September 11, 2025
The City Council of the City of Baytown, Texas, met in a Work Session on Thursday, September
11, 2025, at 5:30 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street,
Baytown, Texas, with the following in attendance:

Mayor Charles Johnson convened the September 11, 2025 City Council Work Session with a
quorum present at 5:33 P.M. All members were present.
1. CITIZEN COMMENTS
Mayor Charles Johnson announced no citizens signed up to speak.
2. DISCUSSIONS
a. Discuss and consider the proposed property tax rate for Fiscal Year 2026.
Finance Director Teresa Mckenzie provided a presentation of the proposed property tax rate for
fiscal year 2026. (Exhibit A)
Mayor Charles Johnson, Council Member Laura Alvarado, Council Member Kenrick Griffith and
Council Member Mike Lester requested clarification regarding the current rate and changes for
industrial district agreements.
Mayor Pro Tern Jacob Powell suggested no new revenue during General Obligation (GO) Bond.
City Manager Jason Reynolds provided clarification regarding the property rates and how they
will affect the overall outcome.
