ADVISORY COMMITTEE OF THE CITY OF BAYTOWN
September 26, 2023
The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, September 26,
2023, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market
Street, Baytown, Texas, with the following in attendance:

Chairperson Dr. Moreno convened the September 26,2023, Baytown Police Advisory Committee
(BPAC)Meeting with a quorum present at 6:00 P.M.All members were present with the exception
of the absence of Committee Member Natalie Robinson.
1. MINUTES
a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting
held on August 22, 2023.
A motion was made by Committee Member Dr. June Stansky and seconded by Vice Chairperson
Michael Springer to approve the minutes of the Baytown Police Advisory Committee Meeting
held on August 22, 2023, as submitted. The vote was as follows:

a. Receive citizen input concerning police outreach, community policing, officer
training, as well as policies and procedures.
Chairperson Dr. Moreno announced a citizen,Mr. David Isaac,had signed up to speak on the item.
Mr. Isaac expressed gratuity to the Committee for responding to the kids that came to a meeting
and asked for proactive solutions to the fact that they did not feel safe in school. He mentioned of
an instance where an individual walked near a school zone and was apprehended.The Goose Creek
Consolidated Independent School District (GCCISD) Police Department and the Baytown Police
Department (BPD) worked collectively to address that issue before anything happened. Mr. Isaac
believed lives were saved thanks to the Committee being inclusive with those kids.
In addition, he expressed his appreciation to the Baytown Police Association for deciding to take
a stance on the way the individual was tried through the Harris County courts. To his understand-
ing, Harris County changed its decision per public pressure. On a separate note, Mr. Isaac spoke
over the expiring term of Committee Member Dr. Stansky. He encouraged everyone to contact her
Council Member or one that has a vacancy because she needed to serve on the Committee.
3. COMMUNITY INPUT
a. Receive community input obtained by the Baytown Police Advisory Committee
Members.
No community input had been obtained by the Committee, so they proceeded to the next item.
4. NEW BUSINESS
a. Discuss and consider a Properties and Neighborhood List for citizen engagement
opportunities.
Chairperson Dr. Moreno opened the item thanking Police Chief John Stringer for getting them the
list initially in May.Immediately following their other BPAC meeting,the list was then transferred
over to Committee Member Hunsinger. Chairperson Dr. Moreno relayed that he took on the task
of trying to solidify a place for them to meet in an apartment complex within the community.
Committee Member Hunsinger discussed with the BPAC Members his experience with trying to
find a facility. Between scheduling and concerns of capacity, he had not located an apartment
facility that was willing to host them.Nevertheless,he would continue to work with them and see.
The BPAC Members further deliberated over their other options to host a meeting, such as
churches or homeowners' associations (HOAs). They responded favorably to pursuing churches
and named various options. Chief Stringer added the suggestion to reach out to Civic Associations.
Chairperson Dr. Moreno commented the Fred Agular Promise Center would not be a bad idea.
After further discussion, the BPAC Members unanimously agreed for Committee Member Dr.
Stansky to identify a church as the location for their next meeting on October 24, 2023.
5. REPORTS

a. Receive an update regarding the status of police outreach, community policing,
officer training and policies and procedures.
Police Chief John Stringer presented the Baytown Police Department(BPD)update as follows:
Recruitment
• 3 New officers were sworn in to BPD on September 25,2023.
Collaboration
• BPD was working with apartment owners and the Baytown Housing Authority to improve the
safety of properties,such as through updating felony addendums and trespassing affidavits;and
• Chief Stringer was on 2 committees with the International Association of Chiefs of Police: The
Community Policing Committee and a subcommittee that was charged to write a model policy on
the"duty to intervene."
Training
• 52 BPD officers received a total of 2,054 training hours between August 22,2023,and the present
day;and
• The Baytown Police Academy provided a total of 1,336 training hours, which included outside
agencies,between August 22,2023,and the present day.
Outreach
• National Night Out was scheduled for October 3, 2023, from 5:00 P.M. to 9:00 P.M. at Town
Square;
• UNIDOS hosted their first"Tacos and Shout with a Cop"event last Saturday at Town Square with
approximately 350 citizens that attended; and
• In total over the last month, BPD's outreach programs reached more than 650 citizens and non-
enforcement encounters.
Chief Stringer then took a moment to highlight exceptional police work. Last week, there was an
aggravated robbery at Motel 19. The victim was reported to have been pistol-whipped and robbed
outside their motel room. Officer-in-Training Mitchell Kloewer and Field Training Instructor Of-
ficer Morgan Salinas arrived and observed the subject flee on foot. Additional officers arrived,the
perimeter was established,and a drone was launched.Officer Cody Dodson and drone pilot Officer
Markus Rivers spotted the subject in the wood line and took him in to custody without incident.
The apprehension was due in large part by all the officers who responded quickly, efficiently, and
worked as a team. Chief Stringer noted they have had a lot of complaints about Motel 19 from the
citizens in the area. He assured them that BPD was trying to be proactive in that area.
The BPAC Members further engaged in a discussion over matters concerning National Night Out.
6. NEXT MEETING
a. The next Baytown Police Advisory Committee Regular Meeting is scheduled for
October 24, 2023 at 6:00 P.M., in the Council Chamber at Baytown City Hall, 2401 Market
Street, Baytown,Texas 77520.
As discussed in Item 4.a., Chairperson Dr. Moreno relayed they were looking at having their next
meeting on October 24, 2023, at 6:00 P.M. in the Council Chambers. However, if Committee

Member Dr. Stansky was able to secure a site at a church, she would let the City Clerk's Office
know. Staff would then let the BPAC Members know as well.
A motion was made by Committee Member Richard Hunsinger and seconded by Vice Chairperson
Michael Springer to allow Committee Member Dr.June Stansky to contact the City Clerk's Office
once she is able to secure a location for their meeting on October 24, 2023, at 6:00 P.M. The vote
was as follows:

The BPAC Members further deliberated over matters concerning the agenda for their next meeting.
Committee Member Hunsinger inquired if they could add an item where they could respond to the
community input. Legal Counsel Vance Hinds relayed they would have to have an item on some-
thing they wished to discuss. They could just listen to the community input, but not respond. As
she may not be there, Chairperson Dr. Moreno suggested that at the end of the meeting they could
request to get more information or to consider what was discussed. They could then have that
conversation at their next meeting. The BPAC Members agreed.
7. ADJOURN
With there being no further business to discuss, a motion was made by Committee Member Dr.
June Stansky and seconded by Vice Chairperson Michael Springer to adjourn the September 26,
2023, Baytown Police Advisory Committee Meeting at 6:30 P.M. The vote was as follows:
