March 25, 2025
The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, March 25, 2025,
at 6:00 P.M. in the Conference Room, Public Safety Building 3200 North Main Street, Baytown,
Texas 77520 with the following in attendance:

Vice Chairperson Michael Springer convened the March 25, 2025, Baytown Police Advisory
Committee (BPAC) Meeting with a quorum present at 6:04 P.M. All members were present.
1. CITIZEN COMMENTS
Vice Chairperson Michael Springer announced no citizen signed up to speak.
2. CITIZEN INPUT
a. Receive citizen input concerning the City of Baytown Police Department.
Don Aikey, 410 Rollingwood Dr., expressed the need to have Hispanic citizens attend the meetings
and provide input as they make up majority of the Baytown population.
Committee Member Natalie Robinson provided an overview of a local committee program created
by the Baytown Police Department to conduct outreach events to discuss topics of concern with
the Hispanic citizens.
Janeice Carroll, 3210 Indian Trail, expressed concern for the safety within her neighborhood and
street lights needed. Ms. Carroll request to have more police officer presence in the area to deter
individuals from committing crimes. With the recent crime rate increase in the neighborhood she
is very concerned for her family's safety. Ms. Carroll wanted to thank Detective Gallegos for her
patience and understanding along with the rest of the Police Department.
Assistant Chief Steve Dorris provided multiple avenues for citizens to reach out and inform the
Police Department of suspicious activity reassuring citizens that the officers are there to ensure the
safety of the community.

John Issac, 5410 Bayou Blvd., informed Committee Members the Alibi Bar has been closed. Mr.
Issac is happy with the decrease in unsupervised children being left on Texas Avenue and would
still appreciate more officer presence near the business establishments of Texas Avenue, to con-
tinue the decline in crime.
3. COMMUNITY INPUT
a. Receive and discuss community input obtained by the Baytown Police Advisory
Committee Members.
Vice Chairperson Michael Springer informed the Committee there we're no comments for com-
munity input.
4. BUSINESS ITEMS
a. Discuss the progress of homeless outreach.
Officer King provided an overview regarding resources available to homeless individuals. The
concern is majority of these individuals do not want assistance and do not want to abide by the
rules in place. Law enforcement is required to abide by the laws pertaining to homelessness and
there are certain limits that police officers can reach regarding the homeless community.
b. Consider setting any tasks and processes for future meetings.
Committee Member SGT Jones provided a summary regarding the Drug Abuse Resistance Edu-
cation (D.A.R.E.) program to become part of the middle schools and high schools of Baytown.
Aiden Ramirez provided a few ways to close the bridge between officers and students and ways
to influence participation of students communicating with officers.
5. REPORTS
a. Receive a report and discuss the status of police outreach, community policing, officer
training and policies and procedures.
Assistant Chief Steve Dorris provided a report of police outreach, community policing, officer
training and policies and procedures.

2 - Civilian Crime Investigators completed their Forensic Analysis with National Forensic
Academy in Knoxville, TN
6. NEXT MEETING
a. Consider setting the date, time and location for the next Baytown Police Advisory
Committee meeting.
Committee Members suggested having the next BPAC meeting on April 22, 2025 at 6:00 PM at
the Baytown Public Safety Building Conference Room.
7. ADJOURN
With there being no further business to discuss, Vice Chairperson Michael Springer adjourned the
March 25, 2025, Baytown Police Advisory Committee Meeting at 7:17 P.M.
