2025 05 27 BPAC MinutesMINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN May 27, 2025 The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, May 27, 2025, at 6:00 P.M. in the Conference Room, Public Safety Building 3200 North Main Street, Baytown, Texas 77520 with the following in attendance: Michael Springer Vice Chairperson Sgt. Steve Jones Committee Member Rex Elliot Committee Member Natalie Robinson Committee Member Andrea Rice Committee Member Miriam Hernandez Assistant Secretary John Stringer Police Chief Vice Chairperson Michael Springer convened the May 27, 2025, Baytown Police Advisory Committee (BPAC) Meeting with a quorum present at 6:03 P.M. All members were present with the exception of Committee Member Donald Vallier and Committee Member Kirk Russell. 1. CITIZEN COMMENTS Vice Chairperson Michael Springer announced no citizens signed up to speak. 2. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on September 24, 2024. b. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on October 29, 2024. C. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on November 20, 2024. A motion was made by Committee Member Andrea Rice and seconded by Committee Member Natalie Robinson to approve the minutes of the Baytown Police Advisory Committee Meeting held on September 24, 2024, October 29, 2024 and November 20, 2024, as submitted. The vote was as follows: Ayes: Vice Chairperson Michael Springer, Committee Member Sgt. CITIZEN INPUT a. Receive citizen input concerning the City of Baytown Police Department. Clint Hadley shared his opinion and recommendations regarding an incident that occurred with a mental health incident. 4. COMMUNITY INPUT a. Receive and discuss community input obtained by the Baytown Police Advisory Com- mittee Members. Committee Member Natalie Robinson requested from a citizen's perspective the avenues that would assist in the process. 5. BUSINESS ITEMS a. Discuss the City of Baytown Police Department Mental Health Unit. Crisis Intervention Team Officer Marcus Rivers provided an overview regarding resources, rules and procedures for handling events regarding mental health. Committee Members expressed their opinions and recommendations regarding Baytown mental health services. b. Consider setting any tasks and processes for future meetings Committee Member Natalie Robinson suggested discussing a sex offender compliance program at the next meeting. A motion was made by Vice Chairperson Michael Springer and seconded by Committee Member Sgt. Steve Jones to approve adding a discussion item to the next agenda. REPORTS a. Receive a report and discuss the status of police outreach, community policing, officer training and policies and procedures. Police Chief John Stringer provided an overview regarding police outreach, community policing, officer training and policies and procedures. (Exhibit A) 7. NEXT MEETING a. The next Baytown Police Advisory Committee meeting is scheduled for Tuesday, June 24, 2025, at 6:00 p.m., in the Conference Room, Public Safety Building located at 3200 North Main Street, Baytown, Texas 77521. Vice Chairperson Michael Springer announced the next meeting will be held on Tuesday, June 24, 2025, at 6:00 p.m., in the Conference Room, Public Safety Building. 8. ADJOURN With there being no further business to discuss, Vice Chairperson Michael Springer adjourned the May 27, 2025, Baytown Police Advisory Committee Meeting at 6:56 P.M. EXHIBIT "A" BAYTOWN POLICE DEPARTMENT s May 27, 2025 z AA BAYTOWN JOHN D. STRINGER Chief of Police Recruitment and Retention 1. Staffing levels are consistent at 95.3%, a.06% increase over the previous year. 2. 37 candidates passed the written and physical abilities test for the current hiring process Administration 1. We are preparing to restructure the department and even out the span of control for administrative and other supervisory personnel as well as align functions with the appropriate bureaus for efficiency and better communications. Collaboration and Outreach 1. DARE Graduations were well attended by staff and parents 2. Preparations are being made for the Junior Police Academy -- ),,, 4 -13 t.- 3. Hurricane Preparedness Workshop at the Public Safety Building was held here on 5/15/25 4. Coffee with a Cop 5/23/25 at McDonalds on Decker Dr., at 1100hrs was well attended by the community S. Council Person Alvarado who sits on the HGAC, presented HGAC with information on our CIT and sticker program to further their review of funding an area -wide program. Training Officer Training: • Total Training Hours: 913 • License Achievements: o I Intermediate Peace Officer Certificate o 2 Advanced Peace Officer Certificate o 0 Master Peace Officer Certificate Police Academy Training: Total Training Hours: 582 • Total Courses: 8 • Total Students: 36 Additional Information 1. Sgt. Delacruz shared this recognition from a citizen: "I recently received a phone call from John Reed, who wished to express his heartfelt appreciation for Officers Barrera (#163) and Lagrone (#75) regarding their outstanding professionalism in managing his accident. Mr. Reed specifically noted the exceptional level of service provided by both officers at the scene, which left a lasting impression on him. He further highlighted that Officer Barrera went above and beyond by giving him a ride home, demonstrating true dedication to our community. These officers deserve recognition and commendation for their exemplary service and commitment to our citizens." 2. A citizen sent this compliment in for Cpl. Parker: "I was pulled over this morning for speeding. Officer Parker was very kind, professional, and pleasant to interact with. He made no unnecessary assumptions, asked me what he wanted to know, and made the entire "stressful" situation as pleasant as possible. His demeanor and approach are exactly what a citizen hopes for when interacting with Law Enforcement. Thank you Officer Parker for your professionalism and kind character. You are the model every other officer should strive for. I appreciate you." 3. Compared to our starting point in 2023, we are still reducing violent crimes. As of today we are on target for a 10% reduction. 4. The need for referrals to Mental Health Professionals on crisis calls is down 7%. With only 26 calls for out CIT in the month of April, down from 46 in March. S. Traffic fatalities are down 20%.
