H2O Partners fully comprehends the importance of the City of Baytown having an active Hazard Mitigation Plan in place. We can operate under an accelerated schedule if requested by the Baytown Office of Emergency Management. Our experienced, cohesive team is adept at conducting an efficient planning process. We have an established process to organize Plans according to the grading schedule for TDEM and FEMA reviewers, removing unnecessary information, and including narrative to make charts and tables understandable. H2O-developed plans typically require very few revisions, which expedites the review process. Our experience has shown that a longer planning period than the timeframe the City is contemplating is needed to ensure compliance with the latest FEMA guidance, allow for full participation from all stakeholders, and accommodate the necessary review period. The Local Mitigation Planning Handbook from FEMA, dated May 2023, recommends a timeline of at least 18 months for taking a plan from initiation through approval and advises jurisdictions to budget at least 6 months for State and FEMA review. H2O Partners can assist the City in meeting FEMA's requirements for providing the necessary justification for"extraordinary circumstances," enabling access to HMGP grant funding if a federally declared disaster is declared before the City's new Plan is approved. The following timeline presents a preliminary schedule for completion of the City of Baytown's Hazard Mitigation Plan project. Upon contract award, H2O Partners will work with the City to refine this preliminary schedule. Plan approval dates are set by TDEM and FEMA.
