2024 06 11 CCPD Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT June 1 1, 2024 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Special Meeting on Tuesday, June 11, 2024, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Nicholas Rice James Coker Lloyd J. Herrera Jose Ortega Charles Eugene Murrell Carol Flynt Scott Lemond Gabriella Gonzales President Vice President Director Director Director Assistant General Manager General Counsel Open Government Supervisor President Nicholas Rice convened the June 11, 2024, Crime Control and Prevention District (CCPD) Board Special Meeting with a quorum present at 4:33 P.M. All members were present with the exception of Director Loretta White and Director David Start. 1. CITIZEN COMMENTS President Nicholas Rice announced no citizen signed up to speak. 2, SPECIAL BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT a. Conduct the first public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2024-2025 Proposed Budget. At 4:34 P.M., President Nicholas Rice opened the public hearing regarding Item 2.a., Baytown Crime Control Prevention District Fiscal Year 2024 — 2025 Proposed Budget. President Nicholas Rice announced a citizen, signed up to speak on the public hearing related to the Baytown Crime Control and Prevention District Fiscal Year 2024-2025 Proposed Budget. a. Byron Schirmbeck, 4727 Black Stone Street, expressed his opinion regarding the use of the Baytown Crime Control and Prevention Proposed Budget for Flock Camera System throughout the city. President Nicholas Rice extended Mr. Schirmbeck time an extra three minutes since he signed up to speak for Item 2.b. Discuss the Baytown Crime Control and Prevention District Fiscal Year 2024-2025 Proposed Budget. President Nicholas Rice announced the discussion was open and Board Members had no comments. 3. BUSINESS ITEMS a. Consider the election of officers for President and Vice President and the appointment of Secretary. President Nicholas Rice announced the officer candidates of the election for President, Vice President and Secretary of the Baytown Crime Control and Prevention Board. Herrera and seconded by Director Charles Eugene Murrell to approve the reappointments of the Baytown Crime Control and Prevention Board. REPORTS a. Receive the Baytown Crime Control and Prevention District Quarterly Financial and Investment Reports for the Quarter Ending March 31, 2024. Assistant Finance Director Fatima Uwakwe presented the Baytown Crime Control and Prevention District Quarterly Financial and Investment Reports for Quarter ending March 31, 2024. (Exhibit A) President Nicholas Rice acknowledge report received. b. Receive the Baytown Crime Control and Prevention District Street Crime Unit, Traffic Management Team, and Commercial Vehicle Enforcement (CVE) statistical reports. Police Chief John Stringer presented an overview of the Baytown Crime Control and Prevention District Street Crime Unit, and Traffic Management Team and Commercial Vehicle Enforcement (CVE) statistical reports as listed below: Commercial Vehicle Enforcement and Traffic Management Programs During the April and May time frame, these programs: • Conducted 523 traffic stops, 450 from Traffic Management and 73 Motor Vehicle Violations • Issued 563 citations, 543 from Traffic Management and 20 Commercial Vehicle Violations • Issued 227 warnings, 94 from Traffic Management and 133 Commercial Vehicle Violations • Conducted 19 DWI Arrests Street Crimes Unit During the April and May time frame, this program: • Conducted 377 traffic stops • Issued 205 citations • Conducted 86 total arrests • Accounted for 33 felony charges • Accounted for 23 misdemeanor charges • Accounted for 135 Class "C" Arrests Flock LPR Cameras Updates from April to date: • 62 cameras remain in service with the additional 10 previously approved in various stages of permitting and installation • In the last 30 days (date is only held for 30 days unless transferred to the evidence retention software as a part of a criminal investigation): 0 7,226,532 plate reads throughout the City of Baytown 0 500,874 were unique plate reads 0 88 protective order or interest alerts CCPD Board Special Meeting Minutes June 11, 2024 Page 4 of 5 o 230 specialized investigative alerts such as vehicles involved in felony offenses ■ 41 missing persons/missing children alerts ■ 324 stolen vehicles or stolen license plate alerts ■ 88 protective order or interest alerts ■ 230 specialized investigative alerts such as vehicles involved in felony offenses • LPR technology has been in: o An ongoing missing person investigation o Locating a suspect vehicle in a recent shooting which led to investigative leads that identified the actor o The identification and location of a suspect vehicle in an aggravated robbery/ shooting case o Several stolen vehicle recoveries o A Pasadena PD case of aggravated robbery involving a firearm and BPD officers located the vehicle in less than 1 hour Other Equipment Since the last presentation the only update on other equipment is that the 180 Degree Fire Arms Training System for Use of Force and De-escalation Situations has been delivered and installed. Instructors are trained on its use and it will be used for this training program in the near future. Marked Vehicles During the April and May time frame, this program: • 22 Marked Units have been ordered and we are awaiting delivery dates Bomb Squad During the April and May time frame, this program: • Responded for 14 activations SWAT During the April and May time frame, this program: • Responded for 3 activations HNT During the April and May time frame, this program: • Responded for 5 deployments (Events ranged from activation for fugitive arrests, to supporting SWAT operations, and a suicidal subject who was convinced to accept help obtaining psychiatric services) • The graph below shows the effect of proactive measures on crimes of violence, stolen vehicles, and other public safety concerns for the period comparing Calendar Year 2023 (January -May) and Calendar Year 2024 during the same time period, as well as the monthly percentage change for April through May of 2024 from the same time period last year. This data is an overall snapshot of crime and public safety in our city.
