A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
APPOINTING THE CITY CLERK,FRANK MCKAY,III AND DAVID START,JR.TO
THE BAYTOWN AREA WATER AUTHORITY; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.

WHEREAS, Chapter 363 of the Texas Local Government Code provides for the appointment of
Board Members to the Baytown Area Water Authority(BAWA); NOW, THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That the City Council of the City of Baytown hereby appoints the following three
(3)persons to serve as board members to the Baytown Area Water Authority as follows:
A. The City Clerk is appointed to serve as the Assistant Secretary with a term expiring on
August 31, 2027;
B. Frank McKay, III is appointed to serve as a Member with a term expiring on August
31, 2027; and
C. David Start,Jr. is appointed to serve as a Member with a term expiring on August 31,
2027;
Section 2: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of
Baytown this the 28th day of August, 2025.
