2025 02 26 BPAC MinutesMINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN February 26, 2025 The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, February 26, 2025, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market Street, Baytown, Texas with the following in attendance: Michael Springer Vice Chairperson Sgt. Steve Jones Committee Member Kirk Russell Committee Member Natalie Robinson Committee Member Donald Vallier Committee Member Andrea Rice Committee Member Rex Elliot Committee Member Gabriella Gonzales Assistant Secretary John Stringer Police Chief Vice Chairperson Michael Springer convened the February 26, 2025, Baytown Police Advisory Committee (BPAC) Meeting with a quorum present at 6:01 P.M. All members were present. 1. CITIZEN COMMENTS Vice Chairperson Michael Springer announced no citizen signed up to speak. 2. CITIZEN INPUT a. Receive citizen input concerning police outreach, community policing, officer train- ing, as well as policies and procedures. Don Aikey, 410 Rollingwood Dr., expressed his concern for the City of Baytown not having a range for citizens to utilize. Mr. Aikey provided recommendations for potentially holding gun safety refresher courses for citizens at the Police Department Range to prevent any accidents when handling a gun. Mr. Aikey was also concerned with having more opportunities for citizens to pro- vide their input with concerns of the community and feeling welcomed to do so. John Issac, 5410 Bayou Blvd., wanted to inform Committee Members of potential concerns re- garding juvenile age children being left unsupervised near the Texas Ave Square. Mr. Issac ex- pressed that the children are not causing trouble at the time, but this could lead up to issues if left unattended. He requested having an officer patrol on foot down the street one or twice a day to deter misconduct. 3. COMMUNITY INPUT a. Receive and discuss community input obtained by the Baytown Police Advisory Committee Members. Baytown Police Advisory Committee Meeting Minutes February 26, 2025 Page 2 of 3 Committee Member Natalie Robinson informed the Committee that citizens having concerns of immigration. Potentially immigrants being picked up due to immigration status. Chief Stringer informed the Committee that the Police Department are not targeting individuals due to immigration status, but following the law and keeping an eye for laws being violated. Cur- rently utilizing social platforms to inform citizens of the Police Departments current intent to ad- dress concerns of the community. Vice Chairperson Michael Springer wanted to bring to attention the 1 S-wheeler trucks parked on SPUR 330 accessing Peace Global Logistics for loading and unloading. The concern is potential traffic and accidents within the area due to the blocked feeder lane. 4. REPORTS a. Receive an update regarding the status of police outreach, community policing, officer training and/or policies and procedures. Police Chief John Stringer, presented a status report of the police outreach, community policing, officer training, policies and procedures. (Exhibit A) 5. BUSINESS ITEMS a. Discuss and consider setting any tasks and goals for future meetings. Committee Members suggested the below topics for discussion: • Reaching out to more citizens participation • Ways to be more informative to the citizens of Baytown • Culture changes within the Police Department (Creating officer and citizen open line of communication) • Having officers speak with high school students and interact • Incorporating local HOA's and centers to join the BPAC meetings • Having Committee Members participate with Listening Tour • Have PD Legal team reach out to Exxon regarding railroad access gates b. NEXT MEETING a. Consider setting the date, time and location for the next Baytown Police Advisory Committee meeting, along with any related tasks and procedures. Staffing levels are consistent at 95%. 2. Currently conducting a lateral peace officer hiring process Collaboration and Outreach 1. Hosted Coffee with a Cop January 7th at Heart and Whisk Bakery 2. Citizen Police Academy began in January and currently in the 3rd week 3. Patrol partnered with Houston PD and Surrounding agencies for a Mardi Gras DWI traffic safety initiative 4. Crime Prevention has begun working on the summer's Junior Police Academy 5. The Baytown Fatherhood Initiative has found a champion in CoolxDad founded and run by Kevin Barnett to promote active and engaged fathers in our community. 6. We are currently working on the Annual Report for Calendar Year 2024 which will be available online soon Training 1. Baytown Police Officers received a total of 3.028 training hours from 01/01/2025 to present. a. 2 Intermediate Peace Officer Certifications b. 1 Advanced Peace Officer Certification 2. The Baytown Police Academy provided a total of 2,100 training hours from 01/01/2025 to present for BPD and area agencies combined a. Total courses- 16 b. Total students- 92 Additional Information 1. Chief Stringer and Executive Staff began internal listening session with divisions in the department to facilitate communication and the exchange of ideas to improve the BPD and our service to the community.
