The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, November 20,
2024, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market
Street, Baytown, Texas with the following in attendance:

Chairperson Dr. Marissa Moreno convened the November 20, 2024, Baytown Police Advisory
Committee (BPAC) Meeting with a quorum present at 6:02 P.M. All members were present with
the exception of Committee Member Sgt. Steve Jones, Committee Member Eric Rodriguez and
Committee Member Natalie Robinson.
1. CITIZEN INPUT
a. Receive citizen input concerning police outreach, community policing, officer train-
ing, as well as policies and procedures.
Chairperson Dr. Marissa Moreno announced there was no citizens input at the meeting.
2. COMMUNITY INPUT
a. Receive community input obtained by the Baytown Police Advisory Committee Mem-
bers.
Chairperson Dr. Marissa Moreno announced there was no community input at the meeting.
3. REPORTS
a. Receive an update regarding the status of police outreach, community policing, of-
ficer training and/or policies and procedures.
Police Chief John Stringer, presented a brief status report of the police outreach, community po-
licing, officer training, policies and procedures.

o Felony Crimes at 14%.
o All around 10% reduction.
o Traffic fatalities 30 to 32% reduction
• Traffic fatalities are currently at 32% reduction.
• Working on homeless outreach resources
• Chief John Stringer was asked to assist in the creation of a mentoring program with
the Texas Police Chief Association.
4. BUSINESS ITEMS
a. Review of previous goals and future planning.
Chairperson Dr. Moreno expressed her thank you for the opportunity to serve on the BPAC Com-
mittee and hopes to see the continued collaboration. The Chairperson binder will be handed over
to Vice Chairperson Michael Springer to brief the incoming Chairperson accordingly. A meeting
with Jamie Eustace is highly recommended for Committee Members to review bucket items and
reevaluate topics of concern.
Vice Chairperson Michael Springer suggest potentially working with San Jacinto Hospital to cre-
ate a community outreach card.
5. NEXT MEETING
a. Consider setting date, time and location for the next Baytown Police Advisory Com-
mittee meeting, along with any related tasks and processes.
Acting Secretary Gabriella Gonzales advised the board that the next meeting is scheduled during
Christmas week. The consensus of the Board is to skip the December meeting and conduct the
January 28th, 2025 meeting at the Sterling Library, pending confirmation of availability.
6. ADJOURN
With there being no further business to discuss, Chairperson Dr. Marissa Moreno adjourned the
November 20, 2024, Baytown Police Advisory Committee Meeting at 6:12 P.M.
