CITIZEN COMMENTS Mayor / President Brandon Capetillo announced no citizens signed up to speak. 2. MUNICIPAL DEVELOPMENT DISTRICT ITEMS a. Recess into and conduct an executive session pursuant to Section(s) 551.071 and/or 551.087 of the Texas Government Code to seek the advice of the City's attorneys and/or to discuss economic development negotiations. At 6:46 P.M., President Brandon Capetillo recessed and convened into an Executive Session pur- suant to Sections 551.071 and 551.087 of the Texas Government Code. At 7:12 P.M., President Brandon Capetillo reconvened the meeting and announced that, in accord- ance with Section 551.102 of the Texas Government Code, no action was taken in the Executive Session. General Manager Jason Reynolds provided a summary regarding the Fiscal Year 2024-2025 Op- erating Budget for the Hyatt Regency Baytown -Houston. The City Council was provided an over- view during their Executive Session. President Brandon Capetillo acknowledged the report was received. C. Consider a resolution adopting the Fiscal Year 2024-2025 Operating Budget for the Hyatt Regency Baytown -Houston. General Manager Jason Reynolds provided a brief summary of a resolution adopting the Fiscal Year 2024-2025 Operating Budget for the Hyatt Regency Baytown -Houston. A motion was made by Vice President Laura Alvarado and seconded by Director Sarah Graham to approve Resolution No. 480, as submitted. Consider a resolution authorizing payment to Canco Construction for emergency work conducted at the Hyatt Regency Baytown - Houston Convention Center following Hur- ricane Beryl. General Manager Jason Reynolds informed the MDD Board Members the payment request will be made on behalf of the Hyatt Regency Baytown - Houston Convention Center to cover the insurance deductible fee. RECOGNITIONS AND CITIZEN COMMUNICATIONS a. Recognize City of Baytown Employees for their Years of Service. City Council and MDD Joint Regular Meeting Minutes August 22, 2024 Page 4 of 16 Human Resources Director Joey Lopez presented the item and provided a video presentation of Fire Department Lieutenant Jeff Kelly, that received the 25 Years of Service award for the month of August. b. Present a proclamation designating September 9, 2024, as Officer Bobby Paulk Day. Mayor Brandon Capetillo, accompanied by Police Chief John Stringer, read the proclamation designating September 09, 2024 as Officer Bobby Paulk Day in Baytown. Police Chief John Stringer announced the memorial will take place at the Baytown Police Depart- ment in the Lobby on September 09, 2024 to present a memorial chair in honor of Officer Bobby Paulk. 4. BUDGETS FOR FISCAL YEAR 2024-2025 a. Conduct a public hearing concerning the City of Baytown Year 2024-2025 Proposed Municipal Budget. At 7:28 P.M., Mayor Brandon Capetillo opened the public hearing regarding the City of Baytown Year 2024-2025 Proposed Municipal Budget. Finance Director Teresa McKenzie summarized the latest updates regarding the City of Baytown Year 2024-2025 Proposed Municipal Budget. PROPOSED ORDINANCES a. Consider an ordinance amending Chapter 2 "Administration," Article IV "Boards and Commissions," Division 2 "Parks and Recreation Board," Section 2-281 "Created; Membership"; to remove the appointment deadline. Assistant City Attorney Kristin Holmes provided an overview of Item 5.a., related to the removal of an appointment deadline. Consider an ordinance to repeal and replace the Unified Land Development Code (ULDC) and accompanying zoning map. Repeal and replacement of Subpart B, Appendix A, Unified Land Development Code in the Baytown Code of Ordinances, as a new Chapter 111 of the Baytown Code of Ordinances. PIanning and Development Director Martin Scribner addressed the Council in regards to an ordinance to repeal and replace the Unified Land Development Code (ULDC) and accompanying zoning map. Repeal and replacement of Subpart B, Appendix A, Unified Land Development Code in the Baytown Code of Ordinances, as a new Chapter 1 I 1 of the Baytown Code of Ordinances. Mr. Scribner wanted to thank Council Members for their suggestions on the revisions. A motion was made by Council Member Kenrick Griffith and seconded by Council Member Laura Alvarado to table Item 6.b., until September 12, 2024. She wanted to say what a great job the city has done, as a longtime resident of Baytown. It was a great phone call to end the week and it was a pleasure to speak with Robin Brackin. • Planning and Development o The 2024 Back — to -- School Fair, held on Saturday, August 10, 2024, was a resounding success. Made possible by I I I volunteers, including employees from the Community, Schools and City departments. Volunteers distributed 1,250 backpacks stuffed with supplies to start the new school year. Fourteen vendors contributed, offering essential services like eye exams, health screen- ings, and refreshments. Notable contributions included 40 free haircuts from Sik Kutz and a donation of 40 cases of water from Niagara Bottling. Major sponsors played a crucial role, with Baytown Methodist providing 405 back- packs, Raising Cane's donating $3,000, Exxon, Fidelis, and Enterprise contrib- uting school supplies and funds permitting purchase for next year's 2025 contributions towards school supplies. These combined efforts had a profound impact on the students in our community. • Fire Department o Division Chief James Miller was awarded the professional designation of Chief Fire Officer (CFO) from the Center for Public Safety Excellence (CPSE) Com- mission of Professional Credentialing on August 6, 2024. • Police Department o On August 14, 2024 citizen Linda Powell recognized Officers John Tacito, Shane Weitzel, and Juan Navarro for their assistance. During Hurricane Beryl, her front door became stuck and she could not get into her home. Officers Tac- City Council and MDD Joint Regular Meeting Minutes August 22, 2024 Page 14 of 16 ito, Wietzel and Navaro responded and worked to get the door open for her. Ms. Powell stated, "I love my Baytown Police Department." o On July 17th, 2024, Officer Christopher Obenland received information from Detective Justin Turpin that a sexual assault offender had a warrant for his ar- rest. Officer Obenland worked tirelessly to exhaust all options to arrest the of- fender who had not only committed heinous acts in the presence of a child but had been making threats as well. After finally learning the offender was in the Beaumont area, he contacted a Beaumont officer whom he has worked with. The officers in Beaumont were able to locate the offender and place him in custody before he could harm anyone else. This is a testament to the dedication and tireless attitude of Officer Obenland. o Lieutenant Rene Hinojosa completed the first three week module of the Texas Police Chief Leadership Series. This is a nine week program at the Executive Command College for Police Leaders. Mayor Brandon Capetillo was glad to see all those that contributed and came to assist in the School Fair 2024 Event. Council Member Laura Alvarado expressed thanks to Mr. Reynolds for taking the time to address questions from parents attending the event. 9. COUNCIL MEMBER DISTRICT REPORT a. Receive a report from Council Member James Franco regarding projects, pro- grams and events in District No. 4. Council Member James Franco reported the current projects, programs and events of District 4: and thanked the citizens for attending the School Fair Event as well. Public Works & Engineering o Garth Road Widening project is making progress with the utility reloca- tion phase, which is about 30% complete. Roadway construction is scheduled for mid - 2025 to begin from IH - 10 to Archer. o The IH - 10 Intersection Project is still under review by TxDOT and Har- ris County construction is scheduled to begin in early 2025. Planning & Development o 5921 E IH 10 - New Exclusive Furniture Store is under inspection and 50% complete. o 6280 Garth - 2 New Shell Buildings for future tenants are in plan review. o 5010 N Main - Trinity Episcopal Church remodel is under inspection. o 5006 Garth - Chick- fil- A remodeling the parking lot permit issued, not in- spected yet. o 7604 Gateway - Warehouse for Elliot Electrical Supply is under inspection and 45% complete. The season starts on September 19, 2024 with a $200 team fee. Games are at the Wayne Gray Sports Complex.
