MINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 26, 2025 The City Council of the City of Baytown, Texas, met in a Work Session on Thursday, June 26, 2025, at 5:00 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in attendance: Jacob Powell Mayor Pro Tern Laura Alvarado Council Member Sarah Graham Council Member Kenrick Griffith Council Member James Franco Council Member Mike Lester Council Member Charles Johnson Mayor Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk John Stringer Sergeant at Arms Mayor Charles Johnson convened the June 26, 2025 City Council Work Session with a quorum present at 5:05 P.M. All members were present with the exception of Council Member James Franco. 1. CITIZEN COMMENTS Mayor Charles Johnson announced no citizens signed up to speak. 2. DISCUSSIONS a. Receive a presentation on the Proposed Fiscal Year 2025-2026 Utility Rates. Public Works and Engineering Director Frank Simoneaux provided an overview regarding the 2025 - 2026 Utility Rates and introduced Carollo Engineers representative Jennifer Ivy. Jennifer Ivy provided a presentation regarding their rate study conducted for the City of Baytown. (Exhibit A) Council Members requested elaboration on tiers of usage and cost associated with the usage of water and sewage. Director Frank Simoueanux provided various scenarios in comparison with neighboring Cities. City Council Work Session Minutes June 26, 2025 Page 2 of 2 Council Members expressed their opinions and recommendations for suggestions regarding consumption and usage of water and sewage findings. Council Member James Franco entered the City Council Work Session meeting at 5:33 P.M. b. Receive information regarding the Bayou Bowl. Mayor Charles Johnson announced Bayou Bowl representative Richard Olin was not present at the moment to present this item. 3.
