All members were present. The Pledge of Allegiance, Texas Pledge, and Invocation were led by Mayor Pro Tem / Vice President Sarah Graham. 1. CITIZEN COMMENTS Mayor/President Brandon Capetillo announced no citizens signed up to speak. 2. MUNICIPAL DEVELOPMENT DISTRICT ITEMS a. Conduct a public hearing concerning the Baytown Municipal Development District's Fiscal Year 2024-2025 Proposed Budget. At 6:38 P.M., President Brandon Capetillo opened the public hearing regarding the Baytown Municipal Development District's Fiscal Year 2024-2025 Proposed Budget. General Manager Jason Reynolds provided a detailed overview of the Baytown Municipal Devel- opment District's Fiscal Year 2024-2025 Proposed Budget. President Brandon Capetillo announced no citizens had signed up to speak on the item. Mayor Brandon Capetillo acknowledged the budget was received. 5. MUNICIPAL BUDGET FOR FISCAL YEAR 2024-2025 a. Receive the City Manager's Proposed Municipal Budget and budget message for Fiscal Year 2024-2025. City Clerk Angela Jackson distributed the City Manager's Proposed Municipal Budget and budget message for Fiscal Year 2024-2025 to the City Council members. Mayor Brandon Capetillo acknowledged the budget was received. b. Consider a resolution setting the dates for the budget work sessions to discuss the Proposed Municipal Budget for Fiscal Year 2024-2025. A motion was made by Council Member Laura Alvarado and seconded by Mayor Pro Tern Sarah Graham to approve Resolution No. 2937, as submitted. Consider an ordinance setting the date,time and place for a public hearing regarding the Proposed Municipal Budget for Fiscal Year 2024-2025. Mayor Brandon Capetillo announced he will not take action at the Public Hearing regarding the Proposed Municipal Budget for Fiscal Year 2024-2025. 6. PROPOSED ORDINANCES Anne Lahowetz, 4809 Gulfway Dr., thanked the Planning and Development staff for their assis- tance in resolving her concerns regarding Item 6.a., and thanked Mayor Brandon Capetillo,Mayor City Council Regular Meeting Minutes July 25,2024 Page 5of14 Pro Tern Sarah Graham and Council Member Laura Alvarado for their assistance through the pro- cess. a. Consider an ordinance to repeal and replace the Unified Land Development Code (ULDC) and accompanying zoning map. Repeal and replacement of Subpart B, Appendix A, Unified Land Development Code in the Baytown Code of Ordinances, as a new Chapter 111 of the Baytown Code of Ordinances. Planning and Development Director Martin Scribner informed the City Council Members they are requesting to delay the vote regarding the ordinance to repeal and replace the Unified Land Devel- opment Code(ULDC)and accompanying zoning map. Repeal and replacement of Subpart B,Ap- pendix A,Unified Land Development Code in the Baytown Code of Ordinances,as a new Chapter 111 of the Baytown Code of Ordinances, until January 1, 2025. Planning and Development Assistant Director Ryan Hvitlok summarized the subject matter. Council Members provided their concerns and opinions regarding the types of developments to be permitted following this Ordinance approval. Mayor Brandon Capetillo announced no action would be taken. 7. PROPOSED RESOLUTIONS a. Consider a resolution authorizing the City Manager to submit an application to the Department of Housing and Urban Development (HUD) for the 2024-2025 Community De- velopment Block Grant(CDBG) funds. Planning and Development Assistant Director Ryan Hvitlok summarized Item 7.a., a resolution authorizing the City Manager to submit an application to the Department of Housing and Urban Development(HUD) for the 2024-2025 Community Development Block Grant(CDBG) funds. A motion was made byCouncil Member Laura Alvarado and seconded byMayor Pro Tern Sarah Y Graham to approve Resolution No. 2938. Consider a resolution adopting the revised Community Development Block Grant (CDBG) Sewer Line Repair and Replacement Program Guidelines. Planning and Development Assistant Director Ryan Hvitlok summarized Resolution No. 2941, highlighting the requirement criteria and benefits of using the CDBG Homebuyer Assistance Pro- gram. The Council Members expressed their opinions and potential amendment request that can be re- vised to help increase the number of homeowners utilizing this program. MANAGER'S REPORT City Manager Jason Reynolds presented the Manager's Report: • Police Department o Recently received a 90% on an audit for Offender Watch compliance of sex offender registration(SOR)requirements,one of the highest ratings in the state, which is not easy to accomplish. Thanks to the efforts of Administrative Assis- tant Estela Martin, Detective Jessica Gallegos, and Detective Natalie Robinson for managing the SOR program and making this rating possible! • Human Resources o Rachel Philo earned her Society for Human Resource Management Certified Professional (SHRM-CP) credential. Receive a report from Council Member Sarah Graham regarding projects, pro- grams and events in District No.2. Mayor Pro Tern Sarah Graham reported the current projects,programs and events of District 2: Mayor Pro Tem Sarah Graham provides a brief description of the perspective areas in Baytown that fall under District 2. • Public Works&Engineering o West Texas Avenue Drainage Improvements Project—Advertisement for bids will begin next week. It is anticipated that Council will be presented a contract in September with construction beginning in late September or early October. o South Main and Republic Drainage Improvements Project — The design and property acquisition are nearly complete. Two parcels need to be pro- cured, one from Union Pacific Railroad and the other from GCCISD. We hope to start advertising for bids in September and begin construction in December. o Lee High School Drainage Improvements—Construction is complete and the contractor is working through the punch list. It is anticipated that City Council will be asked to approve the final change order and payment to the contractor in September. o Texas Avenue Lift Station — the design is underway and approximately 20%complete. The team is working through the challenges associated with elevating the lift station to comply with floodplain requirements. o Market Street Revitalization—Design is complete.The County is awaiting permits for the railroad crossings. • Planning&Development o 1907 Decker Dr—Demolish Existing Structure& Construct New Wen- dy's Restaurant—In Review—Awaiting Resubmittal. o 1502 Nolan Rd—Bay Terrace Apartments Remodel—20 permits issued —no inspections yet. o 1715 N Alexander Dr—Remodel of Existing Structure; Tortilleria Y Taqueria De La Cruz—Permit Issued—no inspections yet. o 205 W Texas Ave—Parks& Recreation Storage Building—Under In- spection approximately 60%complete. • Parks&Recreation o District 2 -Bicentennial Park hosted a highly successful 3rd and 4th of July event earlier this month. The Bellamy Brothers'performance on the 3'C was well-received,setting the stage for an even larger turnout on the 4th of July, highlighted by the performances of Niko Moon and Brett Young, which drew the largest crowd ever seen at the park. "A big thank you to the Parks and Recreation staff that assisted with setting up during the event." Overall, the event at Bicentennial Park was a great success, combining great music, community spirit, and engaging displays to create a memorable celebration of Inde- pendence Day. Events like this are only made possible through the com- bined efforts of multiple departments working together from the City of Baytown. o The Eddie V. Gray Wetland Center restarted camps last week with Nature's Canvas. Power was still out at the Wetlands Center so camp was held Mon- day-Wednesday at the Community Center. Power was restored at the Wet- lands Center Wednesday afternoon so camp finished up at the Wetlands Center Thursday and Friday. o On August 17th,the Market at Town Square will continue its summer prime time hours from 6pm- 10pm. Currently,there are over 70 vendors selling a variety of local goods either made or grown within a 100-mile radius of the Town Square. Music, Food & drinks will also be available for the whole family to enjoy. o Public Safety Listening Tour will be held at the Wetlands Center on August 19, 2024 at 5:30 P.M. o Citizen Highlight from District 2: Leonard Graham for 20 plus years of beautifying the community. 11.
