2025 05 20 CCPD Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT May 20, 2025 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Special Meeting on Tuesday, May 20, 2025, at 5:25 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Nicholas Rice President David Start, Jr. Director Lloyd J. Herrera Director Charles Eugene Murrell Director Carol Flynt Assistant General Manager Vance Hinds Assistant General Counsel Angela Jackson Secretary President Nicholas Rice convened the May 20, 2025, CCPD Board Special Meeting with a quorum present at 5:25 P.M., all members were present with the exception of Vice President James Coker, Director Loretta White and Director Jose Ortega who were absent. 1. CITIZEN COMMENTS President Nicholas Rice announced no one signed up to speak. 2. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District Regular Meeting held on April 8, 2025. A motion was made by Director Lloyd J. Herrera, and seconded by Director David Start, Jr to approve the meeting minutes of the Baytown Crime Control and Prevention District Regular Meeting held on April 8, 2025, with the correction to President Nicholas Rice's title on item 3.a. and 3.c. The vote was as follows: Ayes: President Nicholas Rice, Director David Start, Jr, Director Lloyd J. BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT FISCAL YEAR 2025-26 PROPOSED BUDGET a. Receive the Baytown Crime Control and Prevention District Fiscal Year 2025-2026 Proposed Budget. President Nicholas Rice acknowledged the Baytown Crime Control and Prevention District Fiscal Year 2025-2026 Proposed Budget was received. b. Set a first and second public hearing for the Baytown Crime Control and Prevention District Fiscal Year 2025-2026 Proposed Budget. President Nicholas Rice announced the first and second public hearings related to Item 3.b., will be set for Tuesday, June 10, 2025, at 4:30 P.M. A motion was made by Director Lloyd J. Herrera, and seconded by Director Charles Eugene Murrell to approve Resolution No. 86, related to Item 3.b. The vote was as follows: Ayes: President Nicholas Rice, Director David Start, Jr, Director Lloyd J. Herrera, Director Charles Eugene Murrell Nays: None Other: Vice President James Coker (Absent), Director Loretta White (Absent), Director Jose Ortega (Absent) Approved RESOLUTION NO. 86 A RESOLUTION OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT, SETTING A DATE, TIME AND PLACE FOR TWO PUBLIC HEARINGS ON THE PROPOSED FISCAL YEAR 2025-2026 BUDGET; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4, BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT CONTINUATION ELECTION a. Discuss the Crime Control and Prevention District November 4, 2025, Continuation Election and related educational materials. Assistant General Counsel Vance Hinds presented an overview of agenda item 4.a. Lieutenant William Crowell presented an overview of the revised City of Baytown Crime Control and Prevention District (CCPD) Strategic Action Plan for Fiscal Year 2026 through Fiscal Year 2030, which outlines the District's refined priorities for the next five years with an emphasizes on three key strategic priorities for the Fiscal Year 2026 consist of CCPD Board Special Meeting Minutes May 20, 2025 Page 3 of 4 1. Law Enforcement Technology: • AXON Evidence Platform: $576,477 (body -worn and in -car cameras, TASERs, and digital storage) • FLOCK Safety LPR System: $184,000 (license plate recognition technology) • Vigilant Technologies: $27,050 (license plate recognition and technology) • Cellebrite Suite: $58,000 (digital forensics tools for mobile devices) • GrayKey: $15,600 (device unlocking and analysis) • GeoTime Desktop: $2,500 (communications mapping) • AFIS Upgrade (MORPHOTRAK): $45,808 (automated fingerprint identification systems) • CopLogic (LexisNexis): $9,500 (investigative data analytics) • CrimeTracer (Versaterm): $50,134 (investigative data analytics and sharing) 2. Rental Vehicle Program: • 15 Rental Vehicles: $198,000 for the Special Investigations Division 3. Motor Vehicle Replacement Program: 0 12 Marked Patrol Vehicles: $1,1919792 • 5 Unmarked Vehicles (SUVs/Sedans): $260,000 Furthermore, Lieutenant Crowell noted additional information is listed in the presented report such as Dedicated Digital Forensic Unit; Integration of AXON Ecosystem; Sustainable Vehicle Replacement Program; as well as Performance -Driven Management; and a Comparative Analysis was done to compare other CCPD programs across the State of Texas and offered any questions from the Board. President Nicholas Rice asked when the Board can anticipate educational material to be put out for the election and Police Chief John Stringer responded they are currently working with the Public Relations department as well as the Legal Department to get information out to the public and hoping to have something out in the next few weeks. Director Lloyd J. Herrera questioned if staff will utilize social media to disseminate the information to the community and Chief Stringer responded they would, as well as they have met to create a strategy on how to educate the community on what it is and the value of CCPD provides the City. Additionally, Chief Stringer stressed they cannot advocate for a particular vote one way or the other, but they can educate. Lastly, Chief Stringer stated it is the Baytown Police Department's goal to make the City of Baytown the safest city in Harris County and they believe the can do it but they have to have the funds and resources to do it. Director Lloyd J. Herrera asked if the Baytown Sun could run an article in regards to the benefits of the re -certification of CCPD and President Rice make note to the Board it is up to the Board to advocate to the public. Assistant General Manager Carol Flynt and Assistant Legal Counsel Vance Hinds clarified the Board cannot advocate as they are a representative of the City of Baytown; therefore, they can only educate. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, June 10, 2025, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant General Manager Carol Flynt presented the item and reminded the Board the next CCPD meeting is scheduled for June 10, 2025, at 4:30 P.M. in the Council Chamber. 6. ADJOURN With there being no further business to discuss, a motion was made by Director Charles Eugene Murrell and seconded by Director Lloyd J. Herrera to adjourn the May 20, 2025, CCPD Board Special Meeting at 5:42 P.M. The vote was as follows: Ayes: President Nicholas Rice, Director David Start, Jr, Director Lloyd J.
