A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
APPOINTING RICK DAVIS, KAREN ARABIE, KYLE CARRIER, STEPHEN DON
CARLOS, MICHAEL EMMANUEL AND GINA GUILLORY TO THE BAYTOWN
TAX INCREMENT REINVESTMENT ZONE NUMBER ONE AND BAYTOWN
REDEVELOPMENT AUTHORITY; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.

WHEREAS, Chapter 311 of the Texas Tax Code provides for the appointment of a Board of
Directors to the Baytown Tax Increment Reinvestment Zone Number 1; and
WHEREAS, Subchapter D of Chapter 431 of the Texas Transportation Code and Chapter 394 of
the Texas Local Government Code provide for the appoint of a Board of Directors to the Baytown
Redevelopment Authority; and
WHEREAS,the Board of Directors for the Baytown Tax Increment Reinvestment Zone Number
One and the Baytown Redevelopment Authority are comprised of the same members, NOW,
THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That the City Council of the City of Baytown, Texas hereby appoints six (6)
members to the Board of Directors Baytown Tax Increment Reinvestment Zone Number One and Baytown
Redevelopment Authority as follows:
A. Rick Davis is appointed to serve as a Member of the Board of Directors Baytown
Tax Increment Reinvestment Zone Number One and Baytown Redevelopment
Authority with a term expiring on August 31, 2026;
B. Karen Arabie is appointed to serve as a Member of the Board of Directors Baytown
Tax Increment Reinvestment Zone Number One and Baytown Redevelopment
Authority with a term expiring on August 31, 2026;
C. Kyle Carrier is appointed to serve as a Member of the Board of Directors Baytown
Tax Increment Reinvestment Zone Number One and Baytown Redevelopment
Authority with a term expiring on August 31, 2026;
D. Stephen Don Carlos is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number One and Baytown
Redevelopment Authority with a term expiring on August 31, 2025;
E. Michael Emmanuel is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number One and Baytown
Redevelopment Authority with a term expiring on August 31, 2025; and
F. Gina Guillory is appointed to serve as a Member of the Board of Directors
Baytown Tax Increment Reinvestment Zone Number One and Baytown
Redevelopment Authority with a term expiring on August 31, 2026;
Section 2: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of
Baytown this the 10"day of April, 2025.
