2025 03 13 CC WS MinutesMINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN March 13, 2025 The City Council of the City of Baytown, Texas, met in a Work Session on Thursday, March 13, 2025, at 5:30 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in attendance: Jacob Powell Mayor Pro Tern Sarah Graham Council Member Kenrick Griffith Council Member James Franco Council Member Mike Lester Council Member Charles Johnson Mayor Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk John Stringer Sergeant at Arms Mayor Charles Johnson convened the March 13, 2025 City Council Work Session with a quorum present at 5:33 P.M. All members were present with the exception of Council Member Laura Alvarado. 1. CITIZEN COMMENTS Mayor Charles Johnson announced a citizen signed up to speak. Ms. June Stansky, 4601 Driftwood Dr., stated, "I am a member of Council Griffith's district and I applied to be on the Bond Committee but I did not get appointed, I am very upset, but perturbed that an applicant who made her application here at the meeting was approved and accepted when mine was on time. I would have liked to have been on the Bond Committee but that did not happen. Secondly, I am very disturbed that Mr. Griffith criticized nominee, Crispina Powell, for being Anti -American and Anti -Texan. I would like to see Mr. Griffith censored for such comments. That's all I have to say." 2. DISCUSSIONS a. Receive a presentation from Kevin Shepherd of Verdunity, Inc. regarding the City's new Fiscal Impact Analysis Tool. Planning and Development Services Director Martin Scribner provided a brief overview regarding the Fiscal Impact Analysis Tool. (Exhibit A) Council Members expressed their opinions and recommendations of reference and material regarding the Fiscal Analysis Tool. 3.
