2024 08 22 WS Minutes MINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 22, 2024 The City Council of the City of Baytown,Texas,met in a Work Session on Thursday, August 22, 2024, at 5:00 P.M. in the Team Room, Community Center, 2407 Market Street, Baytown, Texas, with the following in attendance: Laura Alvarado Council Member Kenrick Griffith Council Member James Franco Council Member Jacob Powell Council Member Mike Lester Council Member Brandon Capetillo Mayor Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk John Stringer Sergeant at Arms Mayor Brandon Capetillo convened the August 13, 2024 City Council Work Session with a quorum present at 5:03 P.M. All members were present with the exception of Mayor Pro Tern Sarah Graham. 1. CITIZEN COMMENTS • Mayor Brandon Capetillo announced no citizens signed up to speak. 2. DISCUSSIONS a. Discuss the Unified Land Development Code(ULDC). Planning and Development Director Martin Scribner addressed comments of the Council regard- ing changes to the Unified Land Development Code(ULDC) as listed below: (Exhibit A) • Minimum lot size requirements. • Parking pad to accommodate residential vehicles at a minimum length of 25 feet. • Interior side setback of 5 feet between homes as minimum. • Accessory structures — will be addressed at another meeting for specifics on permitted structures. • Residential fences—permitting 8-foot fences once requirements are met. • Manufactured Homes—A minimum age limit or permanently structured. • Streetscaping—restrict large trees within 10 feet of overhead utilities. • Property comparison—general, freeway commercial, mixed use and mixed-use neighbor- hood. • Public Review Draft changes presented to the public.
