2024 11 25 FCPEMSD Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT November 25, 2024 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Special Meeting on Monday, November 25, 2024, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Barry L. Hawkins Vice President Rhonda Lopez Director Mirtha Morales Director Jamari Gilbert Director Carol Flynt Assistant General Manager Vance Hinds Assistant General Counsel Gabriella Gonzales Acting Secretary Vice President Barry L. Hawkins convened the November 25, 2024, FCPEMSD Board Special Meeting with a quorum present at 5:05 P.M., all members were present with the exception of Directors Larry Hollaway and Abraham Carrillo who were absent. 1. CITIZEN COMMENTS Vice President Barry L. Hawkins announced no one signed up to speak. 2. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on July 16, 2024. A motion was made by Director Mirtha Morales, and seconded by Director Rhonda Lopez to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on July 16, 2024, as submitted. The vote was as follows: Ayes: Vice President Barry L. Hawkins, Director Rhonda Lopez, Director Mirtha Morales, Director Jamari Gilbert Nays: None Other: Director Larry Rollaway (Absent), Director Abraham Carrillo (Absent) Approved FCPEMSD Board Special Meeting Minutes November 25, 2024 Page 2 of 3 3. PROPOSED RESOLUTIONS a. Consider a resolution authorizing the purchase of one (1) 2025 Ford F-450 Diesel 4X2 Regular Cab Chassis and Frazer Type I 14' Ambulance for the Fire Department. Fire Chief Kenneth Dobson presented Agenda Item 3.a., regarding the replacement of Ambulance No. 5. He stated that this purchase is included in the budget and aligns with the regular replacement schedule. In response to Director Rhonda Lopez's inquiry about the process, Chief Dobson explained that one ambulance is purchased each year. He added that it typically takes about two years to receive the new unit after ordering. Once replaced, the old ambulance remains in reserve for three to four years. A motion was made by Director Jamari Gilbert, and seconded by Director Mirtha Morales to approve Resolution No. 101, as related to Item 3 .a. The vote was as follows: Ayes: Vice President Barry L. Hawkins, Director Rhonda Lopez, Director Mirtha Morales, Director Jamari Gilbert Nays: None Other: Director Larry Hollaway (Absent), Director Abraham Carrillo (Absent) Approved RESOLUTION NO. 101 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT APPROVING THE PAYMENT TO STERLING MCCALL FORD FROM THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2024-2025 BUDGET FOR THE PURCHASE OF ONE (1) 2025 FORD F-450 DIESEL 4X2 REGULAR CAB CHASSIS AND FRAZER TYPE I 14' AMBULANCE FOR THE FIRE DEPARTMENT IN THE AMOUNT OF THREE HUNDRED SEVENTY-FOUR THOUSAND SEVENTY-FIVE AND NO/100 DOLLARS ($374,075.00); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4. REPORTS a. Receive the Baytown Fire Control Prevention and Emergency Medical Service District's Quarterly Financial and Investment Reports for the Quarter Ending June 30, 2024. FCPEMSD Board Special Meeting Minutes November 25, 2024 Page 3 of 3 Assistant Finance Director Fatima Uwakwe presented the Baytown Fire Control Prevention and Emergency Medical Service District's Quarterly Financial and Investment Reports for the Third Quarter ending June 30, 2024. (Exhibit "A") Vice -President Barry L. Hawkins acknowledged the report received. 5. MANAGER REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, January 21, 2025, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. Assistant General Manager Carol Flynt reported their next meeting is scheduled for Tuesday, January 21, 2025, at 4:30 P.M., in the Baytown Conference Room located at City Hall. 6. ADJOURN With there being no further business to discuss, Vice President Barry L. Hawkins adjourned the November 25, 2024, FCPEMSD Board Special Meeting at 5:16 P.M.
