2024 07 16 CCPD Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT July 16, 2024 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Special Meeting on Tuesday, July 16, 2024, at 4:00 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Nicholas Rice President Charles Eugene Murrell Director David Start, Jr. Director Lloyd J. Herrera Director Carol Flynt Assistant General Manager Scott Lemond General Counsel Gabriella Gonzales Acting Secretary President Nicholas Rice convened the July 16, 2024, CCPD Board Special Meeting with a quorum present at 4:04 P.M., all members were present with the exception of Vice President James Coker, Director Loretta white and Director Jose Ortega who were absent. 1. CITIZEN COMMENTS President Nicholas Rice announced no one signed up to speak. 2. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District Regular Meeting held on April 9, 2024. A motion was made by Director Lloyd J. Herrera, and seconded by Director Charles Eugene Murrell to approve the meeting minutes of the Baytown Crime Control and Prevention District Regular Meeting held on April 9, 2024, as submitted. The vote was as follows: Ayes: President Nicholas Rice, Director Charles Eugene Murrell, Director David Start, Jr, Director Lloyd J. A motion was made by Director Charles Eugene Murrell, and seconded by Director Lloyd J. Herrera to approve the meeting minutes of the Baytown Crime Control and Prevention District Special Meeting held on May 21, 2024, as submitted. Herrera, and seconded by Director Charles Eugene Murrell to approve the meeting minutes of the Baytown Crime Control and Prevention District Special Meeting held on June 11, 2024, as submitted. Herrera Nays: None Other: Director David Start, Jr (Abstain), Vice President James Coker (Absent), Director Loretta White (Absent), Director Jose Ortega (Absent) Approved 3. PROPOSED RESOLUTIONS a. Consider a resolution adopting the Baytown Crime Control and Prevention District Fiscal Year 2024-2025 Budget. President Nicholas Rice opened the floor for discussion or questions from staff and Board members regarding the proposed resolution to adopt the Baytown Crime Control and Prevention District (CCPD) Fiscal Year 2024-2025 Budget. Director David Start, Jr. asked whether vehicles are procured individually or through BuyBoards, and why the cost of marked patrol vehicles is lower than that of unmarked vehicles. Lieutenant Shawn Fisher clarified that police vehicles are purchased through Texas Local Government CCPD Board Special Meeting Minutes July 16, 2024 Page 3 of 4 Purchasing Cooperatives, such as the Houston -Galveston Area Council (H-GAC) or County BuyBoard, depending on which provides the best pricing. He further explained that unmarked vehicles are equipped with additional features not included in marked units. Director Start also requested clarification on what AXON equipment includes. Lieutenant Fisher responded that AXON covers body -worn cameras, in -car videos, video room recorders, tasers, and the evidence.com database. Additionally, Mr. Start asked whether the budget item for AXON consists of maintenance or capital outlay. Lieutenant Fisher confirmed it is not capital outlay. Director Start inquired why the Maintenance item for the 2023-2024 fiscal year is significantly lower compared to both the 2022-2023 fiscal year and the proposed 2024-2025 budget. He also asked if this trend is expected to continue in future budgets. Lieutenant Fisher explained that the AXON line item was transferred to the City of Baytown's Operations budget for 2023-24. In the proposed 2024-25 budget, it has been moved back to the Crime Control and Prevention District (CCPD) budget, with the expectation that it will remain in the CCPD budget for future years. President Nicholas Rice observed that recent quarterly financial reports showed a slight decrease in sales tax revenues compared to previous years. He inquired whether staff anticipates any challenges with the upcoming budget if this trend continues. Assistant Finance Director Fatima Uwakwe explained that the sales tax is declining due to a drop in inflationary pricing, but the District will address this by adjusting the budget to align with the lower projections. A motion was made by Director Lloyd J. Herrera, and seconded by Director Charles Eugene Murrell to approve Resolution No. 85, related to Item 3.a. Herrera Nays: None Other: Vice President James Coker (Absent), Director Loretta White (Absent), Director Jose Ortega (Absent) Approved RESOLUTION NO. 85 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2024, AND ENDING SEPTEMBER 30, 20255 IN ACCORDANCE WITH CHAPTER 363 OF THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES ADOPTED BY THE DISTRICT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, October 8, 2024, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant City Manager Carol Flynt stated the next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, October 8, 2024, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. 5. EXECUTIVE SESSIONS a. Recess into and conduct an executive session pursuant to Section(s) 551.071 of the Texas Government Code to seek the advice of the City's attorneys. At 4:11 P.M., President Nicholas Rice recessed into and conducted an Executive Session pursuant to Section 551.071 of the Texas Government Code to seek the advice of the City's Attorneys regarding pending or contemplated litigation. At 4:39 P.M., President Nicholas Rice reconvened the Open Meeting of the Crime Control and Prevention District (CCPD) Special Meeting and announced that in accordance with Section 551.102 of the Texas Open Meetings Act, no action was taken in the Executive Session. 6. ADJOURN With there being no further business to discuss, a motion was made by Director Lloyd J. Herrera and seconded by Director Charles Eugene Murrell to adjourn the July 16, 2024, Baytown Crime Control and Prevention District Board Special Meeting at 4:39 P.M.
