A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
ADOPTING A CITYWIDE TRANSPARENCY FRAMEWORK REFLECTING THE
CITY'S COMMUNICATIONS STANDARD AND DIRECTING IMPLEMENTATION
ACTIONS TO PROMOTE OPEN, CLEAR, AND ACCESSIBLE PUBLIC
INFORMATION; MAKING OTHER PROVISIONS RELATED THERETO; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS,The City Council of the City of Baytown,Texas is committed to open and transparent
governance consistent with Texas law, including the Texas Open Meetings Act and other provisions
intended to keep official business accessible to the public; and
WHEREAS,the City Council recognizes that clarity,timeliness,context,and access to information
are essential to public trust and effective civic participation; and
WHEREAS, the City of Baytown Public Affairs Department and Public Information Officers,
conducted a facilitated summit to define "transparency" for the City of Baytown, resulting in a
collaboratively authored document entitled The Transparency Framework("the Framework"); and
WHEREAS, the Framework identifies what the City does to be transparent (plain-language
communication,proactive updates on impactful issues,access to subject-matter experts,and clear pathways
to data),what the City does not do(spin,jargon,premature or inaccurate releases),and a practical"Push It
vs. Park It"decision model for proactive announcements versus readily available information; and
WHEREAS,the City Council of the City of Baytown,Texas now desires to adopt the Framework
as the City of Baytown's official communications standard for public-facing information, outreach, and
engagement; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That the City Council of the City of Baytown hereby adopts the Framework,
attached hereto as Exhibit A and incorporated herein by reference, as the City of Baytown's standard for
public-facing information,outreach,and engagement.
Section 2: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
