2024 08 08 WS Mintues MINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 08, 2024 The City Council of the City of Baytown, Texas,met in a Work Session on Thursday, August 08, 2024, at 4:00 P.M. in the Tejas Room, Community Center 2407 Market Street, Baytown, Texas, with the following in attendance: Sarah Graham Mayor Pro Tem Laura Alvarado Council Member Kenrick Griffith Council Member Jacob Powell Council Member Mike Lester Council Member Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk John Stringer Sergeant at Arms Mayor Pro Tern Sarah Graham convened the August 08, 2024 City Council Work Session with a quorum present at 4:12 P.M. All members were present with the exception of Mayor Brandon Capetillo and Council Member James Franco. 1. CITIZEN COMMENTS Mayor Pro Tern Sarah Graham announced no citizens signed up to speak. Mayor Brandon Capetillo entered the City Council meeting at 4:15 P.M. 2. DISCUSSIONS a. Discuss the City of Baytown Fiscal Year 2024-25 Proposed Budget. City Manager Jason Reynolds reiterated the financial projections and policy variables for the Fis- cal Year 2024-2025 Budget and highlighted the following for further discussion(Exhibit A): • Budget Formula • Revenue • Expenses • $5 million dollar reduction • Policy Foundation Council Members provided feedback and concerns related to the Fiscal Year 2024-25 Proposed Budget. Mr.Reynolds led a discussion regarding sanitation options for the adoption of a cost neutral model to include: City Council Work Session Minutes August 08,2024 Page 2 of 2 • Option 1: Retain current level of service: $9-$10 monthly increase per account. • Option 2: Close the Green Center and keep Brush Collection; approximately $7-$8 monthly increase per account. • Option 3: No rate increase: Close the Green Center and discontinue brush collection. Fund would still operate at a loss.Not cost neutral Council Member James Franco entered the City Council meeting at 4:49 P.M. Mr. Reynolds will present findings from the Council's discussion and selections from today for the next Budget Work Session meeting on August 14, 2024 at 4:00 P.M., at the City of Baytown Fire Training Field. 3. ADJOURN With there being no further business to discuss, Mayor Brandon Capetillo adjourned the August 08, 2024, City Council Work Session at 5:29 P.M.
