2025 06 12 CC Minutes Joint with MDD • MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT June 12, 2025 The City Council and Baytown Municipal Development District (MDD) of the City of Baytown met in a Meeting on Thursday, June 12, 2025, at 6:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street, Baytown, Texas, with the following in attendance: Jacob Powell Mayor Pro Tern/Director Laura Alvarado Council Member/Vice President Sarah Graham Council Member/Director Kenrick Griffith Council Member/Director James Franco Council Member/Director Mike Lester Council Member/Director Charles Johnson Mayor/President Jason Reynolds City Manager/General Manager Scott Lemond City Attorney/ General Counsel Angela Jackson City Clerk/Assistant Secretary John Stringer Sergeant at Arms Mayor / President Charles Johnson convened the June 12, 2025 City Council and Municipal Development District (MDD) Joint Meeting with a quorum present at 6:32 P.M. All members were present. The Pledge of Allegiance, Texas Pledge by a student council member Jacee Thomas and Invocation were led by Council Member/Director Mike Lester. 1. CITIZEN COMMENTS Mayor/President Charles Johnson announced no citizens signed up to speak. 2. MUNICIPAL DEVELOPMENT DISTRICT ITEM a. Consider a resolution authorizing an Interlocal Agreement between the City of Baytown and Baytown Municipal Development District to fund transportation services performed by Harris County Transit within the City of Baytown. President Charles Johnson informed the City Council Item 2.a., will be pulled from this meeting. 3. CITY COUNCIL ITEMS—MINUTES A motion was made by Council Member Laura Alvarado and second by Council Member Sarah Graham to approve Items 3.a.,through 3.c., as submitted. The vote was as follows: City Council Regular Joint MDD Meeting Minutes June 12,2025 Page 2 of 26 Ayes: President Charles Johnson, Vice President Laura Alvarado, Director Jacob Powell, Director Sarah Graham, Director Kenrick Griffith, Director James Franco and Director Mike Lester Nays: None Approved a. Consider approving the minutes of the City Council Work Session and the City Council Regular Meeting held on February 13 and 27, 2025. b. Consider approving the minutes of the City Council Work Sessions and Regular Meetings held on March 13 & 27, 2025. C. Consider approving the minutes of the City Council Work Session and Regular Meeting held on May 8, 2025. 4. RECOGNITIONS AND CITIZEN COMMUNICATIONS a. Present Baytown's 5th Annual Juneteenth Celebration concert line-up that will be held on Saturday, June 14, 2025 at Bicentennial Park. Parks and Recreation Director Clifford Hatch introduced Vincent Norman with Top Shelf Entertainment. Mr. Norman provided a summary regarding all performers and events for the Juneteenth Celebration. (Exhibit A) Marga Matthews, 606 E Republic Ave, "I am here to state that I am against the Juneteenth event here in Baytown due to the fact there was no oversight of the planning and the amount spent, which is over $121,000, of our taxpayer money. Here we had committee members that do not live in the City limits. Making decisions again with no oversight, spending our hard-earned taxpayer monies. Also, this event is not a family -friendly event due to the fact that the bands picked are known to have foul language. This event only has 5 minutes of historical history of Juneteenth, 5 minutes. If one wants to see these foul language bands they can pay for themselves but not on our tax money. There is a member or two of the Juneteenth Committee that may be profiting from this event and that is unethical and an investigation needs to be done. Last but not least, the Barrett Community which is known as Barrett Station at the Galveston Juneteenth is a family event. They are presenting the history of Juneteenth, which is lacking here in Baytown. Also want to state for the record that if you looked at the Baytown statistics, they did a survey and I know that Matt said it was just certain people from Baytown, but yet you have to consider 83% said no to Juneteenth and only 16% said yes. I want to state for the record that the Committee was not diverse and I think that all City Councils should be able to vote for people to be on this Committee to be able to have a word and a say in what's going on with the City events since it's our taxpayers' money. Since we're doing things that concern our taxpayers, we should City Council Regular Joint MDD Meeting Minutes June 12, 2025 Page 3 of 26 be involved in saying, not outsiders coming in using our taxpayer money to bring their own agendas here and to have kind of music that we do not listen to for families. Thank you." Council Member Kenrick Griffith inquired with Parks and Recreation Director Clifford Hatch, regarding how the performers are chosen for the event. Parks and Recreation Director Clifford Hatch clarified, "For Juneteenth and Grito Fest, the committee members select the bands. A lot of times what we do is we work with a promoter in this case is Vincent. For Grito Fest it's Perrin, a long-time promoter we've had and then for 4th of July is TSE. They bring us a list of names. From that point, the committee members kind of choose from that list and then we start doing the process of determining whether or not they can come, travel arrangements, bookings and all that stuff that plays into it all. Then we make sure that it's within budget and we execute a contract. The Juneteenth and Grito Fest are committee led and the 4Tn of July is an internal decision." Council Member Kenrick Griffith recommends the committees for these events be an internal process. "I feel if we're using public dollars to fund these events I don't think there should be committees with so much autonomy to choose and pick what events that are here, especially if we're going to be advertising it as a family friendly event." Parks and Recreation Director Clifford Hatch stated, "We also partner with various groups in a variety of manners. For instance, Little League Baseball and Girls' Fast Pitch Softball are parent - run organizations that have full autonomy to run the baseball programs at our facilities. It's the same way this is, the same way with the Girls' Softball at the Wayne Gray Sports Complex. Same with our park run that's at Jenkins Park. This is a volunteer led organization. It's not uncommon for us to partner with the group that has a demographic that they are more in touch with and it's a way that our department can be better ingrained to the needs of the community and it's not just 1 or 2 people that are on Parks and Recreation Staff. We're actually leading a committee of people that are passionate about the project in which they're involved in but your point is heard." Council Member Kenrick Griffith requested, "Is there a way that these outside committees then could provide a short list that could be approved by say the Parks Committee?" Parks and Recreation Director Clifford Hatch suggested gathering a list from the promoters and have it vetted by the Parks Board as a possible alternative. City Manager Jason Reynolds stated, "Mayor and Council we are ultimately already responsible for the content, regardless if it's through how it's currently set up or if it goes to a different board or whatever the case may be. We are currently responsible for it because we are the final say and we are funding the event. What you're saying is currently already happening or asking for, Mr. Griffith, it's already happening because staff is ultimately responsible, I'm ultimately responsible for what's happening with the events being chosen. We have trust or have faith as what Mr. Hatch is saying that there is a committee that is close to the audience that they're trying to attract to celebrate whatever the event is, regardless if it's recreation or if it's an event. It ultimately stops with me authorizing what all the work that has been done. We understand. Mr. Hatch has City Council Regular Joint MDD Meeting Minutes June 12, 2025 Page 4 of 26 had a very good track record with ensuring that it's a family friendly event with the past events that have happened that have come up and the artists have a clause in the contract that they have to provide a family friendly event. If they don't provide it per their contract then they are held liable to whatever their contract says. There are standards in place that we feel comfortable with everything that's been set up and then the ask of the staff or other boards, you're then setting up a morality police. Which you have to be very careful on because who's deciding or who's defining what morality is on many different things. It's going to differ from the seven of you up here and the other people that are in the crowds. We have to work on our general knowledge that we're trying to do the best that we can to have a safe environment and the contract language that's put in place we feel covers that. Just to let you know that it's already in place, what you're asking for." Council Member Kenrick Griffith stated, "It doesn't sound like it's in place, because we're talking about $122,000 and no committee or council decides or checks off. We don't decide on the act itself?" City Manger Jason Reynolds clarified, "Council decides when they adopt the budget. When you adopt the budget, you understand that this money is going to these events, understanding what the historical context has been for those events and those events are based or continued to be repeated based on how it's operated in the past." Parks and Recreation Director Clifford Hatch stated, "I just wanted to say one other point really quick. The $122,000 number that you're quoting, that's the entire event. That covers porta potty rentals, staffing and everything out there, it's not just entertainers. Just as a point of clarity. I apologize about any misconstrued information." Council Member James Franco expressed the Baytown Fire and Police Departments are not covered within the budgeted amount for this event. Council Member Kenrick Griffith stated, "1 just want to make clear, the lineups for the most part, I have no problem with Justin Goudeau, I went to high school with him. I have no doubt he'll deliver a great concert. In the past the vibe during the day has been great. Just have some questions. If we're going to be family friendly then I want to make sure we're providing family friendly atmosphere with our music." Council Member Sarah Graham requested, "If either Mr. Hatch or the committee could share some of the items that are done during the week leading up to Juneteenth and on Juneteenth that are tied to Juneteenth's history." Mayor Charles Johnson informed the City Council, "I will say this year we have an author that's going to be present and a doctorate level who wrote a children's book on what Juneteenth means and the history of Juneteenth. She's going to be out there doing autograph signings. We're going to give free copies of her book away that I'm going to purchase and hand out. In previous years, the first year we actually had Impact rented out and we had vendors there talking about mental health, voter registration, Buffalo Soldiers and the Black Madonna. It was countless individuals we had there. That's when it was a 2-day event. We also had Greg Ellis, for all of you Cowboy City Council Regular Joint MDD Meeting Minutes June 12, 2025 Page 5 of 26 fans. He showed up the first day and talked us through some scenes of a play that dealt with black history and mental illness. If we can get back to doing the 2-day event, there's some things that we would like to do. There are some people who have attended that didn't know there was a Juneteenth flag and what emancipation stood for. I would encourage anyone out there to look up what emancipation means. It's not just about freedom from slavery. It's about freedom financially, socially and freedom from slavery. We've talked about all those things. This is a day educated on July 41h. I think July 4`h is important and I also believe Juneteenth is just as important because freedom was not inclusive in America until Juneteenth. We need to think about that. We were not able to say this was land of the free until after it happened on Juneteenth. Celebrating Juneteenth, celebrating July 40, celebrating Grito Fest, I enjoy going to July 0 and I enjoy celebrating Juneteenth. This would be the 5`h year we've celebrated it and we have entertainers asking us. Justin Goodall, this is his second time coming back. We make it a point to bring in artists that are local to get them around these bigger artists so that they will have a stage and they will have an opportunity to get their name out there. Bun B was our first year. After Bun B did our Juneteenth celebration, he was called to do the rodeo and he's done the rodeo every year since. That's something to think about. No one thought he could give a clean show and he did. The next year to celebrate those who went through segregation, we brought the most popular band at their time. Not everyone liked them, but they were popular at their time and we brought them. Who was that? Was that the Four Tops or the Temptations? We brought them in and they had a great time. The next year, Lil' Keke, Slim Thug, the biggest crowd we've had and this is an award -winning celebration. Cliff, can you elaborate on the award that was won four our Juneteenth celebration?" Parks and Recreation Director Clifford Hatch clarified, "It was a Texas Recreation and Parks Society's Region 1 Arts and Cultural Entertainment Award. It's just the write-up of all the components in it with the volunteerism. We use the committee as a volunteer group. The sponsorships that fist year, there's a lot of sponsorships around it, crowd size, the amount of crowd versus the amount that's been on it, things like that." Mayor Charles Johnson inquired, "I will even go as far to say, talking with our police department, have we ever had any incidents at our Juneteenth celebration?" Chief of Police John Stringer stated, "Not that I'm aware of." Mayor Charles Johnson stated, "Even when we had 270,030 people two years ago, not 1 incident. That's something to be proud of Baytown. That's something that we should be proud of that we can have that many people in this City and not have one incident. It's a celebration of everything that this country stands for, starting with freedom." Council Member Sarah Graham stated, "To finish off my questions and make a statement, you segued into it. I did reach out to the Chief and asked about all the major events that we've had. They included Grito, 4th of July, Holiday Hangout, Juneteenth and Christmas Parade. Those were the ones that I put in the email and the Chief of Police did immediately get back to me. He said that it would take him a while to get to the data. I asked for 3 years, the reason I asked for the 3 years of data was trying to respond to constituents. They were emailing specific questions about incidents and I just wanted to know, but you answered. I do want to say that the only thing City Council Regular Joint MDD Meeting Minutes June 12, 2025 Page 6 of 26 that stood out o law enforcement when I reached out to them was an incident that happened at our Christmas Parade out of those events. I don't personally want to hear foul language and things like that and I want us to continue to give family -friendly events. I've had at every Grito and every 0 of July. Unfortunately for me my personal experience with the Christmas was right in line with what the Chief had told me. I think this is a good thing. I'm not ever going to dictate how another culture should be celebrating something that's close to them. I do appreciate everybody that's put some much into this. Thank you." Council Member James Franco stated, "July 4`h is a celebration for everybody to enjoy because those are the stars and stripes that my father wore. Those are the stars and stripes that my uncles wore, that my cousins wear and that my nephews are wearing. July 4`h is the day of celebration for us. It is for all communities in this country, all communities. I understand the diversity we want to try to hear, I get that 120 and then the other part is and I understand we want to continue to grow things but we have to pay for a fire department and a police department. We got a lot of things that need to be paid before we start thinking about expanding things. We have to get out costs under control before we start trying to expand anything, please. I'm just going to make that statement. Before anything gets expanded, we need to keep our house clean first. We need to get our house in order and once those are in order, we can talk about those other things." Mayor Charles Johnson stated, "We actually cut back, it was a 2-day event. It went to being a 1- day event and no one's complaining about it being a one -day event." Vincent Normal wanted to inform the City Council the two days was a suggestion. Council Member James Franco stated, "I'm just letting you understand, that is where we're at right now and there's some corporate sponsoring that can be done and some corporate sponsors we need to look at for July 40 too, if we want to expand any of that stuff. Next year is 250 years for this great country. That was my statement on that." Vincent Norman stated, "That's great, thank you very much. Just to add a little bit of clarity about the budget. The Juneteenth budget has been decreased year over year pretty much since I've been involved with selecting. I mean this is personally against me, I do select all the entertainers since 2023, I have through my company. Even with the reduction in the budget, I've overproduced. I've had to manager contracts and I've had to make changes. I've had to do thing to even come in under budget at titres and save the City money. I'd love to see the sales tax receipts from the local businesses after these events. To see what we generate for the City and see what goes back into the City's pockets. I know for a fact in 2023, the entertainment budget that I spent on those entertainers was $23,000 and I'd like to see the positive return that the City received from that amount. Again, we're speaking just about the entertainment budget. That's what I have and that's what I'm responsible for. The larger budget, I can't really speak on that. Probably Cliff and Kyle will be able so speak on that, but again the entertainment budget has definitely been reduced in my time as being in that position and we've had to make it happen and again, we've overproduced with that. These guys that come in and do this entertainment, they're professional entertainers. I know this is new to Baytown. Baytown hasn't really seen events of this scale before, but these guys do these events across the nation and across the world as a matter of fact. Scarface is known as one of the top 5 MC's dead or alive. He travels across the City Council Regular Joint MDD Meeting Minutes June 12, 2025 Page 7 of 26 world and does this, whether it's in nightclubs or whether it's for other governments and other municipalities. These guys understand their role and if they want to continue to these types of opportunities they now how to coordinate themselves. Again, as has been previously stated, I came in and was asked to provide my expertise and my resources to this event. The reason I've been tasked with this is because I've been working in the entertainment industry probably since I was about 18 years old. A story that I would like to tell everybody. I did try to bring artists here to Baytown when I was 18 years old and the police department showed up outside of the event with their lights on and told everybody to go away. That artist at the time is now a world- renowned artist, platinum selling record artist. We had him here in Baytown when nobody knew him. These are the things that I've had to deal with over my time living and being born and raised in Baytown. I just want everybody to understand that we've accomplished these goals with an uphill battle a lot of times. I'm here myself as a local business owner, being born and raised here in Baytown, although I may not live in Baytown anymore. I mean, there may be reasons I left as you all heard tonight. I just want everybody to keep that in mind. We have been operating with a budget that is the fraction of the cost of Grito Fest and the 41h of July. Thank YOU." Council Member Laura Alvarado stated, "I think for me, Mayor, honestly, I had to ask you about some of these songs. I didn't know the artist and I had to ask you. This is not the type of music I listen to, but that's a choice. Now am I going to support it because it's part of the City? Absolutely, I don't think that we should be upset about the budget because again, we all voted on it. We all agreed this is what we were going to accept for this particular event for Grito and everything else that we do, 41h of July included. As long as they're under the understanding that they will provide a family -friendly event, which they have been, year after year. Then I have no issues. You all know who I am, I don't like to cuss. You all have never heard me cuss and I close my ears when some people do. If I don't like the music and I don't know the artists I just won't go. That's just my perception, but yes 1 will be attending because I think it's a celebration that the City is recognizing as many have show up to support. I do understand some of the comments made for those that are questioning whether we should have this type of event in our community or who's a part of the committee. I don't know what all that works or how well that works, but if somebody wants to be part of the committee. I don't think that there would be someone saying no. You can come and join, listen to us talk about the planning process and I don't think that's going to be a hard no. Again, I'm just saying that, but for me and myself. I wish you all luck with being partner with the different organizations that want to bring stuff to our City for our citizens who want to attend to enjoy. Thank you, Cliff and your team for all the work that you do with these different committees." Mayor Charles Johnson stated, "I've said many times before, none of this would be possible without our Parks Department. When I visit other Cities and I ask questions, I ask about their Parks Department. Some neighboring Cities are actually trying to mimic our Parks Department and what we do here with our events. They bring people in, award winning. We have people from other Cities coming into our City to enjoy what we have here because of our Parks Department. Thank you, fire and police, most definitely. We couldn't do it without you all also." Council Member James Franco stated, "Just kind of give credit to our Parks Department, last year for July 4th, the entertainer had played at the rodeo twice. He actually also did a crossroads City Council Regular Joint MDD Meeting Minutes June 12, 2025 Page S of 26 with Boys II Men and he is also a worldwide artist too, so we have had experience with this. Thank you very much." b. Present a proclamation designating June 21, 2025, as International Day of Yoga. A representative from Baytown Indian Community provided a summary of what Yoga is and can contribute. Mayor Charles Johnson, read the proclamation designating June 21, 2025 as International Day of Yoga. 5. PUBLIC HEARINGS a. Conduct a first public hearing regarding the Strategic Partnership Agreement with Chambers County MUD No.1. At 7:13 P.M., Mayor Charles Johnson opened the public hearing regarding Item 5.a., the Strategic Partnership Agreement with Chambers County. City Attorney Scott Lemond provided a presentation regarding the Chambers County MUD Agreement. At 7:14 P.M., Mayor Charles Johnson closed the public hearing regarding Item 5.a., the Strategic Partnership Agreement with Chambers County. b. Conduct a public hearing concerning a request to approve a Special Use Permit (SUP) to allow the continuation of existing wrecked vehicles processing -related operations in the Light Industrial (LI) Zoning District, located at 4701 Decker Drive, Baytown, Texas 77520. At 7:15 P.M., Mayor Charles Johnson opened the public hearing regarding Item 5.b., a request to approve a Special Use Permit. Planning and Development Services Director Martin Scribner provided a presentation regarding Item 5.b., regarding 4701 Decker Drive, Baytown. Mr. Scribner relayed the Planning and Zoning Commission held the required public hearings with a couple of neighbors in opposition to this item. Mr. Scribner relayed the Planning and Zoning Commission and staff recommended approval with stipulations. (Exhibit B) Council Member Mike Lester exited the meeting at 7:16 P.M., and returned at 7:18 P.M. Applicants Representative Project Manager Sohail 3922 Wickely Park Way Fulshear, Tx, provided clarification on the SUP request being submitted. Council Members requested further details regarding the type of business as well as traffic studies for the access gates and alternatives if extended or denied. City Council Regular Joint MDD Meeting Minutes June 12,2025 Page 9 of 26 Planning and Development Services Director Martin Scribner provided clarification on the options available to the City Council Members and recommendations. City Council Members inquired about any changes or codes met since the original findings the site was not as it was permitted. Concerns were expressed for the welfare of the citizens in the surrounding areas. At 7:40 P.M., Mayor Charles Johnson closed the public hearing regarding Item 5.b., a request to approve a Special Use Permit. C. Consider an ordinance to approve a Special Use Permit (SUP) on an approximately 5.94-acre parcel, at 4701 Decker Drive, Baytown, Texas 77520, to allow the continuation of existing wrecked vehicles processing -related operations in the Light Industrial (LI) Zoning District. Council Member Laura Alvarado request a possible revision of the motion prior to voting on the requested special use permit. A motion was made by Council Member Kenrick Griffith and second by Council Member James Franco to deny Item 5.c, regarding Special Use Permit Request, as submitted. At 7:46 P.M., Mayor Charles Johnson opened the public hearing regarding Item 5.d., the proposed adoption of guidelines and criteria governing tax abatement agreements. Economic Development Manager Brian Moran provided a presentation regarding proposed adoption of guidelines and criteria governing tax abatement agreements. Mayor Charles Johnson inquired of alternative incentives for businesses in less developed areas of the City. At 7:50 P.M., Mayor Charles Johnson closed the public hearing regarding Item 5.d., the proposed adoption of guidelines and criteria governing tax abatement agreements. Council Member Kenrick Griffith requested, "I was wanting to hopefully see perhaps us looking at perhaps putting the language into the Code of Conduct regarding truthful statements being made and if facts are misrepresented in the Code of Conduct regarding truthful statements being made and if facts are misrepresented in the Code of Conducts to be reviewed by the commission. I don't have the revised article here, but there were some questions about as far as recommendations and what defines it. I think some of the language as far as the recommendation and findings, I'm trying to find the words here. The difference between a letter of admonition and a letter of reprimand. The language seems kind of redundant and maybe you could take some of that out to clean it up. Other than that, I felt like you did a good job and I appreciate the time that you spent on this. I would like Council to consider maybe amending the Code of Conduct to put the language in as far as promoting transparency with our City, that needs to be looked at. I'll leave the floor open for any kind of rebuttal from my colleagues on that." Council Member Laura Alvarado stated, "I think I still stand by my previous comments that I think it puts not just Council, Staff and any of our committee members. Just like you don't have the documents in front of you, someone could misrepresent something because they didn't have their documents either. I think that's a fine line and it's very hard sometimes to provide intent and that's what we're looking at. Did you intentionally misrepresent facts or data? I think we would be spending a lot of time policing that and I don't know if there's a way that we can do that. There're certain things that we may say up here thinking we had all the facts and we come back as you know, we have new information. So, someone can go back and talk about what we may have said on the dais two weeks prior. I think I'd like for us to keep that open for us to kind of navigate as any issues come up. I don't know, I think I still stand by my previous comments on that." Mayor Pro Tern Jacob Powell stated, "I will agree with what Councilwoman said. I completely agree with Councilwoman, that we should all be truthful all the time, right? I do think there are City Council Regular Joint MDD Meeting Minutes June 12, 2025 Page 18 of 26 some issues with that as far as how this is being truthful. Like I said, we should all be truthful. There's understanding of facts on how we interpret things. We vote on things all the time where we're all given the same facts, right? When we share on any topic, someone in the public asks us a question abut a development or a project and we share our understanding of it, I don think there's a possibility we misunderstand something, right, and we misspeak. I'm sure I have misspoken at some point in the 4 and a half years I've been on here, right? Then you get into intent. Did I intentionally try to mislead someone or was I just misinformed? I do think it'd be difficult for an Ethics Board to try to sift through that, get into intent. Are you intentionally trying to mislead someone? By all means, at the end of the day, we should be truthful at all times. Sometimes we just get our facts wrong, right? I do think that could cause an issue for the Ethics Board if they have to start getting into intent or what did you know at the time you made this statement? I don't know that stating facts correctly all the time, I mean, again, we should all be truthful, right? We should tell the truth at all times, but don't think there's a specific local government code that we can point to that and in no way would I agree with someone misleading, but I do think it would be hard for the Ethics Board to get into intent for us, for committee members, for all of it. MANAGER'S REPORT City Manager Jason Reynolds presented the Manager's Report: • Police Department o I'd like to kick things off by spotlighting several of our Police Department officers: ■ Officers Lambert, Thompson, Sills, Spence, Richter, and Obenland demonstrated remarkable teamwork and courage in locating and apprehending an armed suspect. ■ Officers Perkins and Rudolph went above and beyond, offering compassion and support to a citizen who had just lost their spouse. ■ Officers Barrera and Lagrone showed exceptional professionalism while assisting a citizen involved in a vehicle accident. ■ Corporal Parker for demonstrating kindness and professionalism during his interaction with a citizen, leaving a positive impression of our law enforcement. They also received an Award of Excellence for their 2025 budget video. Huge congratulations to our Public Affairs team! • City Clerk's Office o Congratulations to the City Clerk's Office for winning the Texas Municipal Clerks Association (TMCA) Achievement of Excellence Award. Keep up the great work! • Public Works and Engineering Department o Wayne Speaks with PWE recently earned his Wastewater Operator Certification. Great job and keep up the excellent work Wayne. 12. COUNCIL MEMBER DISTRICT REPORT a. Receive a report from Council Member Mike Lester regarding projects, programs and events in District No. 6. Council Member Mike Lester reported the current projects, programs and events of District 6: • Planning & Development o There are a lot of new developments coming with a new Solar Supply, convenience store, and Cemex offices. Renovations are being completed at the Eco Inn Suites on Alexander as well. • Parks and Recreation o Since opening, the Tabbs Bay Disc Golf Course has logged 1,032 recorded rounds on the disc golf scoring app. The course currently holds a 4.5-star rating and has drawn many out of state visitors. • Public Works & Engineering o The City of Baytown's East District Wastewater Plant is getting a new admin building. The structural work and preparation for phase 2 has already begun with 47% of the project complete. • City Manager Jason Reynolds wanted to recognized the fire department and mutual partners for responding to a fire in the Evergreen area. 13. EXECUTIVE SESSION At 8:40 P.M., Mayor Charles Johnson recessed and convened in to an Executive Session pursuant to Section 551.071 and 551.087 of the Texas Government Coode to seek advice of the City Attorney regarding pending or contemplated litigation and Section 551.074 to deliberate the annual performance evaluation and duties of the City Manager.
