A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
APPOINTING STEPHEN DONCARLOS, MICHAEL EMMANUEL, FREDRICK
HARLOW, FALICIA MCKNIGHT, TERRY SAIN, KAREN ARABIE, KYLE
CARRIER, RICK DAVIS AND GINA GUILLORY TO THE BAYTOWN TAX
INCREMENT REINVESTMENT ZONE TWO; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
WHEREAS, Chapter 311 of the Texas Tax Code provides for the appointment of a Board of
Directors to the Baytown Tax Increment Reinvestment Zone Number Two;
WHEREAS, Subchapter D of Chapter 431 of the Texas Transportation Code and Chapter 394 of
the Texas Local Government Code provide for the appoint of a Board of Directors to the Baytown
Redevelopment Authority; and
WHEREAS, the Board of Directors for the Baytown Tax Increment Reinvestment Zone Number
One and the Baytown Redevelopment Authority are comprised of the same members; and,
WHEREAS, the City Council of the City of Baytown, Texas desires to appoint the existing
members of the Baytown Tax Increment Reinvestment Zone One and Baytown Redevelopment Authority
to serve as the members of the Baytown Tax Increment Reinvestment Zone Two, NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas hereby appoints nine (9)
members to the Board of Directors Baytown Tax Increment Reinvestment Zone Number Two as follows:
A. Stephen DonCarlos is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number Two with a term expiring on
August 31, 2027;
B. Michael Emmanuel is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number Two with a term expiring on
August 31, 2027;
C. Fredrick Harlow is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number Two with a term expiring on
August 31, 2027;
D. Felicia McKnight is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number Two with a term expiring on
August 31, 2027;
E. Terry Sain is appointed to serve as a Member of the Board of Directors Baytown
Tax Increment Reinvestment Zone Number Two with a term expiring on August
31, 2027;
F. Karen Arabie is appointed to serve as a Member of the Board of Directors Baytown
Tax Increment Reinvestment Zone Number Two with a term expiring on August
31, 2026;
G. Kyle Carrier is appointed to serve as a Member of the Board of Directors Baytown
Tax Increment Reinvestment Zone Number Two with a term expiring on August
31, 2026;
H. Rick Davis is appointed to serve as a Member of the Board of Directors Baytown
Tax Increment Reinvestment Zone Number Two with a term expiring on August
31, 2026; and
I. Gina Guillory is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number Two with a term expiring on
August 31, 2026.
Section 2: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
