Ordinance No. 16,221 ORDINANCE NO. 16,221 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, APPROVING AN AMENDMENT TO THE BAYTOWN AREA WATER AUTHORITY'S FISCAL YEAR 2024-2025 BUDGET BY AUTHORIZING A TRANSFER OF FOUR-MILLION DOLLARS ($4,000,000.00) FROM WORKING CAPITAL RESERVE TO THE UNTREATED WATER SUPPLIES ACCOUNT (35007030-52031) FOR THE PURPOSE OF PROVIDING SUFFICIENT FUNDING FOR CURRENT AND ANTICIPATED UNTREATED WATER COSTS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. WHEREAS, the untreated water supply is a critical operational expense for the Baytown Area Water Authority ("BAWA"), supporting the delivery of raw water to treatment facilities that serve both municipal and industrial customers; and WHEREAS, BAWA purchases water from the City of Houston; and WHEREAS, an issue with the City of Houston's meter caused previous invoices; and WHEREAS, the meter issue also caused the budget for water purchases to be understated; and WHEREAS, the City of Houston corrected the issue after BAWA's current fiscal year budget was submitted; and WHEREAS, BAWA's budget needs to be adjusted to reflect the more accurate readings; and WHEREAS, the cost of untreated water is variable and influenced by seasonal demand, regional water availability, and annual contract rates with the City of Houston; and WHEREAS, this budget amendment ensures that sufficient funding is available to meet these obligations through the end of the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That all matters and facts set forth in the recitals hereinabove are found to be true and are approved by the City Council of the City of Baytown,Texas. Section 2. That the City Council of the City of Baytown,Texas hereby approves the amendment to the Baytown Area Water Authority's Fiscal Year 2024-2025 budget by authorizing a transfer of FOUR-MILLION DOLLARS ($4,000,000.00) from Working Capital Reserve to the Untreated Water Supplies Account (35007030- 52031) for the purpose of providing sufficient funding for current and anticipated untreated water costs. Section 3: This ordinance shall take effect immediately from and after its passage by the City Council of the City of Baytown, Texas.
