2024 09 16 CC Minutes Special MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN September 16, 2024 The City Council of the City of Baytown,Texas,met in a Special Meeting on Tuesday, September 16, 2024, at 4:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street, Baytown, Texas, with the following in attendance: Laura Alvarado Council Member Sarah Graham Mayor Pro Tem Kenrick Griffith Council Member James Franco Council Member Mike Lester Council Member Brandon Capetillo Mayor Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk Mike Holden Assistant Sergeant at Arms Mayor Brandon Capetillo convened the September 16,2024, City Council Special Meeting with a quorum present at 4:35 P.M. All members were present with the exception of Council Member Jacob Powell who was absent. 1. CITIZEN COMMENTS Mayor Brandon Capetillo announced no citizens signed up to speak. 2. PROPOSED ORDINANCES a. Consider taking a record vote on the proposed tax rate of$0.70042 per$100 valuation and setting a public meeting to vote on the tax rate. A motion was made by Council Member Laura Alvarado and seconded by Mayor Pro Tem Sarah Graham to consider taking a record vote on the proposed tax rate of$0.70042 per$100 valuation by a show of hands to approve Ordinance No.15,911, as submitted. The vote was as follows: Ayes: Mayor Brandon Capetillo,Mayor Pro Tern Sarah Graham,Council Member Laura Alvarado,Council Member Kenrick Griffith,Council Member James Franco and Council Member Mike Lester Nays: None Other: Council Member Jacob Powell (Absent) Approved City Council Special Meeting Minutes September 16,2024 Page 2 of 2 Mayor Brandon Capetillo noted that the proposed rate is slightly below the no new-revenue rate, and once adopted,it will result in a tax decrease for citizens. He also expressed his gratitude to the staff for successfully meeting the challenges associated with this budget. ORDINANCE NO. 15,911 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAY- TOWN, TEXAS, PROPOSING A TAX RATE THAT DOES NOT EX- CEED THE LOWER OF THE NO NEW-REVENUE OR VOTER- APPROVAL TAX RATE FOR THE FISCAL YEAR ENDING SEPTEM- BER 30, 2025; SETTING A PUBLIC MEETING FOR A VOTE ON THE PROPOSED TAX RATE; PROVIDING A REPEALING CLAUSE; CON- TAINING A SAVINGS CLAUSE;AND PROVIDING FOR THE EFFEC- TIVE DATE THEREOF. 3.
