MINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 12, 2025 The City Council of the City of Baytown, Texas, met in a Work Session on Thursday, June 12, 2025, at 5:00 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in attendance: Jacob Powell Mayor Pro Tern Laura Alvarado Council Member Sarah Graham Council Member Kenrick Griffith Council Member James Franco Council Member Mike Lester Council Member Charles Johnson Mayor Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk John Stringer Sergeant at Arms Mayor Charles Johnson convened the June 12, 2025 City Council Work Session with a quorum present at 5:15 P.M. All members were present with the exception of Council Member Mike Lester. 1. CITIZEN COMMENTS Mayor Charles Johnson announced no citizens signed up to speak. 2. DISCUSSIONS a. Discuss revisions to the City Council Rules of Procedure. Assistant City Attorney Kristin Holmes provided a presentation regarding City Council Rules and Procedures. (Exhibit A) Council Member Mike Lester entered the City Council Work Session meeting at 5:20 P.M. Council Member Kenrick Griffith requested clarification regarding on the Open Meetings Act and Agenda Item submission for processing. Assistant City Attorney Kristin Holmes informed the City Council this policy will not affect the posting of said Agenda. City Council Work Session Minutes June 12, 2025 Page 2 of 2 City Council Members expressed their concerns and recommendations regarding abstaining on votes if Section 171.004 from Texas Local Government Code doesn't pertain to the City Council Member. City Attorney Kristin Holmes informed the City Council Item 2.a., will be revised accordingly and brought back to Council for action at the City Council Meeting on June 26, 2025 b. Discuss standards regarding Battery Energy Storage System special use permits. Planning and Development Director Martin Scribner provided an overview regarding Battery Energy Storage System. (Exhibit B) Mayor Charles Johnson requested more meetings be held in the affected neighborhoods to accommodate availability. Council Members requested elaboration for the process of the Fire Department in the event of a fire. Fire Chief Kenneth Dobson informed the City Council the Fire Department has the capabilities to contain a fire of this type of facility and introduced Fire Marshall JD Giles for further details. Fire Marshall JD Giles provided further details pertaining to the Battery Energy Storage Systems fire concerns of the Council Members. Mayor Charles Johnson took a point of privilege to acknowledge and thank two individuals in the audience; Former Mayor of Sugarland Joe Zimmerman and the Former Mayor of Baytown Brandon Capetillo for attending today's meeting. 3.
