A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
ESTABLISHING THE MUNICIPAL JUDGE SEARCH AND HIRING AD HOC
COMMITTEE; APPOINTING MIKE LESTER, SARAH GRAHAM AND JAMES
FRANCO TO THE COMMITTEE; PROVIDING FOR THE DISSOLUTION OF THE
COMMITTTEE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, Section 8.1 of The City of Baytown City Council Rules of Procedure provides for the
appointment of Ad Hoc Council Committees (Committee); and
WHEREAS, Municipal Court Judge Julie Escalante has announced her retirement from the City
of Baytown following 28 years of dedicated service, including 20 as Municipal Judge; and
WHEREAS, in accordance with Article II, Section 24 of the Charter of the City of Baytown,
Texas and Chapter 60 of the Code or Ordinances, the City Council of the City of Baytown, Texas shall
appoint the Municipal Judge; NOW, THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas hereby appoints three (3) City
Council members to the Committee to faciliate the search for, and hiring of, the Municipal Judge as
follows:
A. Sarah Graham is appointed to serve as a Chairperson of the Committee;
B. Mike Lester is appointed to serve as a Member of the Committee and
C. James Franco is appointed to serve as Member of the Committee.
Section 2: That the mission of the Committee is to recommend to the City Council, the
parameters of, and to facilitate, the Municipal Judge search and hiring process.
Section 3: That, unless earlier dissolved by Resolution of the City Council, the Committee
shall automatically dissolve upon the appointment of the Municipal Judge.
Section 4: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote the City Counci of the City of
Baytown this the 23`d day of October, 2025.
