The City Council of the City of Baytown, Texas, met in a Regular Meeting on Thursday, August
08, 2024, at 6:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street,
Baytown, Texas,with the following in attendance:

Mayor Brandon Capetillo convened the August 08, 2024 Regular City Council Meeting with a
quorum present at 6:33 P.M. All members were present.
The Pledge of Allegiance, Texas Pledge, and Invocation were led by Council Member Kenrick
Griffith.
1. CITIZEN COMMENTS
Mayor Brandon Capetillo announced citizens signed up to speak.
Jessica Brown and Dianney Ceron with City of Baytown Municipal Court announced their 2nd
annual Stop Look and Learn Traffic Safety and Resource Fair will be held on August 17, 2024
from 10:00 A.M.to 2:00 P.M.,at the Baytown Community Center,hosted by the Municipal Court,
Baytown Police Department Traffic Unit and other community organizations.This is an event that
brings awareness to the importance of traffic safety and opens the opportunity to speak with re-
sources in the area.
Mayor Brandon Capetillo informed the citizens their one minute time had exceeded.
A motion was made by Council Member Kenrick Griffith and seconded by Council Member James
Franco to approve extending the one(1)minute time for Citizen Comments. The vote was as fol-

3. SPECIAL DISTRICTS BUDGETS FOR FISCAL YEAR 2024-2025
a. Conduct a public hearing concerning the Baytown Crime Prevention District's Fiscal
Year 2024-2025 Proposed Budget.
City Manager Jason Reynolds informed the City Council a second public hearing will be held on
August 22, 2024 regarding the Baytown Crime Prevention District's Fiscal Year 2024-2025 Pro-
posed Budget.
At 6:41 P.M.,Mayor Brandon Capetillo opened the public hearing concerning the Baytown Crime
Prevention District's Fiscal Year 2024-2025 Proposed Budget.
Finance Director Teresa McKenzie informed the City Council of the revised budget with no
changes to the ending balance during the Crime Control Prevention District meeting held on July
16, 2024.
Mayor Capetillo announced no citizens had signed up to speak on the item.

Finance Director Teresa McKenzie provided a summary regarding the Baytown Fire Control,
Prevention and EMS District Fiscal Year 2024-2025 Proposed Budget.

c. Consider an ordinance to repeal and replace the Unified Land Development Code
(ULDC) and accompanying zoning map. Repeal and replacement of Subpart B, Appendix

Planning and Development Director Martin Scribner summarized Item 5.c., regarding an or-
dinance to repeal and replace the Unified Land Development Code(ULDC) and accompany-
ing zoning map. Repeal and replacement of Subpart B, Appendix A, Unified Land
Development Code in the Baytown Code of Ordinances, as a new Chapter 111 of the Bay-
town Code of Ordinances, staff request no action be taken for this item at this meeting.
Mayor Brandon Capetillo pushed Item 5.c. to the next Council meeting. No action was taken.
6. DISCUSSIONS
a. Discuss emergency preparedness for senior, assisted living and nursing homes.
Emergency Management Coordinator David Alamia presented a presentation highlighting options
and standards to address concerns for seniors, assisted living and nursing homes. (Exhibit A)
b. Discuss amending Chapter 34 "Environment",Article VII "Noise",Division 1."Gen-
erally,", Section 34-363, Section 34-365 and Section 34-366 of the Code of Ordinances, Bay-
town,Texas, related to sound prohibitions.
Mayor Pro Tern Sarah Graham summarized a resident's concerns regarding the regulation for noise
abatement times.
Council Members expressed their opinions and concerns regarding amendment of Chapter 34"En-
vironment", Article VII "Noise", Division 1. "Generally,", Section 34-363, Section 34-365 and
Section 34-366 of the Code of Ordinances.
c. Receive and discuss a presentation from Harris County Sports&Convention Corpo-
ration on Project Vector.

Economic Development Manager Brian Moran summarized Item 6.c., and introduced CEO/Exec-
utive Director Ryan Walsh with Harris County Sports &Convention Corporation(HSCC)to pre-
sent the HSCC on Project Vector.

8. MANAGER'S REPORT
City Manager Jason Reynolds presented the Manager's Report:
• Police Department
o Received an email from a citizen from District 4, thanking the Baytown Police
Department (BPD) for a noticeable increase in police presence and neighbor-
hood patrols. All the BPD efforts are appreciated.
• Public Affairs
o Scott Johnson of Evergreen Road wanted to inform the City of Baytown that
the Public Works picker trucks were in their neighborhood first thing in the
morning of Saturday August 03,2024. Henry Gutierrez and his crew did a great
job making quick work of the storm debris. The crew was very friendly and
professional.They were very pleasant to visit with while they were at my house.
The entire neighborhood looks clean and inviting again. Please pass on my ap-
preciation for their hard work on a Saturday morning.

• Public Works and Engineering
o Resident Ken Terry informed us during Hurricane Beryl, he reported a down
tree across the street near 424 Azalea Dr. in Lakewood to (EOC). The tree
blocked the entire street for 2 days. On the 3'1 day, he saw a city crew in the
neighborhood and asked them if they were aware. The worker stated it was not
on his list, but he would certainly take care of it. Within about 10 minutes the
removal crew arrived and sprang into action. It was extremely hot as it was
about 3:00 P.M.Nevertheless, these guys completed the task and took a couple
minutes to visit with him. I would like to recognize James,Joe, Lester,Joe and
Lewis assigned to the City Drainage Department for their fast response,profes-
sionalism,hard work and customer relations abilities. Thank you.
• Planning and Development
o The New Year in New Shoes Program helps low to moderate-income families
living in Baytown by purchasing shoes for the new school year, up to $50 per
child. This year,the program provided 358 children with new shoes to start the
school year off on the right foot.
o Back to School fair is being held by our Community Development team this
Saturday,August 10th from 8:00 A.M.till 12:00 P.M. (or until supplies run out)
at the Community Center.We'll be handing out new backpacks,school supplies,
and free haircuts by Sik Kutz for the new school year. There will also be other
giveaways,made possible by local businesses who have sponsored this event.
• Mr.Reynolds shared an article from The Baytown Sun by Ginger Stripling express-
ing her joy of seeing the Brunson Theater reborn.
• Disaster Recovery Association will be located in the Community Center for resi-
dents affected by Hurricane Beryl that still require assistance.
• A Disannexation public dialogue will be held for residents at City Council Meeting
on September 26, 2024 for further discussion.
• Debris removal continues to work on pick up, with all equipment and resources
being utilized to assist in this process,but it will take time to complete.
9. COUNCIL MEMBER DISTRICT REPORT
a. Receive a report from Council Member Kenrick Griffith regarding projects, pro-
grams and events in District No.3.
Council Member Kenrick Griffith reported the current projects,programs and events of District 3:
• Public Works & Engineering(PWE)
o BAWA Raw Water Rehabilitation—This project will repair and replace raw
pumping infrastructure that has reached the end of its service life, is in the bid
phase. Bids are due this month and construction is scheduled to begin in No-
vember.
o Garth Road—the construction project to relocate utilities along sections A&
B is scheduled for completion in early 2025. The design of C, D & E is 60%
complete. Roadway construction of Phases A & B is scheduled to begin mid-
2025.

o Lantern Park Street and Drainage Infrastructure Replacement—This project is
in design and approximately 60% complete. PWE Staff and the consulting en-
gineer are working with the County to determine drainage requirements.
o I-10 Lift Station Improvements - The design is approximately 90% complete
and Staff is working on Right of Way(ROW) acquisition for the project.
o Supervisory Control and Data Acquisition(SCADA)Upgrades for Wastewater
Treatment Plants and Lift Stations — Bids for construction services were re-
ceived for the first phase of the American Rescue Plan Act (ARPA) funded
project and are being evaluated. The first phase calls for the installation of new
equipment at all Baytown lift stations. The second phase is in design and ap-
proximately 80% complete. A construction contract for this work will be pre-
sented to City Council in November or December.
• Planning&Development
o 4601 Village Lane—Updating Apartment units and increasing the number of
accessible units. (Permit Issued no inspections yet)
o 4080 East I-10—Buccee's kitchen remodel and electric vehicle charging. (car
wash complete, kitchen remodel just started, and electric charging plan in re-
view)
• 7303 Garth—Wastewater Car Wash is 40% complete, under inspection.
• 1001 East I-10—New Gas Station is in plan review.
• 1500 Santavy—New Business park with approximately 20 buildings is in review.
• The Listening Session will be held on September 24, 2024.
• Resident Jennifer Stimpson organized a community event thanking the linemen
working to resolve the City of Baytown power outages for residents.
