The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, April 8, 2025, at 4:30 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Nicholas Rice convened the April 8, 2025, CCPD Board Regular Meeting with a
quorum present at 4:36 P.M., all members were present with the exception of Directors David
Start, Jr. and Loretta White who were both absent, and Director Lloyd J. Herrera who arrived at
4:46 P.M.
1. CITIZEN COMMENTS
President Nicholas Rice announced no one signed up to speak.
2. MINUTES
a. This item allows the Board to review and approve the minutes of the Baytown
Crime Control and Prevention District Regular Meeting held on January 14, 2025.
A motion was made by Vice President James Coker, and seconded by Director Charles Eugene
Murrell to approve the meeting minutes of the Baytown Crime Control and Prevention District
Regular Meeting held on January 14, 2025, as submitted. The vote was as follows:
Ayes: President Nicholas Rice, Vice President James Coker, Director Jose Ortega,
Director Charles Eugene Murrell
Nays: None

3. REPORTS
a. Receive the Baytown Crime Control and Prevention District Quarterly Financial
and Investment Reports for the Quarter Ending September 30, 2024.
Finance Director Teresa McKenzie provided an overview of the Baytown Crime Control and
Prevention District Quarterly Financial and Investment Unaudited Reports for the first Quarter
Ending September 30, 2024 and stated that Revenues came in at $2.6 million, which is a 103%
over budget, Expenditures came in at $2.8 million which was 59% of the budget, and a Fund
Balance of $2.1 million. Investment & Earnings of $129,000 with a Book Value of $1.6 million.
Lastly, Ms. McKenzie noted that there was an encumbrance for funds that they did not spend and
that this will reflect in the next report.
President Nicholas Rice questioned the reason for why the funds were not spent and Ms.
McKenzie responded that often times its police vehicle purchases that are delayed slightly due to
the purchasing process.
b. Receive the Baytown Crime Control and Prevention District Quarterly Financial
and Investment Reports for the Quarter Ending December 31, 2024.
Finance Director Teresa McKenzie provided an overview of the Baytown Crime Control and
Prevention District Quarterly Financial and Investment Reports for the first Quarter Ending
December 31, 2024 and reminded the Board that Sales Tax has a two -month delay; therefore, the
Sales Tax data that they have right now is for October, which was received in December at
$242,000.00. Expenditures ended the quarter at $2.5 million which is due to spending that was
not spent last year which is why there is a negative balance at $119,000 that is predicted at this
time. However, once the sales tax money comes in it should off set this to as they project that
$2.2 million in Revenues to come in and Expenditures to come in at $2 million which would give
us a give us a $186,000 projected Fund Balance. Lastly, the Investments came in at $21,970.00
and a Book Value of $1.3 million.
C. Receive status reports on crime and safety statistics and programs funded through
the Crime Control Prevention District.
Police Chief John Stringer presented an overview of the status reports on crime and safety
statistics and programs funded through the Crime Control Prevention District for the Second
Quarter of Fiscal Year 2025 (January -March 2025). (Exhibit "A")
Lastly Chief Stringer noted that they currently have a shortage in Officers due to injuries and
Director Jose Ortega asked if we can get other Officers to assist in the event of staff shortages
and Chief Stringer responded that they typically provide coverage through the overtime budget.
President Nicholas Rice asked to clarify what a "Search" means as listed on page two (2) of the
report and Chief Stringer clarified that a search is when an officer is searching for a particular
vehicle due to a crime being committed and they have a vehicle description, or if they know that
a vehicle has been spotted in a particular area of a crime by trained and authorized Officers.

4. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, June 10, 2025, at 4:30 P.M., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.
Assistant General Manager Carol Flynt informed the Board Members that the Crime Control and
Prevention District tax is up for renew for another five (5) years, and the election to renew the
tax would be held in November. Therefore, the Board would need to meet in May to discuss the
upcoming election, and the tentative date for this meeting is May 20tn

With there being no further business to discuss, a motion was made by Director Charles Eugene
Murrell and seconded by Director Jose Ortega to adjourn the April 8, 2025, CCPD Board
Regular Meeting at 4:51 P.M. The vote was as follows:

The Baytown Police Department receives funds budgeted for certain uses from the Crime
Control and Prevention District. These funds support capital items, enhanced information and
information sharing systems, as well as investigative resources.
The information contained in this report reflects fund usage for the Second Quarter of FY 25.
Overview
The Baytown Police Department uses CCPD funds to enhance services in crime control and
prevention. Patrol (and Street Crimes Units) are enhanced primarily through the purchase of
(capital items) fully equipped patrol vehicles that are properly equipped to ensure that
uniformed officers are available for patrol 24 hours a day, year-round to engage in crime
control duties and projects such as focused criminal patrols. They are also equipped with body
worn cameras and Taser control devices. Other enhanced data/information and technology
system programs such as online reporting, digital evidence storage and sharing are also
supported by these funds.
AXON equipment and digital data storage and sharing system funded
• Body Worn Cameras- all Patrol and Street Crimes Personnel equipped
• Tasers- all Patrol and Street Crimes Personnel equipped
• Evidence.Com Digital Data Storage
Marked Vehicles and Unmarked Vehicles were procured as capital items
• 16 Marked Units have been ordered- (awaiting delivery) we are still receiving the previous year's
order
• 6 Unmarked Units have been ordered (awaiting delivery)
Software for Enhanced Communications and Digital Investigations
In the second quarter FY 25 the following software agreements have been funded:
• Guardian Pro- Digital Forensics software
• Gray Key- Digital Forensics software
• Cellbrite- Digital Forensics software
• AXON- Body and Vehicle Cameras, Taser, Evidence.Com enhanced digital evidence storage and
sharing
• Whooster- Investigative Software for digital investigations
• Morophotrak Automated Fingerprint Identification System (AFIS)
• CopLogic- LexisNexis- Online reporting system for citizens

o 3,493 Hot List hits which included:
• LPR data continues to assist in missing persons, murder investigations, and other felony cases.
• 9 cases involving FLOCK were randomly selected and ordered to be reviewed to confirm policy
compliance, including Independent Hit Verification. All cases were compliant.
