MINUTES OF THE MEETING OF THE BAYTOWN POLICE
ADVISORY COMMITTEE OF THE CITY OF BAYTOWN
February 27, 2024
The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, February 27,
2024, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market
Street, Baytown, Texas, with the following in attendance:
Michael Springer Vice Chairperson
Sgt. Steve Jones Committee Member
Kirk Russell Committee Member
Richard Hunsinger Committee Member
Natalie Robinson Committee Member
Dr. Marissa Moreno Chairperson
Angela Jackson Acting Secretary
Vance Hinds Legal Counsel
Chairperson Dr. Moreno convened the February 27, 2024 Baytown Police Advisory Committee
(BPAC) Meeting with a quorum present at 6:12 P.M. All members were present with the
exception of the absence of Committee Member Dr. June Stansky.
1. CITIZEN COMMENTS
There were no Citizens signed up to speak.
2. CITIZEN INPUT
a. Receive citizen input concerning police outreach, community policing, officer
training, as well as policies and procedures.
Tammy Guidry, 408 South Circle Dr., Director of Homeless Services with Marcellus Williams
Resource Center in Highlands,Texas and works out of the Baytown Sterling Library on Tuesdays
assisting the homeless citizens of Baytown. Ms. Guidry advised the Committee of her concerns
from the homeless clients that feel they are being harassed or approached in an unfriendly manner
by the Baytown Police Department. It was questioned if those allegations are true. Ms. Guidry
stated she is an advocate for the homeless and can identify their needs and questioned the Police
Department's interaction with the homeless population in the City of Baytown.
3. COMMUNITY INPUT
a. Receive community input obtained by the Baytown Police Advisory Committee
Members.
There was no Community input received.

4. REPORTS
a. Receive an update regarding the status of police outreach, community policing,
officer training and policies and procedures.
Assistant Police Chief Richard Whitaker presented the Baytown Police Department(BPD)update
regarding the status of police outreach, community policing, officer training and policies and pro-
cedures.
5. NEXT MEETING
a. Consider setting date, time and location for the next Baytown Advisory Committee
Meeting, along with any related tasks and processes.
Chairperson Dr.Marissa Moreno solicited ideas from the Committee for future meetings to address
other concerns. Committee Member Hunsinger solicited ideas of better ways to get engaged with
the community to hear their questions or concerns.
A motion was made by Committee Member Richard Hunsinger and seconded by Committee Mem-
ber Kirk Russell to approve Tuesday, March 26, 2024 at 6:00 P.M. in City Hall as the next Bay-
town Police Advisory Committee meeting date, time, and location. The vote was as follows:
Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer,
Committee Member Sgt. Steve Jones, Committee Member Kirk Russell,
Committee Member Richard Hunsinger, and Committee Member Natalie
Robinson
Nays: None
Other: Committee Member Dr. June Stansky(Absent)

6. ADJOURN
With there being no further business to discuss, Chairperson Dr. Moreno adjourned the February
27, 2024, Baytown Police Advisory Committee Meeting at 6:40 P.M.
