All members were present. The Pledge of Allegiance, Texas Pledge, and Invocation were led by Council Member/ Director Mike Lester. 1. CITIZEN COMMENTS Mayor Brandon Capetillo announced a citizen signed up to speak. a. James Miks, 6427 Crosby Cedar Bayou Road, expressed his concerns of un-mowed City property near his residence and requested to be disannexed from the City. 2. MUNICIPAL DEVELOPMENT DISTRICT ITEMS a. Receive the Baytown Municipal Development District's Fiscal Year 2024-2025 Proposed Budget. Receive the Baytown Municipal Development District's Fiscal Year 2024- 2025 Proposed Budget. President Brandon Capetillo acknowledged the Municipal Development District Fiscal Year 2024- 2025 Proposed Budget was received and concluded that the Board Members packets had a copy for review of a future discussion. b. Consider a resolution setting a public hearing regarding the Baytown Municipal Development District's Fiscal Year 2024-2025 Proposed Budget. City Council and MDD Regular Joint Meeting Minutes June 27,2024 Page 2 of 17 President Brandon Capetillo advised that MDD has scheduled a public hearing on the Fiscal Year 2024-2025 proposed budget for July 25, 2024. A motion was made by Vice President Laura Alvarado and seconded by Director Jacob Powell to approve Resolution No 477. related to Item 2.b. The vote was as follows: Ayes: President Brandon Capetillo, Vice President Laura Alvarado, Director Sarah Gra- ham, Director Kenrick Griffith, Director James Franco, Director Jacob Powell, Di- rector Mike Lester Nays: None Approved RESOLUTION NO. 477 A RESOLUTION OF THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT, SETTING A DATE, TIME AND PLACE FOR A PUBLIC HEARING ON THE PROPOSED FISCAL YEAR 2024-2025 BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT'S BUDGET; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. c. Consider a resolution authorizing an engagement letter with RubinBrown, LLC to provide services for the Baytown Hyatt Regency Convention Center and Hotel Project. RubinBrown,LLC will assist in identifying the accounts to be included in the preparation of the fmancial statements for the Project, which will be prepared in accordance with U.S. generally accepted accounting principles(GAAP).This task is part of the Consulting Project, categorized as a non-attest service as defined by the American Institute of Certified Public Accountants (AICPA). As such, they will not issue any formal report related to these fmancial statements. President Brandon Capetillo stated Item 2.c., related to a resolution regarding authorizing an engagement letter with RubinBrown, LLC to provide services for the Baytown Hyatt Regency Convention Center and Hotel Project, is not ready for review and will be pushed to a future meeting. 3. MINUTES a. Consider approving the minutes of the City Council Work Session Meeting held on June 13, 2024. This allows the Council to approve the minutes of the City Council Work Session Meeting held on June 13,2024. A motion was made by Director Sarah Graham and seconded by Director Kenrick Griffith to ap- prove the minutes of the City Council Work Session Meeting held on June 13,2024,as submitted. Present a proclamation designating July 2024 as Parks and Recreation Month for the City of Baytown,TX. Mayor Brandon Capetillo presented the Parks and Recreation Department with a proclamation designating July 2024 as Parks and Recreation Month for the City of Baytown, Texas. 5. PUBLIC HEARING a. Conduct a public hearing regarding the repeal and replacement of the City's Uni- fied Land Development Code(ULDC) and Zoning map. At 6:52 P.M., Mayor Brandon Capetillo opened the public hearing regarding the repeal and replacement of the City's Unified Land Development Code(ULDC) and Zoning map. Planning and Development Assistant Director Ryan Hvitlok summarized the subject matter of the hearing. Mayor Brandon Capetillo announced a citizen,had signed up to speak on the item. Randy Lyons, 1423 Beaumont Rd, expressed concern for zoning changes that have taken place and the affects the changes will have on the value of his property. At 7:03 P.M., Mayor Brandon Capetillo closed the public hearing regarding the repeal and replacement of the City's Unified Land Development Code(ULDC) and Zoning map. 6. Conduct a public hearing regarding the Service and Assessment Plan for the Bay Creek Public Improvement District(PID). At 7:04 P.M., Mayor Brandon Capetillo opened the public hearing regarding the Service and Assessment Plan for the Bay Creek Public Improvement District(PID). Brian Moran Economic Development Manager summarized the subject matter of the hearing. Mayor Brandon Capetillo announced no citizens had signed up to speak on the item. At 7:06 P.M., Mayor Brandon Capetillo closed the public hearing regarding the Service and Assessment Plan for the Bay Creek Public Improvement District(PID). b. Consider an ordinance approving the Service and Assessment Plan(SAP),assessment roll, and levying a special assessment for Phase #1 Bay Creek Public Improvement District (PID). MANAGER'S REPORT City Manager Jason Reynolds,provided the Managers Report • A citizen wrote in to give praise to our Public Works and Engineering department. A water pipe busted in their street and all of the crews that came out were timely and stayed until the job was done. The concrete team that repaired the road even repaired a bit of the curb nearby. • A citizen wrote in to express their gratitude and acknowledgement to Officer Henry Peek and Officer Clifford Potter. They went above and beyond after seeing a vehicle stalled on 1- 10 and getting the vehicle mobile again. Quote, "They are a credit to your department. Their actions embodied the spirit of" to protect and serve" and certainly made an impact on us." • We had a write in recognizing Officer Shane Weitzek for helping out a family with a va- grancy issue on their property. We appreciate all that you do for our residents and commu- nity Officer Weitzek. • 3800 Garth Rd—as of 6/ 18/24, all 5 buildings have been demolished. Final site cleanup will take a few more weeks to complete. It should be noted that this success is due to a herculean effort by our Chief Building Official, Zachary Start, and his team to get this property up to our quality and safety standards over the past year. Just one example of his tireless efforts to make Baytown a great place to live and work. • The Parks and Recreation Department would like to spotlight Lauren Siple, Athletic Coor- dinator,for going the extra mile(literally)with a participant at the Baytown Summer Track Cross Country Meet held at Jenkins Park on June 26th. An athlete in the under 10 division was late to the competition and was struggling to catch up to the group. Lauren took it upon herself to join in and run the cross-country course with the athlete so that he wasn't running City Council and MDD Regular Joint Meeting Minutes June 27,2024 Page 16 of 17 alone. Lauren' s actions demonstrate the spirit of teamwork and the Parks and Recreations Department's commitment to every participant' s experience while enjoying an event or program. Council Member Mike Lester reported the current projects,programs and events of District 6: • Public Works& Engineering o PWE has installed a new signal pole at Alexander at Cedar Bayou Intersec- tion. o Along with a new panel replacement/drainage along Mockingbird. • Capital Improvement Projects(CIP) o Narcille St - recently completed a preliminary punch list walkthrough and contractor is addressing any outstanding issues. • Bay Oaks Harbor: • Heron Inlet Complete • Egret Canal Storm install in progress. • Gulls Cut Complete(PWE doing taps and pavement repairs for res- idential work). • Angelfish and Bluebill have driveway placement ongoing. • Planning&Development o 2610 N Alexander— GCCISD new conference center— Under inspections —approximately 50% complete. o 2206 N Alexander— New Taco Bell — Under inspections — approximately 40%complete. o 2400 Massey Tompkins—New Convenience store and gas station—Under inspections—approximately 30% complete. o 4008 N SH 146—Cemex Office and maintenance building—Permit issued —no inspections yet. • Parks&Recreation o Roseland Park Youth Recreational Sand Volleyball Clinic is scheduled for Monday through Wednesday, July 15 - 17, from 6-8pm. Participants will receive instruction on fundamental volleyball skills. The clinic includes en- gaging volleyball games, scrimmages, and opportunities for competitive play. o Park crews at Roseland Park have cleared a notable amount of storm debris, including a 12-foot tree that obstructed boating access following recent storms. Thanks to their efforts, we are pleased to announce that all park amenities are now open and ready for the community to enjoy. 13.
