The City Council of the City of Baytown, Texas, met in a Regular Meeting on Thursday, July 10,
2025, at 6:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street,
Baytown, Texas, with the following in attendance:

Mayor Charles Johnson convened the July 10, 2025 Regular City Council Meeting with a quorum
present at 6:34 P.M. All members were present.
The Pledge of Allegiance, Texas Pledge, and Invocation were led by Council Member Kenrick
Griffith
Mayor Charles Johnson took a moment of silence for friends, family and loved ones affected by
the floods in Central Texas.
1. CITIZEN COMMENTS
Mayor Charles Johnson announced citizens signed up to speak.
June Stansky, 4601 Driftwood Drive addressed her concerns regarding a presentation by Freese
and Nichols regarding the drainage system on West Texas Avenue and Defee Street that is still not
complete.
Troy Whiteneck, 9946 Bayou Wood Drive expressed concern for traffic lights inoperable due to
rain water.
Harvey Ponder, 6403 Crosby Cedar Bayou Road expressed his opinions and recommendations
regarding the General Obligation (GO) Bond request and City services he has yet to receive.

2. MINUTES
a. Consider approving the minutes of the Municipal Development District and City
Council Regular Joint Meeting held on April 24, 2025.
b. Consider approving the minutes of the City Council Work Session held on June 12,
2025.
A motion was made by Council Member Laura Alvarado and seconded by Council Member Ken -
rick Griffith to approve the minutes of the Municipal Development District and City Council Reg-
ular Joint Meeting held on April 24, 2025, and Work Session held on June 12, 2025 as submitted.
The vote was as follows:

a. Receive and discuss a presentation by Fidelis Realty Partners regarding their com-
mercial development, San Jacinto Marketplace.
Economic Development Manager Brian Moran introduced Fidelis President i Chief Executive
Officer Alan Hassenflu and Co -President i Chief Operating Officer Glenn Airola.
Mayor Charles Johnson announced a citizen signed up to speak on this item.
David lssac, 2812 Landmark Drive, expressed his opinions and recommendations regarding the
San Jacinto Marketplace project to keep transparency and accountability a priority.
President I Chief Executive Officer Alan Hassenflu provided a video presentation regarding the
San Jacinto Marketplace development. (Exhibit A)
City Council Members expressed their appreciation, opinions and recommendations regarding a
variety of businesses that residents are requesting.
Mayor Charles Johnson took a point of privilege to thank Former Mayor Stephen DonCarlos and
his wife for attending the meeting.
Former Mayor Stephen DonCarlos thanked the City Council and Fidelis for their commitment to
help Baytown grow.

4. PUBLIC HEARINGS
a. Conduct a public hearing regarding the required plans for the City of Baytown's
Community Development Block Grant (CDBG), which includes the Citizen Participation
Plan and 5-Year Consolidated Plan.
At 7:20 P.M., Mayor Charles Johnson opened the public hearing regarding Item 4.a., required
plans for the City of Baytown's Community Development Block Grant (CDBG).
Planning and Development Services Director Martin Scribner provided an overview on Item 4.a.,
regarding plans for the City of Baytown's CDBG and introduced James Gilleylen with Jayquod
Planning Group.
James Gilleylen provided a presentation by zoom to the City Council for funding and budget
request. (Exhibit A)
City Council Members requested verification regarding the matrix considered and community
involvement in the process.
Community Development Block Grant (CDBG) Supervisor Sharon Rose provided a summary
regarding the Citizen Participation Plan and 5-Year Consolidated Plan.
At 7:43 P.M., Mayor Charles Johnson closed the public hearing regarding Item 4.a., required plans
for the City of Baytown's Community Development Block Grant (CDBG).
b. Conduct a public hearing concerning the proposed 2025 Action Plan and Projected
Use of Funds associated with the City of Baytown's CDBG Budget.
At 7:43 P.M., Mayor Charles Johnson opened the public hearing regarding Item 4.b., concerning
the proposed 2025 Action Plan and Projected Use of Funds associated with the City of Baytown's
CDBG Budget.
Community Development Block Grant (CDBG) Supervisor Sharon Rose provided a summary
regarding the proposed 2025 Action Plan and Projected Use of Funds.
Mayor Charles Johnson requested clarification on whether these funds were still available.
At 7:47 P.M., Mayor Charles Johnson closed the public hearing regarding Item 4.b., concerning
the proposed 2025 Action Plan and Projected Use of Funds associated with the City of Baytown's
CDBG Budget.
C. Conduct a public hearing concerning a request to approve a Special Use Permit (SUP)
to allow for the continuation of a homeless shelter and its administration building in the
Mixed Residential (MR) Zoning District, located at 3404 and 3406 Wisconsin Street, Bay-
town, Texas 77520.

At 7:48 P.M., Mayor Charles Johnson opened the public hearing regarding Item 4.c, concerning a
request to approve a Special Use Permit (SUP) to allow for the continuation of a homeless shelter.
Planning and Development Services Director Martin Scribner provided a presentation regarding
Item 4.c., a request to approve a Special Use Permit (SUP). Mr. Scribner relayed the Planning and
Zoning Commission held the required public hearings and the Planning and Zoning Commission
and staff recommended approval. (Exhibit A)
Mr. Bill Eckert, 19907 Water Point Trail, Humble, Tx provided an overview regarding 3404 and
3406 Wisconsin Street.
Council Members requested updates to any potential changes or updates to the building project
with the new application.
At 8:02 P.M., Mayor Charles Johnson closed the public hearing regarding Item 4.c, concerning a
request to approve a Special Use Permit (SUP) to allow for the continuation of a homeless shelter.
d. Consider an ordinance to approve a Special Use Permit (SUP) on approximately 0.25
acres, at 3404 and 3406 Wisconsin Street, Baytown, Texas 77520, to allow for the continua-
tion of a homeless shelter and its administration building in the Mixed Residential (MR)
Zoning District.
A motion was made by Council Member Laura Alvarado and seconded by Council Member
Kenrick Griffith to approve Ordinance No. 16,181, as submitted. The vote was as follows:

rezone approximately 4.17 acres of land located at 4623 Barkuloo Road from Open
Space/Recreation (OR) to a Mixed Residential (MR) Zoning District.
At 8:03 P.M., Mayor Charles Johnson opened the public hearing regarding Item 4.e., a request to
amend the official zoning map to rezone approximately 4.17 acres.
Planning and Development Services Director Martin Scribner provided a presentation regarding
Item 4.e., request to amend the official zoning map to rezone approximately 4.17 acres of land.
Mr. Scribner relayed the Planning and Zoning Commission held the required public hearings and
the Planning and Zoning Commission and staff recommended approval. (Exhibit A)
Council Members requested details regarding the usage of the rezone and potentially what can be
built on this property.
At 8:14 P.M., Mayor Charles Johnson closed the public hearing regarding Item 4.e., a request to
amend the official zoning map to rezone approximately 4.17 acres.
E Consider an ordinance authorizing a request to amend the official zoning map to re-

City Clerk Angela Jackson distributed the Fire Control, Prevention, and Emergency Medical
Services Budget report to the City Council Members.
Mayor Charles Johnson acknowledged the report was received.
b. Receive the Baytown Crime Control and Prevention District Fiscal Year 2025-
2026 Adopted Budget.

the City Council Members.

a. Consider an ordinance establishing parameters for the sale of Texas Combination
Tax and Revenue Certificates of Obligation, Series 2025.
Finance Director Teresa McKenzie provided a summary regarding the sale of Texas Combination
Tax and Revenue Certificate of Obligation.

8. MANAGER'S REPORT
City Manager Jason Reynolds presented the Manager's Report:
• Thank you to Exxon and the Baytown Police Department for working together to
receive a grant from Exxon for the purchase of traffic signals.
• Police Department
o Officer Nguyen and Officer Rodriguez were recently recognized by the
Harris County District Attorney Office for their role in apprehending a
wanted fugitive. A big thank you to our officers for their professionalism
and dedication to keeping our community safe.
• Human Resources
o The following employees were recognized at this quarter's employee
recognition ceremony for exemplifying our core values: Caring, Leader-
ship, Innovation, Stewardship and Collaboration. Hayden Thomason,
Brenda Ibanez, Andreina Cervantes, Eddie Sandoval, Raul Bocardo and
Catherine Quintana. Thank you to each and every one of you for the work
that you do for our City.
• Parks and Recreation Department
o The 2025 Baytown 4th of July Celebration, held at Bicentennial Park, was
a successful event that drew in thousands of residents and visitors for an
evening of live entertainment, activities, food vendors, and fireworks.
Overall, the event continues to grow as a key driver of tourism and com-
munity pride.
Fire Department
o 5 Fire Department crew members were deployed to the Round Mountain
Volunteer Fire Department Area as part of the Texas Interstate Fire Mu-
tual Aid System. (TIFMAS) to assist in the Central Texas Floods.

Legislative Updates:
o As you saw in the email the Director of Public Affairs sent out on
Monday, our team has completed a full wrap-up of the 89th Texas
Legislative Session, including a summary of the most impactful bills
and policy shifts relevant to cities like Baytown.
o The session brought major changes across several key themes — in-
cluding land use and zoning, public safety, City finance, elections, and
administrative authority. We tracked hundreds of bills and have com-
piled a structured summary for your reference.
o City department heads are actively reviewing the new legislation to
identify any required updates to our operations, policies, and internal
processes. This is an extensive effort and will take some time to fully
implement.
o We will bring back a future briefing to Council identifying the top two
or three most impactful bills for our city, along with proposed changes
and actions we'll need to take to remain compliant and proactive.
9. COUNCIL MEMBER DISTRICT REPORT
a. Receive a report from Council Member Kenrick Griffith regarding projects, pro-
grams and events in District No. 3.
Council Member Kenrick Griffith reported the current projects, programs and events of District 3:
• Planning & Development
o Exciting news, Baytown Soccer Park is officially open.
o The new playground at District 3's Baytown Soccer Park is now com-
plete! We're incredibly thankful for the support that made it possible, in-
cluding:
■ $50,000 from the Bay Area Council on Drugs and Alcohol (BACODA)
■ $32,000 from Community Development Block Grant funds (CDBG)
■ A Gametime Equipment Grant, which gave us a discounted rate on
equipment.
• Parks & Recreation
o At the Soccer Park, Volunteers from Home Depot visited on Saturday, June
28`h to apply fresh paint to the pipe rails. This is the second Parks project
Home Depot has gathered volunteers for and they are planning more in the
upcoming months.
o Will formally bid the Nature Center fishing pier repairs on July 15th and
22"" we're happy to get those back up and running for our visitors.
o On Friday, July 251h, "Lover: The Unofficial Eras Tour" will take the stage
at Pirates Bay. Our Tourism department has teamed up with several local
hotels and will be offering exclusive perks to hotel guests attending the con-
cert!

• Public Works and Engineering
o Progress is moving on schedule at the West District Wastewater Treatment
Plant. We hope to see progress soon!
o Several upgrades have recently been made to the Supervisory Control and
Data Acquisition (SCADA) lift stations at Point Royal, Lakewood Estates,
and Country Club Cove to get ready for the installation of a brand-new
SCADA systems.
• We also have the D3 Listening Tour coming up on July 15 at 6:30 P.M. at the Fire
Training Field with myself and Chief John Stringer.
Council Member James Franco took a point of privilege to provide condolences for Mrs. Judy
Wheat. She was an outstanding individual to this community.
10. EXECUTIVE SESSION
a. Recess into and conduct an executive session pursuant to Section(s) 551.071 and/or
551.087 of the Texas Government Code to seek the advice of the City's attorneys and/or to
discuss economic development negotiations.
b. Recess into and conduct executive session pursuant to Texas Government Code, Sec-
tion 551.074 to deliberate the annual performance evaluation and duties of the City Man-
ager.
At 8:28 P.M., Mayor Charles Johnson recessed and convened in to an Executive Session pursu-
ant to 551.071, 551.087 and 551.074 of the Texas Government Code to seek the advice of the
City's attorneys, discuss economic development negotiations and to deliberate the annual perfor-
mance evaluation and duties of the City Manager.
At l 1:09 P.M., Mayor Charles Johnson reconvened the meeting and announced that, in accord-
ance with Section 551.102 of the Texas Government Code, no action was taken in the Executive
Session.
11. ACTION ITEMS
a. Take appropriate action regarding the City Manager's performance evaluation.
A motion was made by Mayor Pro Tern Jacob Powell and seconded by Council Member Laura
Alvarado to approve Ordinance No. 16,192. The vote was as follows:
