ADVISORY COMMITTEE OF THE CITY OF BAYTOWN
June 25, 2024
The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, June 25, 2024,
at 6:00 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market Street,
Baytown, Texas with the following in attendance:

Chairperson Dr. Moreno convened the June 25, 2024, Baytown Police Advisory Committee
(BPAC)Meeting with a quorum present at 6:01 P.M.All members were present with the exception
of Committee Member Eric Rodriguez and Committee Member Richard Hunsinger.
1. CITIZEN COMMENTS
a. Receive citizen input concerning police outreach, community policing, officer train-
ing, as well as policies and procedures.
Chairperson Dr. Marissa Moreno announced no citizens signed up to speak.
2. MINUTES
a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting
held on Tuesday, March 26,2024.
A motion was made by Vice Chairperson Michael Springer and seconded Committee Member
Kirk Russell to approve the minutes of the Baytown Police Advisory Committee Meeting held on
Tuesday, March 26, 2024, as submitted. The vote was as follows:
Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer,
Committee Member Sgt. Steve Jones, Committee Member Kirk Russell,
Committee Member Marshall Land,Committee Member Natalie Robinson,

A motion was made by Committee Member Kirk Russell and seconded by Vice Chairperson
Michael Springer to approve the minutes of the Baytown Police Advisory Committee Meeting
held on Tuesday, April 23, 2024, as submitted. The vote was as follows:

4. CITIZEN INPUT
a. Receive citizen input concerning police outreach, community policing, officer train-
ing, as well as policies and procedures.
Council Member Laura Alvarado thanked Officer Thomas King and Corporal Brian Parker for
their participation in the Child Seat Safety Event held for the City of Baytown.
5. COMMUNITY INPUT
a. Receive and discuss community input obtained by the Baytown Police Advisory Com-
mittee Members.
Committee Member Kirk Russell expressed his opinion of the Jenkins Park Listening Tour regard-
ing citizen turnout. Mr. Russell inquired on methods to make citizens more aware of events for the
City of Baytown.
Police Chief John Stringer informed the Board that the Baytown Police Department Facebook
Page posted upcoming events related to the Police Department for citizens to view.

Committee Member Sgt. Steve Jones advised the Board that Baytown Police Department media
staff will produce a video for the BPAC and if any Board Members wanted to volunteer to partic-
ipate in the video can do so.
6. BUSINESS ITEMS
a. Consider setting any tasks and processes for future meetings.
Council Member Laura Alvarado gave an overview of why the Baytown Police Advisory Com-
mittee Board is no longer required to follow the Open Meetings Act.
Legal Counsel Vance Hinds expressed his opinions of why the Open Meetings Act is no longer
needed for the Baytown Police Advisory Committee(BPAC).
Committee Member Sgt. Steve Jones inquired about creating a means of communication for Board
Members.
Chairperson Dr. Marissa Moreno requested consideration regarding the continuation of meeting
recordings for citizens.
7. REPORTS
a. Receive a report and discuss the status of police outreach,community policing,officer
training and policies and procedures.
Police Chief John Stringer presented a status report of the police outreach, community policing,
officer training,policies and procedures. (Exhibit A)
8. NEXT MEETING
a. Consider setting the date, time and location for the next Baytown Police Advisory
Committee meeting.
Chairperson Dr. Marissa Moreno announced the next Baytown Police Advisory Committee Meet-
ing will take place at the City of Baytown Police Community Building on July 23, 2024 at 6:00
PM.
A motion was made by Vice Chairperson Michael Springer and seconded by Committee Member
Sgt. Steve Jones to approve the next meeting at the Baytown Police Advisory Committee Meeting
to be held on Tuesday, July 23, 2024, as submitted. The vote was as follows:

Recruitment and Retention
1. Staffing levels are consistent at 95%.
a. One officer being offered employment this week.
2. We have just opened a civil service testing process for applicants that do not have
previous law enforcement experience.
3. After 32 years of service Assistant Chief Richard Whitaker retires at the end of June.
Collaboration and Outreach
1. Crime Prevention hosted the second annual Junior Police Academy with 20 area
youths participating.
2. The Safe Riders Safety Seat Program distributed and installed 12 free car seats to
area families.
3. In May we had excellent participation in UNIDOS Family Night event with
approximately 600 in attendance.
4. Our partnership with the DEA for the Drug Take Back resulted in 257 pounds of
prescription drugs being turned in for proper destruction.
5. AC Alford represented the BPD at the Safe and Secure Schools Committee Meeting
6. BPD Command Staff, along with EOC, Fire, all city departments, and GCCISD, along
with area business stakeholders participated in an Emergency Management Drill
centered on a train derailment and chemical leak near a school zone.
7. Over 800 parents, faculty, and students attended DARE Graduations
8. BPD provided a training session at Memorial Baptist Church focused on General
Safety Practices for older citizens to include both physical and cyber safety
practices.
9. We have participated in three listening tour events with District 3 scheduled for July
16th at the Fire Training Facility.
10.We have begun planning for National Night Out which will take place on October 1,
2024 in Town Square.
a. We would like for BPAC to have a booth/ table there to help foster citizen
participation
11. HGAC is interested in picking up our Mental Health Outreach initiative that provides
decals for persons with Mental Health concerns or Autism and making it an area-
wide program. The HGAC has expressed interest in funding the printing of the
decals and providing them to participating agencies.
Training
1. Baytown Police Officers received a total of 1,352 training hours from May 29,2024 to present.
2. Since May 29, 2024, zero officers have received their Advanced Peace Officer license
3. Since May 29, 2024, one officer has received their Intermediate Peace Officer license
4. Since May 29, 2024 one officer has received their Master Peace Officer license
5. The Baytown Police Academy provided a total of 2,288 training hours from May 29,2024 to
present.
6. Total courses- 13
7. Total students- 121
8. We currently have 4 new personnel pursuing undergraduate degrees in a related field
Additional Information
1. Move in to the new Public Safety Building is complete. The final phase is underway.
Once completed we will have a ribbon cutting.
2. Our Intelligence Analyst, Timothy Carter was selected as the Outstanding Graduate
Student for Data Science at the University of Houston Clear Lake. He has worked
hard to obtain this second Masters Degree while producing incredibly valuable
crime analysis and intelligence reports.
3. Update on Public Safety and Crime Impact YTD 2024 v same time 2023
a. Calls for service: -8% compared to the last update of- 10%
b. Stolen Vehicles: -27% compared to the last update of- 14%
c. Violent Crime: -18% compared to the last update of- 24%
d. Vehicle Crashes: -31%compared to the last update of - 33%
e. Burglaries: -49% compared to the last update of -42%
f. Casings Submitted: -38% compared to the last update of -49%
