2024 09 24 BPAC MinutesMINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN September 24, 2024 The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, September 24, 2024, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market Street, Baytown, Texas with the following in attendance: Michael Springer Sgt. Steve Jones Donald Vallier Kirk Russell Dr. Marissa Moreno Gabriella Gonzales David Alford Vice Chairperson Committee Member Committee Member Committee Member Chairperson Assistant Secretary Assistant Police Chief Chairperson Dr. Moreno convened the September 24, 2024, Baytown Police Advisory Committee (BPAC) Meeting with a quorum present at 6:04 P.M. All members were present with the exception of Committee Member Eric Rodriguez, Committee Member Natalie Robinson and Marshal Land. 1. CITIZEN COMMENTS Chairperson Dr. Marissa Moreno announced no citizens signed up to speak. 2. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on August 27, 2024. A motion was made by Vice Chairperson Michael Springer and seconded by Committee Member Donald Vallier to approve the minutes of the Baytown Police Advisory Committee Meeting held on Tuesday, August 27, 2024, as submitted. The vote was as follows: Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer, Committee Member Sgt. Steve Jones, Committee Member Kirk Russell and Committee Member Donald Vallier Nays: None Other: Committee Member Marshall Land, Committee Member Eric Rodriguez and Committee Member Natalie Robinson (Absent) Approved Baytown Police Advisory Committee Meeting Minutes September 24, 2024 Page 2 of 3 4. CITIZEN INPUT a. Receive citizen input concerning police outreach, community policing, officer train- ing, as well as policies and procedures. Chairperson Dr. Marissa Moreno stated there were no discussions on this item. 5. COMMUNITY INPUT a. Receive and discuss community input obtained by the Baytown Police Advisory Committee Members. Chairperson Dr. Marissa Moreno stated there were no discussions on this item. 6. DISCUSSION a. Discuss any tasks and processes for future meetings. Chairperson Dr. Marissa Moreno announced she had submitted her letter of resignation and would have one meeting remaining after this meeting. Dr. Moreno would prefer to have the newly elected Chairperson available to properly discuss the hand-off of bucket topics, training, areas of concern and future goals for the past and future of the Baytown Police Advisory Committee. Assistant Secretary Gabriella Gonzales informed the Committee that the Boards and Commission Ad Hoc Advisory Committee is still discussing matters related to the Open Meetings Act. The Board should continue to meet and function as usual until further notice. Committee Members, expressed their recommendations on potential options for a strategic plan and involvement of members and attendance of committee and community at BPAC Meetings. 7. REPORTS a. Receive a report and discuss the status of police outreach, community policing, of- ficer training and policies and procedures. Assistant Police Chief David Alford presented a status report of the police outreach, community policing, officer training, policies and procedures. (Exhibit A) 8. NEXT MEETING a. Consider setting the date, time and location for the next Baytown Police Advisory Committee meeting. Assistant Secretary Gabriella Gonzales informed Committee Members the next Baytown Police Advisory Committee meeting was scheduled for October 29, 2024 at 6:00 P.M. Dr. Moreno suggested meeting on October 22nd, if a poll could be conducted for that date. Members also encourage City of Baytown residents to come out and participate and provide their feedback and concerns for the BPAC as well as previous meetings available to the public on social media plat- forms. 9. ADJOURN With there being no further business to discuss, Chairperson Dr. Marissa Moreno adjourned the September 24, 2024, Baytown Police Advisory Committee Meeting at 6:51 P.M.
