The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, April 22, 2025,
at 6:00 P.M. in the Conference Room, Public Safety Building 3200 North Main Street, Baytown,
Texas 77520 with the following in attendance:

Vice Chairperson Michael Springer convened the April 22, 2025, Baytown Police Advisory
Committee (BPAC) Meeting with a quorum present at 6:01 P.M. All members were present with
the exception of Committee Member Rex Elliot.
1. CITIZEN COMMENTS
Vice Chairperson Michael Springer announced a citizen signed up to speak.
Don Aikey, 410 Rollingwood Dr., expressed his concern for the trash near the Travis Park with
mail containing bills and statements from the San Leon, Texas area. Mr. Aikey informed the Com-
mittee Members of a phone call he made to the Baytown Police Department regarding the trash
Where we felt no assistance was offered and was concerned this could be related to a crime of
some sort.
Chief Stringer informed Mr. Aikey he received the information and would be addressing it and
thanked him for making the initial call.
2. CITIZEN INPUT
a. Receive citizen input concerning the City of Baytown Police Department.
Vice Chairperson Michael Springer announced no citizens signed up to speak.
3. COMMUNITY INPUT
a. Receive and discuss community input obtained by the Baytown Police Advisory
Committee Members.

Vice Chairperson Michael Springer inquired with Committee Member Sergeant (SGT) Steve Jones
about golf carts within the Lakewood neighborhood and ordinances regarding the golf course.
SGT Steve Jones informed the Committee that the current ordinance pertaining to the operation of
golf carts is not currently accurate and will be addressed with the Legal Department and brought
to the City Council when revised to meet the State of Texas requirements.
4. BUSINESS ITEMS
a. Discuss Traffic Management.
Corporal (CPL) Parker provided an overview of the Traffic Management program.
b. Consider setting any tasks and processes for future meetings.
Committee Member Donald Vallier requested the process and procedures for addressing citizen
requests for status updates.
Assistant Secretary Gabriella Gonzales provided potential methods to resolve concerns of the cit-
izens requesting a response from these meetings with possibly appointing a citizen representative.
Police Chief John Stringer provided a few suggestions regarding providing reports to the Police
Department.

training and policies and procedures.

6. NEXT MEETING
a. The next Baytown Police Advisory Committee meeting is scheduled for Tuesday, May
27, 2025, at 6:00 p.m., in the Conference Room located at the Public Safety Building, 3200
North Main Street, Baytown, Texas 77520.
Committee Members suggested having the next BPAC meeting on Tuesday May 27, 2025 at 6:00
PM at the Baytown Public Safety Building Conference Room.

With there being no further business to discuss, Vice Chairperson Michael Springer adjourned the
April 22, 2025, Baytown Police Advisory Committee Meeting at 6:43 P.M.

Additional Information
1. Update: Grant Application Completed (Exon-Mobile will be partnering with the BPD
to provide portable Traffic Message Boards with speed indicator for improved
roadway safety)
2. Currently in the process of writing the CCPD program for the new term which will
be voted on for renewal in November
3. Officers and Detectives responded to the murder of a 14 year old girl. Officers did a
very professional job. We have ensured that counseling and mental first aide has
been provided.
4. On 04/13/25, officers responded to a GSW victim at Houston Methodist -Baytown
and assisted HCSO in a Barrett Station homicide investigation —recovering the
possible murder weapon and detaining involved parties.
5. On 04/15/25, Ofc. Calvert #112 apprehended two juveniles involved in multiple
BMVs after a foot pursuit —both were armed and arrested for UCW.
6. On 04/15/25, officers recovered stolen property and arrested four individuals
connected to multiple storage unit burglaries on Garth Road, with charges including
burglary and possession of stolen property.
