MEDICAL SERVICES DISTRICT
July 8, 2025
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, July 8, 2025, at 5:00 P.M.,
in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown,
Texas with the following in attendance:

President Barry L. Hawkins convened the July 8, 2025, FCPEMSD Board Regular Meeting with
a quorum present at 5:00 P.M. All members were present with the exception of Director Victor
Medrano who was absent and Director Jamari Gilbert who arrived at 5:02 P.M.
1. CITIZEN COMMENTS
President Barry L. Hawkins announced no one signed up to speak.
2. PROPOSED RESOLUTIONS
a. Consider a resolution adopting the Baytown Fire Control, Prevention, and
Emergency Medical Services District Fiscal Year 2025-2026 Budget.
Chief Financial Officer Teresa McKenzie summarized Item 2.a. related to the Baytown Fire
Control, Prevention, and Emergency Medical Services District ("FCPEMSD") Fiscal Year 2025-
2026 Proposed Budget stating the budget presented before the Board is the same as presented at
their last meeting and the proposed budget reflects $2.6 million in Revenues and $3.9 million in
Expenditures; thereby, leaving an Ending Fund Balance of $1.6 million.
A motion was made by Director Larry Hollaway, and seconded by Director Abraham Carrillo to
approve Resolution No. 116, as related to Item 2.a. The vote was as follows:

RESOLUTION NO. 116
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION AND EMERGENCY SERVICES DISTRICT
ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING
OCTOBER 1, 20259 AND ENDING SEPTEMBER 30, 2026, 1N
ACCORDANCE WITH CHAPTER 344 OF THE TEXAS LOCAL
GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES
ADOPTED BY THE DISTRICT; MAKING OTHER PROVISIONS RELATED
THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
b. Consider a resolution authorizing the purchase of one (1) Freightliner 19'
Air/Rehab truck for the Fire Department.
Fire Chief Kenneth Dobson presented an overview of Agenda Item 2.b. and stated this item
authorizes the purchase of one (1) Freightliner 19' Air/Rehab truck from Siddions-Martin
Emergency Group and related equipment, in the amount of $850,000.00. The new chassis will be
used to replace the 2000 Thoumas rehab bus and the 2006 Wells Cargo air trailer, and this
proposed unit will combine both air and rehab functions on the fire grounds.
A motion was made by Director Abraham Carrillo, and seconded by Director Larry Hollaway to
approve Resolution No. 117, as related to Item 2.b. The vote was as follows:

DISTRICT APPROVING THE PAYMENT TO SIDDIONS-MARTIN
EMERGENCY GROUP FROM THE BAYTOWN FIRE CONTROL,
PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S
FISCAL YEAR 2024-2025 BUDGET FOR THE PURCHASE OF ONE (1)
FREIGHTLINER 19' AIR/REHAB TRUCK FOR THE FIRE DEPARTMENT IN

NO/100 DOLLARS ($850,000.00); MAKING OTHER PROVISIONS

C. Consider a resolution to reallocate funds in the Baytown Fire Control, Prevention,
and Emergency Medical Services District's Fiscal Year 2024-25 Motor Vehicles (32007020-
56800) budget.
Fire Chief Kenneth Dobson presented an overview of Agenda Item 2.c. and stated this item
reallocates funds in the Baytown Fire Control, Prevention, and Emergency Medical Services
District's (FCPEMSD) Fiscal Year 2024-25 Motor Vehicles (32007020-56800) budget to
transfer $50,000.00 from Highwater Vehicles Upgrade to Air/Rehab Truck. The Air/Rehab
Truck quote is higher than anticipated. The Highwater Vehicle upgrade will be budgeted for
FCPEMSD Fiscal Year 2025/2026.
A motion was made by Vice President Mirtha Morales, and seconded by Director Larry
Hollaway to approve Resolution No. 118, as related to Item 2.c. The vote was as follows:

DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR
2024-2025 BUDGET BY REPROGRAMMING FIFTY THOUSAND AND
NO/100 DOLLARS ($50,000.00) FROM HIGHWATER VEHICLES UPGRADE
TO AIRIREHAB TRUCK FOR THE PURCHASE OF AN AIR/REHAB
TRUCK; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
3. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, October 21, 2025, at 4:30 P.M. in the Baytown
Conference Room located at City Hall, 2401 Market Street, Baytown, Texas.

Assistant General Manager Carol Flynt reported their next meeting is scheduled for Tuesday,
October 21, 2025, at 4:30 P.M., in the Baytown Conference Room located at City Hall.

8, 2025, FCPEMSD Board Regular Meeting at 5:06 P.M.
