A RESOLUTION OF THE CITY COUNCIL OF BAYTOWN,TEXAS,AUTHORIZING
THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE TEXAS
GENERAL LAND OFFICE (GLO) FOR COMMUNITY DEVELOPMENT BLOCK
GRANT DISASTER RECOVERY REALLOCATION PROGRAM (DRRP) ON
BEHALF OF THE PUBLIC WORKS AND ENGINEERING DEPARTMENT;
DESIGNATING AN AUTHORIZING REPRESENTATIVE; AUTHORIZING THE
REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY
RESULT THEREFROM;AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, Hurricane Harvey(DR-4332) severely impacted the City of Baytown;
WHEREAS,City of Baytown desires to increase resilience to disasters and reduce or eliminate the
long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by
lessening the impact of future disasters;
WHEREAS,City of Baytown desires a viable community, including decent housing and a suitable
living environment and expanding economic opportunities, principally for persons of low-to-moderate
income;
WHEREAS,City of Baytown aims to affirmatively further fair housing by identifying projects that
overcome or do not increase patterns of residential segregation based on race, color, religion, national
origin, sex, disability, or family status; and
WHEREAS, it is necessary and in the best interests of the City of Baytown to apply for funding
under the Community Development Block Grant Disaster Recovery Reallocation Program (DRRP);
NOW,THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That a Community Development Block Grant Disaster Recovery Reallocation
Program (DRRP) program application is hereby authorized to be filed by the City of Baytown with the
General Land Office for the disaster recovery efforts under the DRRP Program.
Section 2: That the two projects detailed within the application will make Street Improvements&
Flood and Drainage improvements on the West and South side of Baytown, which were identified as a risk
due to Hurricanes.Tropical Storms Tropical Depressions and Severe/Mild Rain events, thereby placing
undue and certain health and safety risks on residents.
Section 3: That the CDBG-DRRP Application request amount be filed for$5,000,000.00 and
$15,000,000.00.The grant funds are to be used for construction activity only.
Section 4: The City of Baytown is committing a total of$4,415,485.32 in local funds to be used
toward administration, environmental, and construction services and Harris County through Interlocal
Agreement is contributing$3,701,043.53 toward construction for the Market Street Project.
Section 5: The City of Baytown is committing $1,650,000.00 in local funds to be used toward
administration, environmental, and construction, and Harris County Flood Control through interlocal
agreement is contributing $1,731,294.00 toward construction for the West Baytown Drainage
Improvements.
Section 6: That the City Council directs and designates the City Manager as the City's Chief
Executive Officer(s)and Authorized Representative to act in all matters in connection with this application
and the County's participation in the Community Development Block Grant Disaster Recovery
Reallocation Program(DRRP).
Section 7: That all funds will be used in accordance with all applicable federal, state, local and
programmatic requirements including but not limited to procurement, environmental review, labor
standards, real property acquisition, fair housing, and civil rights requirements.
Section 8: This resolution shall take effect immediately from an after its passage by the City
Council of the City of Baytown.
