All members were present with the exception of Mayor Pro Tem ' Director Jacob Powell. The Pledge of Allegiance, Texas Pledge, and Invocation were led by Council Member i Director James Franco. 1. CITIZEN COMMENTS Mayor / President Charles Johnson announced a citizen signed up to speak. Dwala Cargill 2507 Doral Dr., expressed concern for the previous golf course in Evergreen to be properly identified as a park. Ms. Cargill stated she was informed prior to the golf course it would be a park, but wasn't and asks for transparency of the City Council through this process. She encouraged Council Member i Director Mike Lester to listen to his constituents. A motion was made by Council Member i Director Mike Lester and seconded by Council Member / Director Kenrick Griffith to extend Ms. Cargill's time. Consider a resolution authorizing a professional services agreement with Admin CFO, LLC to provide financial oversight services related to the Hyatt Regency Baytown - Houston Project. City Manager Jason Reynolds provided an overview regarding a resolution authorizing a professional services agreement with Admin CFO, LLC. Directors shared their personal experiences with the Hyatt Hotel and appreciated hearing all the positive feedback for those that visited the Hotel. A motion was made by Director Laura Alvarado and seconded by Director Sarah Graham to approve Resolution No. 493, as submitted. Present a proclamation designating May 4 - 10, 2025, as Professional Municipal Clerks Week. City Manager Jason Reynolds shared appreciation for the City Clerks Office and all their contributions to the City of Baytown and citizens. Mayor Charles Johnson read the proclamation designating May 4 - 10, 2025 as Professional Municipal Clerks Week. b. Present a proclamation designating April 25 - 27, 2025 as BACA Heroes Weekend. A BACA Representative addressed as Scootch provided an overview of their organizations mission. Mayor Charles Johnson read the proclamation designating April 25 - 27, 2025 as Bikers Against Child Abuse (BACA) Heroes Weekend. C. Present a proclamation designating May 4 - 10, 2025 as Hurricane Preparedness Week. Mayor Charles Johnson, read the proclamation designating May 4 - 10, 2025 as Hurricane Preparedness Week. d. Present a proclamation designating the month of May as Mental Health Awareness Month. Mental Health Advocate Donna Mohlman shared a view on the importance of mental health. President of Cease Addiction Now (CAN) shared a few techniques from his organization. Police Department Mental Health Coordinator Lieutenant Brian Griffith provided an overview regarding the Police Department Mental Health. Mayor Charles Johnson read the proclamation designating May as Mental Health Awareness Month. 4. DISCUSSIONS a. Review and discuss a Notice of Legislation received from the Gulf Coast Authority. Public Works and Engineering Assistant Director Michael Leech provided an overview regarding an ordinance authorizing Amendment No. 1 for the General Obligation Bond Support Services. Council Member Sarah Graham wanted to inform the citizens the fees associated with this ordinance is paid regardless if the General Obligation (GO) Bond passes. A motion was made by Director Sarah Graham and seconded by Director Laura Alvarado to approve Ordinance No. 16,133, as submitted. MANAGER'S REPORT City Manager Jason Reynolds presented the Manager's Report: • Public Works & Engineering (PWE) o The PWE Street Maintenance crew has been working hard to respond quickly to requests. They've already repaired several potholes on Garth Rd. and have received many thanks from citizens for their fast work. Great job! • Planning and Development o As part of Community Development Week, Planning and Development staff volunteered with Hearts and Hands of Baytown, assisting with their Doorstep Blessings program. Community Development staff will lead the annual City tour for Community Development Advisory Committee Members, showcasing active and recently completed Community Development Block Grant projects throughout Baytown. • Parks and Recreation Department o Parks and Recreation teamed up with the Art Culture and Entertainment (ACE) District to remove and install sculptures along the Sculpture Trail. A big thank you to both the Parks & Recreation team and the ACE District for their hard work! • Five volunteer groups recently cleaned up litter and left positive chalk messages along the Goose Creek Trail. Thank you for helping keep our trail beautiful! City Manager Jason Reynolds provided an update regarding the City Employees and ways their progression is tracked as listed below: a Staffing Levels o Core Values o Strategic Priorities 7. COUNCIL MEMBER DISTRICT REPORT a. Receive a report from Council Member James Franco regarding projects, programs and events in District No. 4. Mayor Charles Johnson takes a moment to Congratulate the Ross Sterling Softball Team for their upcoming playoff game with a 12-9-1 record and a thank you for the chance to throw the first pitch at their last game. There will be a send off at Sterling High School around 1 or 1:30. They are inviting anyone wishing to attend, with a valid ID. The first playoff game will be a home game tomorrow evening. Council Member James Franco reported the current projects, programs and events of District 4: • Public Works & Engineering City Council Regular Joint Meeting Minutes April 24, 2025 Page 11 of 11 o There is progress on replacing concrete panels, drainage maintenance in the Singleton Addition and the Baker Road Lift Station. o CenterPoint has started relocating overhead power lines and poles along I- 10 at Sjolander. They are using hydro excavation along Garth Rd. to install new utility poles, as well as Manor Dr., so you may have experienced a brief outage. • Planning & Development o Work continues for Daiso USA, Baytown Boat RV and Self -Storage, Cottage Green - a multifamily development, some warehouse buildings, and a new O'Reilly Auto Parts location on Decker and Baker in District 4. o Chicken Salad Chick and SushiGo, next to Baskin Robins just opened. • Parks & Recreation o The Pirates Bay team has planned a thrilling lineup of special events for this summer, featuring live performances, themed days and nights and many entertaining experiences for all! o The Wayne Gray Sports Complex hosted two United States Specialty Sports Association - certified softball tournaments on March 15, featuring 35 teams and 455 players and another on April 12, with 33 teams and 429 players participating. o In March, Parks & Recreation launched the first Agents of Baytown Scavenger Hunt at Allenbrook Park. Participants completed a mission for a chance to win a Pirates Bay cooler pass. Congrats to the winner, and thanks to the Allenbrook Neighborhood Association for their support! Sterling High School Council will be having their Sterling Star Stage Dance Show on Friday and Saturday morning. You can catch a little of the softball game and the Sterling Stage Dance Show. 8.
