The City Council of the City of Baytown, Texas, met in a Regular Meeting on Thursday, August
28, 2025, at 6:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street,
Baytown, Texas, with the following in attendance:

Mayor Charles Johnson convened the August 28, 2025 Regular City Council Meeting with a
quorum present at 6:32 P.M. All members were present.
The Pledge of Allegiance, Texas Pledge, and Invocation were led by Marco Guadalupe from
Edward Franklin Green Junior High and Mayor Pro Tem Jacob Powell.
1. CITIZEN COMMENTS
Mayor Charles Johnson announced citizens signed up to speak.
John Isaacs, 5410 Bayou Boulevard, expressed his concerns regarding City Staff and City Council
Members, past and present, to approve projects over a set dollar amount without the voters having
input.
Susan Cummings, 2102 Sheridan Drive, expressed her concern for the bus services provided to
citizens in Baytown and requested the City Council Members reconsider it.
2. MINUTES
a. Consider approving the minutes of the City Council Budget Work Session and City
Council Special Joint MDD Meeting held on June 27, 2025.
b. Consider approving the minutes of the City Council Regular Meeting held on July 10,
2025.

Council Member Kenrick Griffith stated, "He would be taking a point of order for an item regard-
ing the CO Bond. For the record I want to state, I meant to vote nay on that. Just to make a note
for the record and I know it doesn't change anything."
A motion was made by Council Member Sarah Graham and seconded by Council Member Laura
Alvarado to approve the minutes of the City Council Budget Work Session and City Council Spe-
cial Joint MDD Meeting held on June 27, 2025, and City Council Regular Meeting held on July
10, 2025 as submitted. The vote was as follows:

3. RECOGNITIONS AND CITIZEN COMMUNICATIONS
a. Present a proclamation designating the month of September as Deaf Awareness
Month.
Mayor Charles Johnson and Council Members accompanied by representatives for Deaf
Awareness and Assistance, proclaimed September as Death Awareness Month in Baytown.
4. PUBLIC HEARINGS
a. Conduct a public hearing concerning the City of Baytown Fiscal Year 2025-2026 Pro-
posed Municipal Budget.
At 6:44 P.M., Mayor Charles Johnson opened the public hearing regarding Item 4.a., City of Bay-
town Fiscal Year 2025-2026 Budget.
Finance Director Teresa McKenzie provided an overview regarding the City of Baytown Fiscal
Year 2025-2026 Budget noting the property tax will be brought back at the next meeting. (Exhibit
A)
Council Member Mike Lester clarified the six firefighter paramedics and ambulance will bring a
positive increase of service to the citizens and thanked Fire Chief Kenneth Dobson for making that
possible.
June Stansky, 4601 Driftwood Drive, expressed opinions for the City Budget line items and
general fund overhead that includes the bus services.
Council Member Kenrick Griffith shared with the City Council Members concern for the applause
during a citizen's comments.

Agustin Laredo, 2016 Carolina, provided his appreciation and opinions regarding the Parks and
Recreation Budget regarding City Events held for the City of Baytown. Mr. Laredo invited City
Council Members out to the Grito Fest.
At 6:54 P.M., Mayor Charles Johnson closed the public hearing regarding Item 4.a., City of Bay-
town Fiscal Year 2025-2026 Budget.
5. REPORTS
a. Receive an update on the ExxonMobil Baytown Events Center, highlighting recent
progress, current activities, and next steps.
Assistant City Manager Brant Gary provided an overview regarding the ExxonMobil Baytown
Events Center. (Exhibit B)
Council Members expressed their opinions and recommendations regarding the community and
stakeholder's participation to ensure there are specific amenities to accommodate the community.
Assistant City Manager Brant Gary clarified there will be multiple avenues for the community and
all stakeholders to interact and have discussions in the process.
City Manager Jason Reynolds informed the City Council Members that the rumors regarding the
Library have only been discussed regarding maintaining its current location.
Council Members discussed an overview regarding the dollar amounts and the best fiscal choices
for each facility option and the growth of youth sports in the community.
June Stansky, 4601 Driftwood Street, provided her concerns and recommendations regarding the
location and current condition of the neighborhoods and streets that will provide access to the
traffic accessing the Event Center.
Cynthia Blake, 5169 East Freeway, General Manager for one of the hotels located near I-10 and
Garth Road, expressed her opinion regarding the support system for the Event Center location not
being beneficial to the City.
6. PROPOSED ORDINANCES
a. Consider an ordinance approving Addendum No. 2 to the Interlocal Agreement (ILA)
between the City of Baytown and the Harris County Sports & Convention Corporation.
Economic Development Manager Brian Moran provided a summary regarding the Addendum No.
2 to the Interlocal Agreement (ILA).
Mayor Charles Johnson inquired about the owner representative will be.
Assistant City Manager Brant Gary clarified there is currently an agreement and discussion
regarding a representative that will be brought to the City Council in a future meeting.

INTERLOCAL AGREEMENT BETWEEN HARRIS COUNTY SPORTS
& CONVENTION CORPORATION AND CITY OF BAYTOWN,
TEXAS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
b. Consider an ordinance to amend the Fiscal Year 2024-2025 budget for the Baytown
Area Water Authority (BAWA) by authorizing a transfer of $4,000,000 from Working Cap-
ital Reserve to the Untreated Water Supplies account (35007030-52031) to provide sufficient
funding for current and anticipated untreated water costs.
Public Works and Engineering Department Director Frank Simoneaux provided an overview
regarding amending the Fiscal Year 2024-2025 budget for the Baytown Area Water Authority
(BAWA) by authorizing a transfer of $4,000,000 from Working Capital Reserve to the Untreated
Water Supplies account.
A motion was made by Council Member Sarah Graham and seconded by Mayor Pro Tern Jacob

interest in parts of Cedar Bayou Rd.

Council Members requested clarification regarding the preface of parties agreeing to the required
utilities that are necessary and scenarios if the easement is not sold.
City Staff provided clarification regarding the requirement of sale for the development of the area
and required utilities after such projects are complete that the City will not be held responsible for.
A motion was made by Council Member Mike Lester and seconded by Council Member Kenrick
Griffith to approve Ordinance No. 16,223, with a minimum of $100.00. The vote was as follows:

City Attorney Scott Lemond informed the City Council Members Staff will bring back this item
to discuss, as it relates to the TIRZ and redevelopment authority at a later date.

City Manager Jason Reynolds presented the Manager's Report:
• Police Department:
o Officer Vega was recently recognized by a resident he assisted during traffic
caused by a truck incident. After being stuck for over an hour, she needed a safe
place to stop and take care of her baby. Officer Vega guided her to a secure
location and offered his vehicle for privacy. Thank you, Officer Vega, for going
above and beyond to care for our community!
o On July 15, 2025, Officer Thompson, Corporal Tobias, and Acadian Ambu-
lance medics worked together to save an unresponsive driver on Garth Road.
From breaking into the vehicle to performing CPR, their quick actions and

teamwork brought the patient back to life. We are grateful for your courage
and dedication in serving our community!
o At last week's Texas Police Games in Corpus Christi, Detective Farabee bat-
tled over 120 golfers from local, state, and federal agencies - - - earning two sil-
ver medals in both the individual and 2-man team events (alongside retired
Baytown Detective James Kerr). Way to represent Baytown!
• Public Works and Engineering
o I would also like to shout -out the PWE Brush Team, they were recently recog-
nized by a resident for the outstanding job they did with a heavy brush pick-
up. Keep up the great work!
• Fire Department
o We'd like to recognize the excellent work of Engine 1, Medic 5, and EMS I
during a recent incident involving a pediatric injury. Despite unforeseen chal-
lenges during the call, the team made the critical decision to transport the pa-
tient by ambulance to Texas Children's Hospital.
o Firefighter Tommy Phillips, Firefighter Taylor Brown, and Firefighter Brian
Bakeberg provided exceptional prehospital care throughout the transport.
Their efforts contributed to a positive patient outcome and earned praise from
hospital medical staff. Awesome job by everyone involved thank you for
your teamwork and dedication!
• Human Resources
o Tonight, I am proud to recognize two of our employees who have successfully
completed their Black Belt certification projects, delivering meaningful im-
provements that will benefit both our organization and our community. Both of
their projects reflect a strong commitment to innovation, efficiency, and ser-
vice. Please join me in congratulating and thanking Gabby Gonzales and Of-
ficer William Hibbits for their leadership and dedication to making Baytown
better.
• Planning and Development Services
o It's been a busy and impactful month for our Community Development team:
Thanks to the New Shoes for School program, over 300 pairs of shoes were
given to GCCISD students.
o Our Back to School Fair was a huge success, distributing 1,400 plus supply -
filled backpacks and offering services like child IDs, food boxes, meals, eye
screenings, family resources, and more —thank you to all the sponsors and
vendors who helped make this a success!
o All of this was made possible by over 80 volunteers and many city staff - with
special recognition to Sharon Rose, Monica Fabela, and Stephany Medina from
Community Development for setting all of this up. Thank you for making such
a meaningful impact!
• Public Affairs
o A thank you to Ryan Rawlings for creating this video for us and congratulations
to Ryan and his wife and their new baby.

grams and events in District No. 4.
Council Member James Franco reported the current projects, programs and events of District 4:
• Planning & Development
o The Salad and Go Building on Garth Rd is being converted into a Dutch Bros
Coffee.
o Cottage Green Multifamily development at 605 Hunt Rd is in vertical construc-
tion.
o North Main has 4 office -flex buildings under construction.
o Baytown Boat, RV, and Self -Storage facility is expanding.
o O'Reilly Auto Parts store at 4230 Decker Dr. is nearing the finish line, with
about 90% completion.
o At 1-10 and Sjolander Road, the contractor has started mobilizing for the new
right -turn lane project, which is expected to be finished by October.
o The concrete panel replacement on North Main Street will be wrapping up soon.
o The asphalt rehabilitation on North Road is underway and on track to be com-
pleted by the end of September.
• Parks & Recreation
o District 4's Wayne Gray Sports Complex has been selected as one of only five
host sites in the Houston area for a major adult slow -pitch softball tournament,
taking place September 21 27. The event will bring about 50 teams from
across the U.S. and Canada to compete in Baytown.
o Finally, parks crews repaired and replaced trim on the historic barn at the Re-
public of Texas Plaza — a site that showcases Baytown's early history and
installed a new drinking fountain at Allenbrook Park.
• Public Works and Engineering
o The lift station upgrades on Baker Road and North Main have just been com-
pleted. These improvements will help provide more reliable sanitary sewer
service to D4.
o PWE crews will be replacing a water line on Tamarach Drive.
b. Receive a report from Council Member Jacob Powell regarding projects, programs
and events in District No. 5.
Mayor Pro Tern Jacob Powell reported the current projects, programs and events of District 5:
Planning & Development
o A new McDonalds coming to 6026 N SH 146.
o The Starbucks located at 8535 N SH 146 is under inspection.
o There are new apartments under construction at Cedar Crossing Street and are
currently 75% complete.
o Jindal Pipe's new ERW Building located on S FM 565 is still under inspection
with about 40% completed.
o Sjolander Fuel Station at 8000 E IH 10 is a little over half way complete.

o 1-10 and Sjolander Contractor is currently estimated to finish the right turn by
October.
• Parks & Recreation
o Mark your calendars for Pooch-a-Palooza at Jenkins Park on Saturday, Sep-
tember 6th, from 9 a.m. to 12 p.m. Join us for the Doggie Dash, where you
can walk, run, or jog the Jenkins trail with your pup. Show off your creativity
in the Mutt Strut costume contest, or cheer on the popular Weenie Dog races.
The event will also feature many vendors and photo opportunities for families
to enjoy. Special thanks to Lytefiber for providing awards and to Stuart Career
Tech High School students for volunteering!
o Join the weekly free Jenkins Park 5k community parkrun every Saturday at
7:30am. Please register with parkrun before your first visit, you'll only need to
register once and bring a scannable copy of your barcode. We hope to see you
there?
• Public Works and Engineering
o Operations crews are currently refreshing crosswalk striping, while drainage
teams are actively flushing pipes in District 5.
o The Chambers Common Lift Station has made significant progress, which in-
clude the generator successfully passing the capacity load test, adjacent devel-
opments have been authorized to begin sending flow which will support both
the system reliability and area growth, and the contractor has completed the
abandonment of the Julie -Ann Villa Lift Station. Abandonment of the Texaco
Lift Station is schedule for next week.
Mayor Charles Johnson took a point of privilege to inform the City Council Members, himself
and Council Member Laura Alvarado stopped by the SkyZone and asked the Contractor how was
his process with the City of Baytown Planning Development Services Department. They were
informed it was extraordinary.
12. EXECUTIVE SESSION
a. a. Recess into and conduct an executive session pursuant to Section(s) 551.071
and/or 551.087 of the Texas Government Code to seek the advice of the City's attorneys
and/or to discuss economic development negotiations.
b. Recess into and conduct executive session pursuant to Texas Government Code, Sec-
tion 551.074 to deliberate the annual performance evaluation and duties of the City Man-
ager.
At 8:12 P.M., Mayor Charles Johnson recessed and convened in to an Executive Session pursu-
ant to 551.071, 551.087 and 551.074 of the Texas Government Code to seek the advice of the
City's attorneys, discuss economic development negotiations and to deliberate the annual perfor-
mance evaluation and duties of the City Manager.
At 9:26 P.M., Mayor Charles Johnson reconvened the meeting and announced that, in accord-
ance with Section 551.102 of the Texas Government Code, no action was taken in the Executive
Session.
