AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AMENDING CHAPTER 2 "ADMINISTRATION," ARTICLE IV
"BOARDS AND COMMISSIONS," DIVISION 6, OF THE CITY OF
BAYTOWN CODE OF ORDINANCES TO BE ENTITLED "BAYTOWN
POLICE ADVISORY COMMITTEE"; PROVIDING A REPEALING CLAUSE;
CONTAINING A SAVINGS CLAUSE; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.

WHEREAS, on August 31, 2020, the City Council passed Resolution No. 2674, which confirmed
the Baytown Police Advisory Committee as a committee of the City and established its composition,
purpose and duties;
WHEREAS, on May 9, 2024, the City Council passed a subsequent resolution making
amendments to Resolution No. 2674 regarding appointments to the Committee and meeting
structure; and
WHEREAS, the Baytown Police Advisory Committee has become more of a permanent
board within the City and the City Council desires to add the Baytown Police Advisory Committee
to City of Baytown Municipal Code of Ordinances; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That Chapter 2 "Administration," Article IV "Boards and Commissions,"
Division 6 of the Code of Ordinances, Baytown,Texas,is hereby amended to be entitled"Baytown
Police Advisory Committee," which shall read as follows:
CHAPTER 2. ADMINISTRATION
ARTICLE IV. BOARDS AND COMMISSIONS
DIVISION 6. BAYTOWN POLICE ADVISORY COMMITTEE
Sec. 2-421. Created; composition
There is created the Baytown Police Advisory Committee which shall consist of nine(9)members.
The committee should be composed of a cross-section of the community. Council will endeavor to ensure
that minority groups will be represented in proportion to their citywide percentage representation.
Sec. 2-422. Purpose
The purpose of the Committee is to enhance and encourage communication between the residents
and the City and to provide comments, suggestions, and recommendations to the City Council on police
outreach, community policing, officer training, and policies and procedures to ensure best practices are in
place and operational to create a community of trust.
Sec. 2-423. Terms
Members of the Baytown Police Advisory Committee shall be appointed by the City Council for
staggered two-year terms, commencing on October 1.
Sec. 2-424. Appointments
(a) Each member of the City Council shall make one appointment to serve on the Baytown Police
Advisory Committee. The Chief of Police shall make two appointments to serve on the Baytown
Police Advisory Committee, one of which shall be an individual who is a licensed peace officer
and the other shall be a member of the Baytown Police Department Crisis Intervention Team and or
mental health officer.All appointments are subject to Council's approval,and such appointees serve
at the pleasure of the City Council.
(b) For the initial appointments, five (5) members will serve a two-year term, and four (4) members
will serve a one-year term. The length of terms of the initial members will be determined by the
casting of lots.
(c) If vacancies occur, such vacancies shall be filled in the same manner as original appointments,
except such terms shall only be for the remainder of the unexpired term.
(d) The members of this committee shall be residents of the city, except for the Mayor's initial
appointment, who may reside in the City's extraterritorial jurisdiction. Each member after
appointed shall participate in one police education program or activity during his.her term.
Sec. 2-425. Meetings
All meetings of the Committee shall be open to the public.
Sec. 2-426. Powers and duties
The Baytown Police Advisory Committee shall hold such public forums to receive input from
diverse community groups to enhance understanding through communication and education, to improve
and maintain the public trust of the Baytown Police Department, and to further the purpose of the
Committee.
Sec. 2-427. Reports
The Committee shall prepare and present quarterly reports to the City Council.
Section 2: All ordinances or parts of ordinances inconsistent with the terms of this
ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of
such inconsistency and in all other respects this ordinance shall be cumulative of other ordinances
regulating and governing the subject matter covered by this ordinance.
Section 3: If any provision, section, exception, subsection, paragraph, sentence, clause
or phrase of this ordinance or the application of same to any person or the set of circumstances,

shall for any reason be held unconstitutional, void or invalid, such invalidity shall not affect the
validity of the remaining provisions of this ordinance or their application to other persons or sets
of circumstances and to this end all provisions of this ordinance are declared to be severable.
Section 4: This ordinance shall take effect immediately from and after its passage by
the City Council.
