2024 08 27 BPAC Minutes MINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN August 27, 2024 The Baytown Police Advisory Committee(BPAC)met in a Meeting on Tuesday,August 27,2024, at 6:00 P.M. in the Conference Room of the Public Safety Building, located at 3200 North Main Street, Baytown, Texas with the following in attendance: Michael Springer Vice Chairperson Sgt. Steve Jones Committee Member Marshall Land Committee Member Natalie Robinson Committee Member Donald Vallier Committee Member Dr. Marissa Moreno Chairperson Angela Jackson Secretary John Stringer Police Chief Chairperson Dr. Moreno convened the August 27, 2024, Baytown Police Advisory Committee (BPAC)Meeting with a quorum present at 6:06 P.M.All members were present with the exception of Committee Member Eric Rodriguez and Committee Member Kirk Russell. 1. CITIZEN COMMENTS Chairperson Marissa Moreno announced no citizens signed up to speak. 2. A Tribute to Richard Hunsinger: Remembering his Impact and Contributions. Sergeant Steve Jones delivered a prayer in remembrance of the late Committee Member Richard Hunsinger. Police Chief John Stringer reflected on Mr. Hunsigner's time on the committee and extended his condolences to the family on behalf of the Baytown Police Department. Chairperson Dr. Marissa Moreno shared her memories of Richard Hunsinger and expressed her gratitude for his contributions. Richard Hunsinger's wife expressed her gratitude to the Baytown Police Advisory Committee and invited everyone to attend his memorial service. Sergeant Steve Jones offered the services of peer support officers for grief counseling, if needed. 3. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on Tuesday,June 25,2024. Baytown Police Advisory Committee Meeting Minutes August 27,2024 Page 2 of 3 A motion was made by Vice Chairperson Michael Springer and seconded Committee Member Steve Jones to approve the minutes of the Baytown Police Advisory Committee Meeting held on Tuesday, June 25, 2024, as submitted. The vote was as follows: Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer, Committee Member Sgt. Steve Jones, Committee Member Marshall Land, Committee Member Natalie Robinson, and Committee Member Donald Vallier Nays: None Other: Committee Member Eric Rodriguez and Committee Member Kirk Russell (Absent) Approved 4. CITIZEN INPUT a. Receive citizen input concerning police outreach,community policing, officer train- ing, as well as policies and procedures. Chairperson Dr. Marissa Moreno announced no citizens signed up to speak. 5. COMMUNITY INPUT a. Receive and discuss community input obtained by the Baytown Police Advisory Com- mittee Members. Vice Chairperson Michael Springer informed the Board about door-to-door solicitors in the Lake- wood Subdivision. Mr. Springer reported that he contacted the Police non-emergency number be- cause the solicitors had been parked in front of his house for 12 hours. Sergeant Jones noted that the City of Baytown stopped issuing permits to solicitors as of last year. 6. BUSINESS ITEMS a. Consider any tasks and processes for future meetings. City Clerk Angela Jackson informed the Board that the Boards and Commission Ad Hoc Advisory Committee is still discussing matters related to the Open Meetings Act.The Board should continue to meet and function as usual until further notice. Sergeant Steve Jones expressed concern about citizen attendance and suggested posting on all social media outlets to boost participation. 7. Receive a report and discuss the status of police outreach,community policing,officer training and policies and procedures. Police Chief John Stringer presented a status report of the police outreach, community policing, officer training,policies and procedures. (Exhibit A) 8. NEXT MEETING a. Consider setting the date, time and location for the next Baytown Police Advisory Committee meeting. Chairperson Dr. Marissa Moreno announced the next Baytown Police Advisory Committee Meet- ing will take place at the City of Baytown Council Chambers on September 24,2024 at 6:00 P.M. 9. Staffing levels are consistent at 95%. 2. 65 Applicants tested last Friday for the position of Police Officer Collaboration and Outreach 1. Crime Prevention attended a safety event at the Community Center attended by 200 people and issued Child ID kits 2. The Safe Riders Safety Seat Program distributed and installed 16 free car seats to area families at the Public Safety Building 3. Met with one apartment property manager to discuss criminal activities on site 4. AC Alford represented the BPD at the Safe and Secure Schools Committee Meeting 5. National Night Out plans are complete. It will take place on October 1, 2024 in Town Square. Training I. Baytown Police Officers received a total of 1,206 training hours from in the last month. 2. One officer has received an Advanced Peace Officer license 3. S 4. The Baytown Police Academy provided a total of 1,324 training hours from in the last month 5. 19 Baytown and area Police Officers attended ALERTT Active Shooter training
