The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Special Meeting on Tuesday, June 10, 2025, at 4:31 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Nicholas Rice convened the June 10, 2025, CCPD Board Special Meeting with a
quorum present at 4:31 P.M., all members were present with the exception of Vice President
James Coker and Director David Start, Jr. who were both absent.

2. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Special Meeting held on May 20, 2025.
A motion was made by Director Charles Eugene Murrell, and seconded by Director Lloyd J.
Herrera to approve the meeting minutes of the Baytown Crime Control and Prevention District
Special Meeting held on May 20, 2025, as submitted. The vote was as follows:

2025-26 PROPOSED BUDGET
a. Conduct the first public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2025-2026 Proposed Budget.
At 4:32 P.M., President Nicholas Rice opened the first public hearing regarding the Baytown
Crime Control and Prevention District Fiscal Year 2025-2026 Proposed Budget.
Finance Director Teresa McKenzie presented the item and stated the CCPD proposed budget had
not changed from the previously presented budget. An overview of the budget was provided by
stating total revenues are set at approximately $2.6 million, total expenditures at approximately
$2.7 million, thereby leaving a zero balance in the Fund Balance/working Capital. President
Rice announced no one had signed up to speak on the hearing and offered any questions from the
Board.
There being no questions from the Board, President Rice closed the first public hearing regarding
the Baytown Crime Control and Prevention District Fiscal Year 2025-2026 Proposed Budget at
4:33 P.M.
b. Conduct the second public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2025-2026 Proposed Budget,
At 4:34 P.M., President Nicholas Rice opened the second public hearing regarding the Baytown
Crime Control and Prevention District Fiscal Year 2025-2026 Proposed Budget.
President Rice announced no one had signed up to speak on the hearing.
At 4:34 P.M., President Rice closed the second public hearing regarding the Baytown Crime
Control and Prevention District Fiscal Year 2025-2026 Proposed Budget.
C. Consider a resolution adopting the Baytown Crime Control and Prevention District
Fiscal Year 2024-2025 Proposed Budget,
President Nicholas Rice informed the Board that this item will be deferred to the next meeting
date.
4. BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT
CONTINUATION ELECTION
a. Discuss the Crime Control and Prevention District November 4, 2025, Continuation
Election and related educational materials.
Assistant General Counsel Vance Hinds presented the Board Members with education material
for the following topics, and reiterated that the Board Members cannot advocate for ballot
outcomes, but they can educate the public on an election item:

• Unlawful Use of Public Funds;
• Political Advertising;
• Walking Quorums; and
• Responsibility of the Board and Referendums.
b. Consider a resolution calling the Baytown Crime Control and Prevention District's
Continuation Election to be held on November 4, 2025.
A motion was made by Director Lloyd J. Herrera, and seconded by Director Charles Eugene
Murrell to approve Resolution No. 87, as related to Item 4.b. The vote was as follows:

NOVEMBER, 2025, FOR THE PURPOSE OF VOTING FOR OR AGAINST
THE PROPOSITION OF WHETHER THE BAYTOWN CRIME CONTROL
AND PREVENTION DISTRICT SHOULD BE CONTINUED FOR FIVE (5)
YEARS AND THE CRIME CONTROL AND PREVENTION DISTRICT
SALES AND USE TAX SHOULD BE CONTINUED FOR FIVE (5) YEARS;
DESIGNATING THE MANNER OF HOLDING SAID ELECTION;
PRESCRIBING THE HOURS; ESTABLISHING THE CENTRAL COUNTING

a. Receive the Baytown Crime Control and Prevention District Quarterly Financial
and Investment Reports for the Quarter Ending March 31, 2025.
Finance Director Teresa McKenzie provided an overview of the Baytown Crime Control and
Prevention District Quarterly Financial and Investment Reports for the second quarter ending
March 31, 2025. Ms. McKenzie stated Revenues came in at $992,000 and reminded the Board
that Sales Tax has a two -month delay; therefore, the Sales Tax data that they have right now is
based on January's totals.
Expenditures ended the quarter at $4.3 million which include encumbrances which is for their
committed purchases. The Police Department has been having delays with the delivery of their
vehicles, therefore, a lot of their purchases have been rolled over. However, they believe they
have a good plus on where they are with their expenditures and that currently right now based on
the Sales Tax there is a negative balance. However, they believe once the sales tax money comes
in it should offset this delta.
Lastly, the Investments Earnings came in at $31,000 with a Book Value of $789,000 and that
Expenditures are at 93 % with the encumbrances and Revenues at $3 9%; therefore, we have a
great deal to make up for the rest of the year.
b. Receive status reports on crime and safety statistics and programs funded through
the Crime Control Prevention District,
Assistant Chief Mike Holden presented an overview of the status reports on crime and safety
statistics and programs funded through the Crime Control Prevention District for the Second
Quarter of Fiscal Year 2025 (January -March 2025), and praised the use of License Plate
Recognition ("LPR") Cameras with the recent capture of an offender that was taken into custody
on June 4 h for aggravated kidnapping, aggravated robbery, and felony evading. He stated this
apprehension and arrest was possible due to the utilization of equipment and technology funded
by the Crime Control and Prevention District. (Exhibit "A")
Director Charles Eugene Murrell asked about the vehicles parked outside of the Police station
and Assistant Chief Holden responded those are old vehicles that are waiting to be auctioned and
as previously discussed they have been experiencing long delays in receiving new vehicles
previously purchased. They are just now receiving vehicles that were purchased in 2022-2023
and now they are able to get the old vehicles auctioned and the new ones in service.
Director Jose Ortega questioned where the money goes for auctioned vehicles and Chief Holden
responded the money goes back into the General Fund. Teresa McKenzie stated they will look
into if any recent vehicles were purchased with CCPD funds to have that money retuned to
CCPD. Lastly, Nicholas Rice commended Staff for highlighting success stories and noted that
the Second Quarter of Fiscal Year 2025 report has been received.

a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, July 8, 2025, at 4:30 P.M., in the Baytown Conference Room located at City Hall,
2401 Market Street, Baytown, Texas 77520.
Assistant General Manager Carol Flynt stated the next Baytown Crime Control and Prevention
District meeting is scheduled for Tuesday, July 8, 2025, at 4:30 P.M., and noted the location
change to the Baytown Conference Room, which is located at City Hall, 2401 Market Street,
Baytown, Texas 77520.
7. ADJOURN
With there being no further business to discuss, a motion was made by Director Lloyd J. Herrera
and seconded by Director Charles Eugene Murrell to adjourn the June 10, 2025, Baytown Crime
Control and Prevention District Board Regular Meeting at 4:53 P.M. The vote was as follows:

BAYTOWN
The Baytown Police Department receives funds budgeted for certain uses from the Crime
Control and Prevention District. These funds support capital items, enhanced information and
information sharing systems, as well as investigative resources.
The information contained in this report reflects fund usage for the Second Quarter of FY 25.
Overview
The Baytown Police Department uses CCPD funds to enhance services in crime control and
prevention. Patrol (and Street Crimes Units) are enhanced primarily through the purchase of
(capital items) fully equipped patrol vehicles that are properly equipped to ensure that
uniformed officers are available for patrol 24 hours a day, year-round to engage in crime
control duties and projects such as focused criminal patrols. They are also equipped with body
worn cameras and Taser control devices. Other enhanced data/information and technology
system programs such as online reporting, digital evidence storage and sharing are also
supported by these funds.

Marked Vehicles and Unmarked Vehicles were procured as capital items
16 Marked Units have been ordered- (awaiting delivery) we have received the previous year's
order and will be monitoring the upfitting (equipping) of these latest 16 fleet vehicles ordered
• 6 Unmarked Units have been ordered (awaiting delivery)
Software for Enhanced Communications and Digital Investigations
Note: Because we have not yet completed the third quarter, this is only a recap of the second
quarter FY 25 report for this category. The following software agreements have been funded:

Below is an example of how these are professionally used on a regular basis.
o As recently as June 4, 2025 FLOCK was instrumental in the location and arrest of an
offender for Aggravated Kidnapping, Aggravated Robbery (2 counts), Felony Evading a
Police Officer, and Felony Possession of Controlled Substance. This is a very brief
synopsis of the event and how this technology assisted:
■ Incident Summary:
■ At approximately 1810 hours, Sgt. Reyes was flagged down on Northwood Drive
in reference to an aggravated robbery. The victim reported that a suspect
ordered him into his apartment at gunpoint. Once inside, the suspect held the
victim for approximately ten minutes.
After gathering the items, the suspect forced the victim outside to his vehicle,
where the victim's friend was waiting. The suspect then pointed the firearm at
the friend and stole his cell phone. The suspect next ordered the initial victim
into the vehicle; however, the victim managed to jump out and flee on foot.
The suspect fled the scene at a high rate of speed in the victim's vehicle.
■ Investigative Follow -Up:
The victim located a photo of his vehicle's license plate on his phone and
provided it to Officer Chenevert, who relayed the information to Officer
Obenland, who promptly entered the plate into the FLOCK system, generating
an immediate "hit".
Officer Pigg advised that the vehicle had been detected on W. Main Street. K9
Officer Spencer later located the suspect vehicle. A short vehicle pursuit ensued,
during which the suspect abandoned the vehicle and fled on foot while armed.
■ Apprehension and Arrest:
■ The suspect was taken into custody following a foot chase by Sgt. Brown, K9
Officer Spencer, and members of the Street Crimes Unit. Officer Rodriguez
(#141) transported the suspect to jail and assisted with processing evidence.
