A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
ADOPTING THE MISSION STATEMENT, AND ESTABLISHING THE POWERS
AND DUTIES, OF THE BAYTOWN ECONOMIC DEVELOPMENT ADVISORY
COMMITTEE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, on or about October 26, 2023 the City Council of the City of Baytown, Texas passed
Resolution 2869 creating the Baytown Economic Development Advisory Committee; and
WHEREAS, the City Council now desires to adopt a mission statement for the Committee and
define its powers and duties; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That the City Council hereby finds that all matters and facts set forth in the recitals
above are true and correct.
Section 2: That the primary mission of the Economic Development Advisory Committee is to
support the City of Baytown's economic growth through the strategic management and promotion of the
Baytown Catalyst Fund. The Committee will collaborate with City economic development staff to identify,
evaluate, and recommend funding opportunities that enhance the quality of life in Baytown. Through its
role, the aim is to foster business growth, economic development, and community improvement, ensuring
that all funding initiatives align with the City's broader economic prosperity goals.
Section 3: That the Baytown Economic Advisory Development Committee shall have the
following powers and duties, with the primary focus on the management and recommendation of the
Catalyst Fund:
1. Review and Recommend Changes to Economic Development Policies:
The Committee will review and propose updates to the City's economic development policies as
they relate to the Catalyst Fund and other economic development initiatives.
2. Develop and Implement Strategy for the Catalyst Fund:
The Committee will work to develop an action strategy for the Catalyst Fund, ensuring that it
supports the goals of the Economic Prosperity Roadmap and Strategic Tourism Action Plan.
Recommendations for revisions to the Catalyst Fund or related programs will be submitted to the
City Council.
3. Monitor Implementation of the Catalyst Fund:
The Committee will monitor the implementation of the Catalyst Fund,ensuring that projects funded
align with the City's economic development priorities.The committee will submit an annual report
to the City Council on progress made through the Catalyst Fund.
4. Review and Recommend Catalyst Fund Applications:
The Committee will review applications submitted for the Baytown Catalyst Fund that have
succeeded to the final round of evaluation.The Committee will make recommendations to the City
Council regarding the funding and allocation of these resources.
5. Other Delegated Functions:
The Committee will perform other functions related to economic development and the Catalyst
Fund as may be delegated by the City Council
Section 4: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
