of the
Election; and
WHEREAS, the election officers who conducted the Election have duly made the returns
of the results thereof; and said returns have been duly delivered to the City Council for official
canvassing of the returns thereof; and
WHEREAS, pursuant to Chapter 67 of the Texas election Code, the City Council of the
City of Baytown, at a council meeting held on November 13, 2025, canvassed the returns of the
general election concerning the election of Council Members for District No. One(1) and District
No. Three (3) and the special bond election; and
WHEREAS, upon the consideration of the returns of the Election, it appears that the same
was held in accordance with the authorizing proceedings and was in all respects legally held after
due notice had been given, and the returns duly and legally made, and showing the following
results:

THIS IS A TAX INCREASE HARRIS COUNTY. TEXAS
Shall the City Council of the City of Baytown, Texas (the "City") be
authorized to issue general obligation bonds of the City in the amount of
69,865,000 for the purpose of providing funds for the design, 2,134 VOTES FOR
construction, acquisition, improvement and equipment of major
throughfares, including sidewalks, streetlighting, traffic signals, and
related storm drainage and utility improvements, and the acquisition of 2,153 VOTES AGAINST
easements and rights-of-way in connection therewith, said bonds to
mature serially or otherwise over a period not to exceed forty(40) years
from their date or dates,to be issued in various issues or series,to be sold
at any price or prices and to bear interest at any rate or rates,not to exceed
the maximum rate now or hereafter authorized by law, all as shall be CHAMBERS COUNTY, TEXAS
determined within the discretion of the City Council at the time of
issuance, and to provide for the payment of the principal of and interest
on said bonds and the costs of any credit agreements executed or 192 VOTES FOR
authorized in anticipation of, in relation to, or in connection with the
bonds by levying an ad valorem tax upon all taxable property in the City,
within the limits prescribed by law, sufficient to pay the annual interest
219 VOTES AGAINSTonandtocreateasinkingfundsufficienttoredeemsaidbondsasthey
become due and to pay the costs of any credit agreements; said bonds to
be issued and said taxes to be levied, pledged, assessed, and collected
under the constitution and laws of the State of Texas?

CITY OF BAYTOWN, TEXAS-- PROPOSITION B
THIS IS A TAX INCREASE HARRIS COUNTY TEXAS
Shall the City Council of the City of Baytown, Texas (the "City") be
authorized to issue general obligation bonds of the City in the amount of
30,450,000 for the purpose of providing funds for the design,1141 VOTES FOR
construction, acquisition, improvement and equipment of neighborhood
streets and sidewalks,including streetlighting,traffic signals,and related
storm drainage and utility improvements, and the acquisition of
2,119 VOTES AGAINST
easements and rights-of-way in connection therewith, said bonds to
mature serially or otherwise over a period not to exceed forty(40) years
from their date or dates,to be issued in various issues or series,to be sold
at any price or prices and to bear interest at any rate or rates,not to exceed
the maximum rate now or hereafter authorized by law, all as shall be CHAMBERS COUNTY, TEXAS
determined within the discretion of the City Council at the time of
issuance, and to provide for the payment of the principal of and interest
on said bonds and the costs of any credit agreements executed or 197 VOTES FOR
authorized in anticipation of, in relation to, or in connection with the
bonds by levying an ad valorem tax upon all taxable property in the City,
within the limits prescribed by law, sufficient to pay the annual interest 216 VOTES AGAINSTonandtocreateasinkingfundsufficienttoredeemsaidbondsasthey
become due and to pay the costs of any credit agreements; said bonds to
be issued and said taxes to be levied, pledged, assessed, and collected
under the constitution and laws of the State of Texas?
TOTAL VOTES CAST IN ELECTION FOR PROPOSITION B: 4,673
CITY OF BAYTOWN. TEXAS— PROPOSITION C
THIS IS A TAX INCREASE HARRIS COUNTY, TEXAS
Shall the City Council of the City of Baytown, Texas (the "City") be
authorized to issue general obligation bonds of the City in the amount of 2,004 VOTES FOR
14,030,000 for the purpose of the design, construction, acquisition,
improvement and equipment of drainage improvements and the
acquisition of land, easements, and rights-of-way in connection
therewith,said bonds to mature serially or otherwise over a period not to 2,218 VOTES AGAINST
exceed forty (40) years from their date or dates, to be issued in various
issues or series,to be sold at any price or prices and to bear interest at any
rate or rates,not to exceed the maximum rate now or hereafter authorized
by law,all as shall be determined within the discretion of the City Council CHAMBERS COUNTY, TEXAS
at the time of issuance, and to provide for the payment of the principal of
and interest on said bonds and the costs of any credit agreements executed
or authorized in anticipation of, in relation to, or in connection with the
192 VOTES FORbondsbylevyinganadvaloremtaxuponalltaxablepropertyintheCity,
within the limits prescribed by law, sufficient to pay the annual interest
on and to create a sinking fund sufficient to redeem said bonds as they
become due and to pay the costs of any credit agreements; said bonds to 218 VOTES AGAINST
be issued and said taxes to be levied, pledged, assessed, and collected
under the constitution and laws of the State of Texas?

CITY OF BAYTOWN. TEXAS— PROPOSITION D
THIS IS A TAX INCREASE HARRIS COUNTY, TEXAS
Shall the City Council of the City of Baytown, Texas (the "City") be
authorized to issue general obligation bonds of the City in the amount of 2.411 VOTES FOR
4,250,000 for the purpose of the design, construction, acquisition and
improvement of City fire stations, including the design of Fire Station
No. 4 and the acquisition of land in connection therewith,said bonds to
mature serially or otherwise over a period not to exceed forty(40) years 1,823 VOTES AGAINST
from their date or dates, to be issued in various issues or series, to be
sold at any price or prices and to bear interest at any rate or rates, not to
exceed the maximum rate now or hereafter authorized by law,all as shall
be determined within the discretion of the City Council at the time of CHAMBERS COUNTY, TEXAS
issuance, and to provide for the payment of the principal of and interest
on said bonds and the costs of any credit agreements executed or
authorized in anticipation of, in relation to, or in connection with the
211 VOTES FORbondsbylevyinganadvaloremtaxuponalltaxablepropertyintheCity,
within the limits prescribed by law, sufficient to pay the annual interest
on and to create a sinking fund sufficient to redeem said bonds as they
become due and to pay the costs of any credit agreements;said bonds to 196 VOTES AGAINST
be issued and said taxes to be levied, pledged, assessed, and collected
under the constitution and laws of the State of Texas?

CITY OF BAYTOWN. TEXAS—PROPOSITION E
THIS IS A TAX INCREASE HARRIS COUNTY, TEXAS
Shall the City Council of the City of Baytown,Texas(the"City")
be authorized to issue general obligation bonds of the City in the amount 1,821 VOTES FOR
of$13,000,000 for the purpose of the design, construction, acquisition,
improvement and equipment of the Wetlands Center Education Facility
and Arboretum Gardens and the acquisition of land in connection
therewith, said bonds to mature serially or otherwise over a period not to 2,405 VOTES AGAINST
exceed forty (40) years from their date or dates, to be issued in various
issues or series,to be sold at any price or prices and to bear interest at any
rate or rates,not to exceed the maximum rate now or hereafter authorized
by law,all as shall be determined within the discretion of the City Council CHAMBERS COUNTY, TEXAS
at the time of issuance,and to provide for the payment of the principal of
and interest on said bonds and the costs of any credit agreements executed
or authorized in anticipation of, in relation to, or in connection with the
167 VOTES FORbondsbylevyinganadvaloremtaxuponalltaxablepropertyintheCity,
within the limits prescribed by law, sufficient to pay the annual interest
on and to create a sinking fund sufficient to redeem said bonds as they
become due and to pay the costs of any credit agreements; said bonds to 238 VOTES AGAINST
be issued and said taxes to be levied, pledged, assessed, and collected
under the constitution and laws of the State of Texas?
TOTAL VOTES CAST IN ELECTION FOR PROPOSITION E: 4,631
CITY OF BAYTOWN.TEXAS— PROPOSITION F
THIS IS A TAX INCREASE HARRIS COUNTY, TEXAS
Shall the City Council of the City of Baytown, Texas (the "City") be
authorized to issue general obligation bonds of the City in the amount of 1394 VOTES FOR
19,760,000 for the purpose of the design, construction, acquisition,
improvement and equipment of parks and recreational facilities,
including the Wayne Gray Sports Complex,Gene&Loretta Russel Park,
and Unidad Park, and the acquisition of land in connection therewith,2,431 VOTES AGAINST
said bonds to mature serially or otherwise over a period not to exceed
forty(40) years from their date or dates, to be issued in various issues or
series, to be sold at any price or prices and to bear interest at any rate or
rates, not to exceed the maximum rate now or hereafter Juthonzed by CHAMBERS COUNTY, TEXAS
law, all as shall be determined within the discretion of the City Council
at the time of issuance, and to provide for the payment of the principal
of and interest on said bonds and the costs of any credit agreements
162 VOTES FORexecutedorauthorizedinanticipationof, in relation to,or in connection
with the bonds by levying an ad valorem tax upon all taxable property in
the City,within the limits prescribed by law,sufficient to pay the annual
interest on and to create a sinking fund sufficient to redeem said bonds 242 VOTES AGAINST
as they become due and to pay the costs of any credit agreements; said

bonds to be issued and said taxes to be levied, pledged, assessed, and
collected under the constitution and laws of the State of Texas?
TOTAL VOTES CAST IN ELECTION FOR PROPOSITION I+: 4.629
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS THAT:
Section 1. All of the recitals contained in the preamble of this Ordinance are found to
be true and are adopted as findings of fact by the City Council and as part of its judgment.
Section 2. It is further found and determined that the results of the Election as
canvassed and tabulated in the preamble hereof reflect the expressed desires of the electors.
Section 3. In conformity with law, the City Council is hereby authorized to issue the
bonds on behalf of the City in the amounts and for the purposes mentioned in Proposition B and
Proposition D as set forth in the proceedings calling the election.
Section 4. This Ordinance shall take effect immediately upon its passage and approval.
Section 5. It is hereby officially found and determined that notice of the meeting at
which this Ordinance is adopted was given as required by the Texas Open Meetings Act, Chapter
551, Texas Government Code.
